BY ALFRED PEZA Following the criminal events in several cities across the country, classified as terrorism, Albania risks becoming the birthplace of an entirely unheard-of kind of terrorism: terrorism through statements. Even during the press conference, PD deputy chairman Genc Pollo was quoted as saying that “his party will continue holding rallies throughout the country, while pre-accusing the security forces of any possible bloodshed that may occur during them.” A few minutes later, the Ministry of the Interior declared that it “has every reason to believe that certain segments of PD have prepared to carry out terrorist acts during the rallies, in order to blame them on the Albanian police.” After that, the game of statements continued, with names being mentioned and accusations made about extremely serious events, responsibility for which has not yet been established by the justice system. The statements that followed were filled with the words “crime,” “terror,” “ominous,” and “bloodshed.” For days, the vocabulary worthy of horror films has been expanded by people at the head of politics and the state’s highest institutions. As if the grave incident in Milot were not enough, Azem Hajdari, when his immunity was being lifted, declared in the parliamentary chamber that he would fight until the government and Parliament were overthrown. Unlike the Aesopian language used by the International Community to blame Berisha and PD for causing the latest incident in Shkodër, Nano, in his analysis of it, would declare: “We have never doubted that, over the past 7 years, PD has served as a maternity ward for crime.” A few hours later came Pollo’s and the Ministry of the Interior’s statements about the expected terror at the gatherings in the coming days. Politicians making such statements has by now become normal, to the disillusionment of Albanian politics. But an anti-crime body such as the Ministry of the Interior must not be drawn into their trap. In cooperation with SHIK, it has a duty not only to fight crime and terrorism, but also to prevent them. Events such as those of a week ago in Shkodër or at Tirana prison would not happen if SHIK did its job properly. As for the police, no alibi can excuse them for having “liberated” the largest city in the north only when there was nothing left to burn there. The statements by PD and the police were exchanged yesterday, as they erupted from a servile Berisha–Lino conversation and the existence of a secret SHIK report, according to which “many Albanian agents may be … in one of the southernmost cities of Albania.” If the latter is true, Çeka and the [legjisi?] should not waste time responding to PD’s statements. Using the means permitted by law, they should work to prevent terrorist acts. Crime cannot be fought with statements that, instead of calming people, worsen the climate of “psychological terror among ordinary people.” STE OF ALBANIA

The first statements of a man trained in foreign camps “I will fight communism” “I am anti-communist until death.” Voci, trained in France, Germany and Montenegro, familiar with several languages and military techniques. “I am a sworn anti-communist and I will fight it until death”—this is what Fran Voci stated to the investigators. He was arrested by the police two days ago, accused of terrorist acts in Shkodër.
