The Constitution of picnics
The idea of the heads of the parliamentary commission for drafting the constitution to draw up the articles of the country's most important legal document while touring various cities caused general astonishment among the public. The first impression created by the constitution commission's excursions around Albania is that Tirana is supposedly to blame for the slow pace of progress or for the largest opposition party's failure to participate. Perhaps the idea was to entice members who had been absent; who knows, it might even change the minds of the DP representatives. In a way, the group of people on the commission also seems like a sports team that prefers to train away from the noise of the fans and the media. But in this case, the effect is the opposite. The first problem is that by leaving Tirana, the center of politics, the commission members make it harder to stay in contact with the rest of political life, from which at least advice or suggestions might come, not to mention the impossibility of ongoing consultations with Albanian specialists or foreign constitutional experts, who visit Albania from time to time. On the other hand, there is no certainty as to how much such picnics—as various politicians have called the tours by this body—will affect the commitment and dedication of those who are to draft the backbone of Albanian legislation. Given the dire state of the state treasury, it is not known whether the additional expenses needed to cover the trips of the team headed by Godo and Imami have been calculated. Someone might say that, since this is the constitution, which Albanians have been waiting for for more than seven years, it is worth sparing no expense. Nevertheless, at a time when Nano has significantly cut his ministers' expenses and, most recently, those of Socialist leaders as well, it would not be surprising if, in the event of failure, he demanded that the commission members reimburse the cost of these “work trips.” Rather than drawing up travel itineraries and seeking out climate-friendly places “connected with history” to “inspire” them, the commission's leaders should insist on securing the consensus of all political forces, including those not represented on the commission. Otherwise, even if they succeed, that success may prove temporary. In Albania, those who take the reins of power, seized by an urge to change everything, have no qualms about changing the constitution too. History has proved as much.

Another horrific crime against the people of the state. Last night, organized-crime police officer Sabri Zeneli, 33, and his driver, 43-year-old non-commissioned officer Bafjar Stafasani, were killed on Wednesday night in Burrel. Yesterday, their friends and family said their farewells. The incident took place at 22:45, at a place called Kongrazhd, right at a small bend in the road, which is unpaved and riddled with dozens of enormous potholes. P. 6
