The Serb-Kosovar meeting began in France
Rambouillet, the castle of reconciliation ahead
The efforts, as much as the hour of delay, the talks between Albanians and Serbs began an hour late last night. The Serb-Kosovar meeting with the international mediators was scheduled to begin on Monday, but the one-day-late arrival of the Russian Foreign Minister, Igor Ivanov, favoured the postponement of the talks for several hours. The meeting, with the participation of Serbs and all groups from Kosovo or Kosovar parties, is being held for the first time in one of the former countries of Yugoslavia itself. Meanwhile, the whole of yesterday was used by the Serb and Albanian delegations and by the American and European mediators for consultations and separate meetings. The struggle for an agreement has also begun. The only meeting on Saturday morning between the British Foreign Secretary, Robin Cook, and the political representative of the Kosovo Liberation Army, Hashim Thaçi, was interrupted after 30 minutes. The conversation between them, held in the presence of the White House representative for the Balkans, Chris Hill, and the American envoy Christopher Hill with the Kosovo delegation, was described as a difficult meeting with intense discussions and disagreements. It was all about the mismatch in the text of an agreement concerning the negotiations. This includes whether the Serbs will withdraw a large part of the police and army from Kosovo in exchange for a one-year pause and concessions made by the Kosovo Liberation Army in the war. It had previously been stated that the draft agreement prepared by the Contact Group also covers the possibility of a peacekeeping force of 28,000 NATO troops and self-government for Kosovo. Albanian officials have hinted that they are not afraid of the meeting in Rambouillet. The KLA representative Hashim Thaçi described the meeting as a great diplomatic opportunity for Kosovo’s future. The mediating conference is taking place in the medieval castle of Rambouillet, 50 kilometres southwest of Paris. This is the strongest diplomatic effort ever undertaken to find a solution to the conflict in Kosovo. This is due to the increase in violence since the outbreak of the conflict last February. During yesterday, Serbian President Milan Milutinoviç arrived first and met with the Austrian mediator, Ambassador Wolfgang Petritsch.
