NATO, Bill Clinton and the British Blair

One of the wars that Milošević intended to start against NATO was the splitting of the ranks of the Western Alliance among the United States of old Europe, through which he believed he would gain time to carry out the cleansing of Albanian Kosovo and permanently crush the hopes of the people of Kosovo for freedom and independence. In these days and weeks, for such a reason, the Serbs, and generally the voices from Belgrade, besides this active western part of the plan, are blowing up all kinds of inventions that constantly aim to rewrite a secret or previously unspoken relationship among NATO allies. The aim is clear: to arouse doubts and anger both sides, who are engaged in war with Serbia. Hundreds upon hundreds of times a day, Serbian and foreign radio, television and press devote special attention to relations between British Prime Minister Tony Blair and US President Bill Clinton, dealing with a series of hypotheses about possible divergences or ups and downs in the sympathy of one for the other. Endless talk spread about the “atmospheric cooling” between Blair and Clinton and about the role of mediation led by German Foreign Minister Joschka Fischer, later replaced in time by Italian Prime Minister Massimo D’Alema. It was even written about the “crisis of the Anglo-American alliance” and the definitive breakdown of the special ties between the USA and Great Britain. All this seemed to stem from the difference in tone and timing with which Washington and London entered the war against Milošević. London, from the very beginning, showed itself to be both more determined and more radical in defining NATO’s intervention objectives, together with the possible way to solve the crisis. It was said that the British government came up with the idea of a giant operation with ground troops to secure the Alliance’s victory over Milošević, while the United States categorically opposed such a thing. This led to London being called “Anglo-Saxon stubborn” and Washington “too Yugoslavly noble”. However, it is known afterwards that the differences were, above all, conditioned by the different nature of the constitutional position they occupy, respectively, the American president and the British prime minister. Tony Blair has more room to escape the domestic political side, because today the Conservative opposition has appropriated this dimension more than anyone else, one of the main anti-NATO forces on the island. Bill Clinton, on the other hand, must take into account every day and inevitably that the main responsibility will fall on him and his Administration if this war against Milošević fails.
