Aleksandër Çipa The Albanian government managed, from 29 June ’97 onward, to declare the opposite. Another kind of “usury,” which, because of the corroding circumstances of criminality, has taken on the bitter face of their entry into the state and governance of the country of the MAJ. For reasons connected with these rulers and their “soft” governance, but even more for harsher and more bitter reasons linked to another system of exploiting the Albanian population through “usury,” “chances,” “sanctions,” “greed” and clandestine “chances.” These activists of a new sort have become as deeply embedded as another layer of society. What about the Kraba administration? Crime kills and massacres, but the loan-shark noose is proving ever more elevated in relation to what is lawful. In these difficult years of transition, the figures of profit, even over the death of others, have become a motto for a category of people. Recently, the Paskuqan case is also causing this climate to rise again in a frightening way. In Tirana, the capital of a society with social wounds, every dark group mixed with unlawful interests is trying to assume the role of arbiter of life and the fate of the individual. This behavior is as merciless as it is shameless. Traffickers, exploiters and usurpers from different classes, from time to time, have created other currents of human subjugation for their own interests. In this new scheme of “regression,” intermediaries, loan sharks and undisclosed “directors” are astonishingly enriching themselves. This is a dangerous part of the electoral platform that is decisively replacing the voice of the free citizen. A reaction between its government and citizens (but not because of its own fault) remains inevitable. This reaction is not only about the individuals in question, but also about a general climate that is being quietly legalized. The poor people carry the pressure of a hopeless environment; but they cannot see the real culprit. And in many cases, that culprit is precisely where it appears with the face of a guardian. page 5
