The difficult formula of consensus

BY ANDRES LEVUNJA The OSCE consensus agreement, Mr. Ahrens, supported also by the official statements of the OSCE office representative in Tirana, by describing their attempt as failed, aims to prepare and preserve the ground for the local elections of 1 October. Everything that the reformist forces of consensus, but not the elections, deem inconvenient, while the opposition political representatives present it, putting at risk the cooperation of the parliamentary committees for completing and reforming the electoral frameworks. Another nuance about their choice in the country has been voiced by some domestic and international political forces, namely that it has been used to create a right-wing consensus and not a compromise to ease political functioning. The former modifies the idea of rapprochement in parliament, but not the method; it does not help at all the institutions created to assist in drafting the legal framework. At least this is the analysis of this map according to the logic of the parliamentary crisis of 1999, which on the government’s side was used to solve some issues left pending, but without resolving the crisis at its root. Starting from this broad, mixed and unclear Albanian panorama, the cost of this peace taking its rightful place in the politics of this phase of the electoral solution has passed into a special moment, where every move must be seen in relation to the entire institutional body of the country. For this reason, the consensus solution cannot have a single formula. If it is made according to the criteria of legitimacy and the functioning of institutions, it is positive. But if it is used as an instrument to avoid responsibility, then it only creates a postponement of the conflict.
