Such an alarm, although paradoxical at first glance, turns out to be imminent even without having to embark on the adventure of travelling from one city to another. It is enough to wander along the streets of a single city, especially Tirana, to con- conclude that concern about the scandalous condition of the roads is justified. The open potholes, growing larger every day as a result of the negligence of the authorities responsible for looking after them, first and foremost the Ministry of Transport, now bring to mind scenes of a country that has just experienced a war campaign of bombardments. Such a pitiful state of the road network cannot help but provoke the justified anger of citizens, especially drivers and vehicle owners, who suffer the consequences somewhat more than others. This is what happens to anyone watching on their television screens the drivers’ protest in the Kurbin area, confronted with the sight of a road that has lost every trace of what it once was. Public anger over the roads grows even greater when it becomes known that the funds allocated not only for building roads but also for maintaining them are not small. And bearing this latter point in mind, the conclusion that the Ministry of Transport’s leaders, with Minister Shuli at their head, have committed monstrous misappropriation of funds is indisputable. The condition of Albania’s roads is perhaps the most serious accusation against this minister, who has surpassed all the negative records of her predecessor, Apostoli. On the other hand, faced with destroyed roads, it is impossible not to have doubts about the reasons why Mrs Shuli, stigmatized by the opposition as “Miss Corruption,” was appointed in the cabinet changes under Majko and Meta. But if the Ministry of Transport and those who sponsor it do not care about the state to which the roads have been reduced, that is unacceptable for the Prime Minister, who is responsible for the failures and poor performance of his cabinet members. Moreover, roads are also a reflection of how a state functions. Thus, when confronted with our roads, the normal functioning of the state is called into question. The silence of the leaders of the Socialist Party, the largest party in the coalition, is also unacceptable; on roads like these, it will lose a good portion of the votes it won three years ago.
