At Monday's meeting, at a time when the OSCE chief ambassador in Tirana, Andres Notstrom, said that it "would be a catastrophe" for Albania if the electoral process failed, the final OSCE report on the elections of 1 October 2000 is also due to be released in the middle of next month. "The act and the political class, through its shortcomings and its refusal to accept the full extent of political infinity in the way politics functions in the country, are undermining the foundations of the very local democratic system." This is stated in the interim report. One of the most serious accusations raised by the report is that the Albanian political parties did not follow the example of Western countries in selecting candidates. "For this, the main thing discussed in the broadest sense is the need for the chairmen and international actors in Albania, who determine the candidates for the local elections." With the candidate-selection process still unresolved and debates over how the leaders will be chosen, as well as many uncertainties, at least the short period left by last year's crisis. On the other hand, in recent days, the clashes within the PS, the so-called "base" of the government with local leaders over the electoral process, and a series of objections to accepting candidacies are real concerns. The way the members of the zone commissions will be chosen, and the delays in compiling voter lists, as well as the administration of votes, remain weak points in the OSCE mission's assessment. As the country that has undertaken to monitor and support electoral reform in Albania, the USA has clearly raised the expectation that the movements of the political forces will move toward acceptable standards. Representatives of the American embassy have indicated that aid to Albania and relations with Tirana will depend to a large extent on the quality of the upcoming elections. In this sense, international pressure remains high and the USA is seen as the last chance to give the process a minimum of credibility. page 4
