The first Congress of the Democratic League of Kosovo

Even the strong must measure themselves against the challenge imposed by the times PRESIDENT OF THE DEMOCRATIC REPUBLIC OF SLOVENIA MILAN KUČAN TO THE CONGRESS OF THE IL, OF THE DEMOCRATIC PARTY OF KOSOVO: Dear brothers, The Democratic Party of Albania has sent neither a delegate nor an observer to your congress. This was done at your wish, so that in this way our will may once again be demonstrated to leave the communist government in Tirana without any pretext to take revenge on our sisters and brothers in Kosovo. We state that for us this is a congress of extraordinary importance, because 100 years ago, before your fathers and our fathers, Prizren united with Tirana and not Tirana with Prizren. We state that this congress of yours is the first proof that the Albanians, just as 100 years ago, will not waver before any pressure from anti-Albanian forces in order to win their freedom. Albanians everywhere have shown the same will, and no one can undermine it. Until now, Albanians have come forward only with their promise, but we believe that with this congress it is being proven that our promise will be fulfilled. Today in Albania and Kosovo, after a long history of bondage and oppression, a new hope is being born. This hope is linked to our right to be free, to build our democratic institutions and to face the new era with dignity. This congress is not only a political act, but also a moral and national act. It expresses the will of the Albanians of Kosovo for pluralism, for free representation, for the rule of law and for the affirmation of their national identity. Congratulations and success!

ORGANIZATION OF THE PD — THE TASK OF THE DAY

Interview with the secretary of the Steering Committee of the PD, Ylber Sela[n?], and the expansion of democracy . - What, in broad outline, were the main problems that dominated the work of the plenary session of the Steering Committee of the PD? Answer: Under the conditions of political pluralism in the country and of the new party organizations, the framework of the activity of the Democratic Party is gaining particular importance. In this context, one of the most urgent tasks is the organization of the party at the grassroots level, the expansion of structures, and the strengthening of links with the electorate. At the plenary, the work carried out so far by the branches and sections, membership issues, the need for the political education of members, and for better organizational discipline were discussed at length. The importance of a free press and of continuous communication with public opinion was also emphasized, especially under conditions of disinformation and pressure from the old structures. Another issue was the expansion of internal democracy within the party, respect for differing views, and the mobilization of young people and intellectuals in political life. - How do you assess the current situation of the PD organizations in the districts? Answer: There is a noticeable revival, but also serious shortcomings. In some districts, the organizations have been set up quickly and are showing signs of political maturity; in others, there is a lack of experience, the influence of fear, and a lack of means. Despite these difficulties, the overall trend is positive. People want to organize, speak openly, and take part in decision-making. - What are the immediate steps? Answer: Consolidating the structures, increasing the number of members, setting up new sections, expanding activity with women and young people, as well as maintaining regular contact with the center. Only an organized party can face the challenges of the times. (Continued on page 6)

Albania should be present at such a congress not only with official representation, but with feeling, with politics, and with spirit. The speeches delivered at this congress emphasized the need for all-Albanian cooperation. Agani, the well-known analyst from Kosovo and one of the leading figures of the LDK, stated that Albanians in the former Yugoslavia are not seeking adventure, but dignity, freedom, and full national rights. He underlined that the Kosovo issue is a European issue. In the remarks delivered by various representatives, it was pointed out that democracy in Albania and the democratic movement in Kosovo are processes that should support one another. Korçë, 4[?]
