COMMUNIQUÉ of the National PD activist on the problems of the countryside
COMMUNIQUÉ
of the National PD activist
on the problems of the countryside
On 27 June 1991, at the Hotel «Tirana», the National PD activist discussed the problems of the countryside. Agricultural specialists from the districts and economics experts took part. Urgent issues of agricultural production, property organization, and the future of the Albanian countryside were discussed. In the discussions it was emphasized that the deep crisis affecting Albanian agriculture is a direct consequence of the policy followed for decades by the communist regime. It was underlined that without restoring free initiative, without guaranteeing private property and without creating a free market, there can be no recovery in production. The government was asked to take immediate measures to supply seeds, chemical fertilizers, and tools, as well as to remove the administrative obstacles that block the producer. Participants expressed concern about the shortage of bread, meat, and milk, and about the difficult situation of cooperative members. The need to divide the land, to create private farms, and to restore the right of inheritance was discussed. It was emphasized that reform in the countryside must be carried out fairly, without violence, and with respect for the will of the people. The activist called for the immediate removal of any obstacle to the free trade of agricultural products, for the pricing problem to be resolved, and for supplies to the cities to be ensured. In conclusion, a communiqué was adopted calling on the entire Albanian peasantry to support democratic changes and to commit itself to saving the country from hunger and economic ruin.
DECLARATION
FIRST LEADING COMMISSION OF THE DEMOCRATIC PARTY
Anti-Albanian and anti-national politics threatens territorial integrity and calls for the reinstatement of a one-sided historical criterion.
At a time when the country needs calm, work, and reconstruction, certain circles are trying to revive a spirit of hatred and division. We condemn any attempt to use national issues for narrow political purposes. The Democratic Party defends the rights of all citizens and the sovereignty of the country, while opposing any claim that infringes on Albania’s borders. We call on state institutions and public opinion to remain calm and not fall prey to provocations. Democracy cannot be built on chauvinism or on the denial of historical truths. Respect for neighbors and the defense of the national interest must go hand in hand. The declaration emphasizes that Albania’s path is the path of Europe, of peace, and of cooperation among peoples.
Albania must stand on its own feet

From a conversation with opposition representatives and citizens, the need is raised for Albania to rely on its own forces.
WITH THE JOURNALIST OF «RDS», MITO ÇELA
If Albania is to have a better future, it must rely прежде all on the work, the mind, and the will of its sons and daughters. Foreign aid may be useful, but it cannot replace the national effort. The country needs strong institutions, law, and civic morality. The interview stresses that any political or economic dependence would weaken the Albanian state. In these circumstances, democratic forces must preserve unity, avoid unnecessary conflicts, and focus on solving everyday problems. The Albanian people have shown that they know how to face difficulties when they have a clear goal. Therefore, today more than ever, trust in oneself, responsibility, and courage are required.
2 JULY 1990 REMINDS US
The events of 2 July 1990 remain vivid in the memory of Albanians.
They marked an important turning point in civic consciousness and in the breaking down of fear. Young men and women who entered foreign embassies proclaimed through their act their rejection of dictatorship and their desire for freedom. This anniversary brings back not only the emotion of those days, but also the duty not to forget the price of freedom. Today’s Albania still has deep wounds, but it has entered an irreversible path of change. The memory of 2 July is a call to responsibility, courage, and fidelity to democratic ideals.
