THE AMNESTY BILL AND THE CONCERN OF DEMOCRATIC DEPUTIES

Yesterday at 10:00 in the plenary session of the People's Assembly, the draft law on amnesty and the exemption from punishment of a category of convicted persons was presented. Democratic deputies expressed concern that the law could be interpreted in such a way as to favor persons involved in serious offenses, thus weakening criminal and moral responsibility. In the discussions that took place, it was emphasized that amnesty should have a clearly political and humanitarian character, but should not serve as a means to close, without investigation, events that weigh on the public conscience. According to the deputies, a precise definition is needed of the beneficiary categories, the time limits and the excluded cases. The need to take into account the situation of political prisoners and persons punished for their beliefs was also mentioned. There were interventions and requests in the chamber for a review of the relevant articles. Some speakers called for the draft law not to be approved hastily and to be consulted more broadly with jurists and representatives of the parliamentary groups. The debate remained open and is expected to continue in the coming meetings.

Fruitful cooperation for Albania’s integration into Europe

From the visit of the political commission of P.P. for the Albanian hall in Mugi and Italy- Within the framework of efforts to expand Albania’s relations with European countries, a delegation held important meetings in Italy and in other political settings. The talks emphasized support for democratic processes in the country, the need for economic and institutional reforms, as well as gradual rapprochement with European structures. The participants pointed out that Albania needs concrete assistance, investments, market opening and institutional experience. Cooperation in education, culture, the economy and parliamentary life was discussed. Distributions made in the name of the PD?

LIES DODA In the previous issue of our newspaper we published the telegram from the Sarandë branch addressed to the leadership of the PDSH concerning the smooth running of the work from the day the newspaper distribution began. The teams sent for this purpose encountered many difficulties. Many complaints were heard about delays, but not only that. Their work was not accompanied by any clarity or responsibility. It was said that part of the payments was being made with old lek, another part with vouchers, and that there was no accurate registration of the recipients. In some points of the city, distribution was not carried out at all. This situation caused understandable dissatisfaction. In meetings with citizens, the question was raised whether these actions would continue to be valid and who bears responsibility for them. Representatives of the branch said that all cases must be verified and that public clarifications would be issued. According to them, the aim was to avoid abuses and keep under control the entire movement of vouchers and goods. Nevertheless, the lack of clear information has increased the confusion. Various citizens stated that in some cases they were asked for amounts that had not previously been announced. Others said they were told to come back again after a few days. If this is true, then the problem is not only organizational but also moral. Many people are demanding that the local branch and the responsible bodies make public the rules, lists, deadlines and names of the responsible persons. From the reactions received, it emerges that not only control is needed, but also transparency. Without this, every distribution turns into a source of suspicion and tension. Our newspaper will continue to follow this issue and publish every official clarification that will be sent by the relevant structures.
