The “state of anarchy” became even more evident in an informal meeting, despite the fact that at the end of it another parliamentary session for Wednesday was also announced. On the contrary, the signs of the political crisis looked even clearer. None of the deadlines set by the socialists were respected, while the opposition has dangerously prolonged its stay in the parliamentary chamber. A thoroughly banal argument was used to justify their behavior. “The government is so heavily mobilized in solving the problem of refugees that it can barely find time to take care of state affairs as well.”
Even the living are not capable of dealing with bureaucracy and the real work of governing. The political movements throughout yesterday produced no prospect of calm. This was also because the actions of the Italian political class in recent weeks had taken such a course that it has rightly been said that “they do nothing but follow one another.”
In the end it is clear that there is a governing crisis, which in the final analysis reflects a crisis of the political system itself. The latter continues to be blocked in its mechanisms, in its culture, in the messages it sends. It is not excluded that the economy could develop even without its help, but it would be difficult for the current government to benefit from this. On the contrary, it could be said that it could be damaged even further.
The latest figures given by Fiv, Mafi and others, according to which unemployment will reach 14% and the drop in production will be around 10%, show that Italy finds it very difficult to achieve the Maastricht objectives. If the government is unable to open the path to reforms, the market will do this without it. In this sense it is clear that the political market is displacing the economic market.
The latest figures published yesterday show that the state of the economy in Italy is worsening. Industrial production has fallen, domestic demand has shrunk, investments are being postponed and unemployment is rising. Against this backdrop, the political deadlock created by the parties and by electoral calculations makes a quick institutional response even more difficult.
More and more it seems that politics is following the economy, and not the other way around. This disrupts the normal order of reform and pushes the country toward prolonged uncertainty. If the government does not break out of its paralysis, then the market will impose its own solutions.

The Student Council of the Agricultural Institute of Kamëz and all the lecturers as well as the management staff of this institution of higher education strongly react to the massacre that took place on 13 August 1991 in Shkodër against the law student Arben Broci, barbarically killed by the police. The perpetrators of this massacre must immediately be brought before justice. All democratic forces in the country must raise their voice against state violence and support the student and civic movement for freedom and democracy.

Conference of democratic women
The democratic women’s group of Tirana has condemned in the strongest terms the police terror and state violence exercised by the communist regime against the youth of Shkodër. They demand that the authors of these crimes be punished and that the protection of democratic rights be guaranteed. Democratic women call on public opinion and women’s organizations throughout the country to react to this situation.

Question: Mr. Ambassador, public opinion in your country is being struck by the dramatic problems that Albanian emigrants are creating in Italy. Do you think that in these circumstances the Italian government will change its line toward Albania?
Answer: Italy remains committed to helping the democratic process in Albania. We do not link this assistance to any form of threat or pressure. Our objective is to help Albanian democracy and the stabilization of the country.
Question: Is there a risk that the wave of migration will worsen relations between the two countries?
Answer: The problem of migration is serious, but it should not distort the spirit of cooperation between Italy and Albania. On the contrary, it calls for more coordination, economic aid and institutional support.
Question: What is your message to Albanians at this difficult moment?
Answer: To remain calm, to trust democratic institutions and to work for a European future for Albania.

Yesterday at midday, on 14.8.1991 at 3 p.m., the Tropoja district police killed in the center of town the law student from the University of Shkodra, Mr. Salih Berisha, 23, at the very moment he was getting into a vehicle. After this crime organized by the gang from the town of Bajram Curri, led by certain forces of the PPSH, powerful demonstrations broke out in Bajram Curri, reaching such proportions that they forced the command of the military unit to deploy armored cars, fire engines and trucks to defend the Party Committee. The young people kept shouting throughout the time, “Berisha, Berisha”, “Down with PPSH”, “Freedom-Democracy”, etc. The armored cars nearly overturned two people. All night long powerful demonstrations continued beside the building of the PPSH committee and the district executive committee. At 2:20 a.m. on 19.8.91 the police killed one person and wounded 4 others. Beyond that, the situation in the town remains extremely tense. According to our sources, in addition to the 4 killed there are also 22 wounded.
