ADMINISTRATION OF THE MAIN ASSETS THAT ARE IN USE BY POLITICAL PARTIES AND SOCIAL ORGANIZATIONS AND SOCIAL ORGANIZATIONS ADMINISTRATION OF THE MAIN ASSETS THAT ARE IN USE BY POLITICAL PARTIES AND SOCIAL ORGANIZATIONS On the proposal of the Ministry of Finance, the Council of Ministers DECIDED: 1. All movable and immovable assets of political parties, social organizations and other organizations operating in Albania and established before 31 March 1991, with the exception of those of the Trade Unions, shall pass under state administration. These parties, organizations and associations are granted the right to use the dwelling or premises where they have established their headquarters and the premises necessary for organizing their political activities, on the basis of the standards set by the Council of Ministers. The criteria for their distribution among the parties and organizations shall be determined by the commissions established in the districts, under the direction of the chairman of the pluralist executive committee. 2. All movable and immovable assets of social and political organizations established after 31 March 1991 shall pass into their ownership in accordance with the legislation in force. This requires deep restructuring, financial discipline and encouragement of production. In agriculture, land is being distributed and peasants are taking on new responsibilities. In industry, enterprises that bring only losses should be closed and those with prospects supported. Inflation, shortages and the decline in production are the wounds of the day, but reforms are expected to bring stability. The government has taken steps to liberalize prices and trade. These measures are painful, but necessary in order to get out of the crisis. The market economy is not built in a day; it requires time, laws and citizens’ trust. (Continued on page 5)
