Decision on:

ADMINISTRATION OF THE MAIN ASSETS THAT ARE IN USE BY POLITICAL PARTIES AND SOCIAL ORGANIZATIONS AND SOCIAL ORGANIZATIONS ADMINISTRATION OF THE MAIN ASSETS THAT ARE IN USE BY POLITICAL PARTIES AND SOCIAL ORGANIZATIONS On the proposal of the Ministry of Finance, the Council of Ministers DECIDED: 1. All movable and immovable assets of political parties, social organizations and other organizations operating in Albania and established before 31 March 1991, with the exception of those of the Trade Unions, shall pass under state administration. These parties, organizations and associations are granted the right to use the dwelling or premises where they have established their headquarters and the premises necessary for organizing their political activities, on the basis of the standards set by the Council of Ministers. The criteria for their distribution among the parties and organizations shall be determined by the commissions established in the districts, under the direction of the chairman of the pluralist executive committee. 2. All movable and immovable assets of social and political organizations established after 31 March 1991 shall pass into their ownership in accordance with the legislation in force. The dawn of the market economy

Reforms will bring economic stability That things[?] are heavy, or sometimes [?.] ...[?] This is the legacy of the communist system, but not all of it. According to our specialists, our country can still be saved, but energetic measures must be taken. In the market economy, private and state enterprises will operate according to the laws of profit and competition. Instead of administrative orders, economic rules will be introduced. This requires deep restructuring, financial discipline and encouragement of production. In agriculture, land is being distributed and peasants are taking on new responsibilities. In industry, enterprises that bring only losses should be closed and those with prospects supported. Inflation, shortages and the decline in production are the wounds of the day, but reforms are expected to bring stability. The government has taken steps to liberalize prices and trade. These measures are painful, but necessary in order to get out of the crisis. The market economy is not built in a day; it requires time, laws and citizens’ trust. (Continued on page 5)

September 27-28 national congress of the Democratic Party

The first conference of the PD branch in the Dibër district was held At the first conference of the PD branch, 4 Albanian hearts[?] ...[?] In the city of Peshkopi, the first conference of the branch of the Democratic Party of the Dibër district was held. Delegates discussed strengthening the party’s organization, the election of leadership forums, and preparations for the National Congress to be held on 27-28 September. Representatives stressed the importance of expanding the party’s base and coordinating with the structures at the center. The economic and social situation in the area was also discussed, as well as the need for the PD to be closer to the citizens. The conference elected the branch’s leadership bodies and approved the delegates for the National Congress. (Continued on page 2)
