27-28 SEPTEMBER - THE NATIONAL ASSEMBLY OF THE DEMOCRATIC PARTY
The truth about the dictatorial binomial Enver-Haxhi needs time to be written
From the visit of former English ministers to Albania
ON THE EVE OF THE FIRST NATIONAL CONGRESS OF THE PD
The 27 September draft calls on the broad membership, supporters and all Albanians wherever they may be to help make it a true expression of the strength of reform and democracy.
Freedom, in fact, for the Albanian people did not begin as a result of the real opposition. Freedom was made possible by the student movement and the overthrow of the monolithic-party system.
The truth about the collapse of communism and the role of people and political forces must be written with accuracy and honesty. In this context, the treatment of the figure of Enver Hoxha and of the entire period of the dictatorship is also determined.

ON THE EVE OF THE FIRST NATIONAL CONGRESS OF THE PD
From the visit of former English ministers to Albania[?]
The majority processing of the 31 March vote and the manipulated referendum of 29 April gave the communist authorities every opportunity to obstruct the democratic process. To prove the existence of political pluralism, the organs of the PPSH fictitiously created a controlled opposition. The real opposition was attacked with all means.
The PD was confronted with psychological and physical terror, with internment, dismissals from work, imprisonment and staged trials. Nevertheless, it became the main force of the democratic movement.

FORMER POLITICAL PRISONERS DECIDE ON SELF-SACRIFICE
NOTES FROM THE USA
Albania is increasingly and day by day dissipating its national values and is plunging itself into a chaotic and anarchic vortex. This is happening at a time when our country needed calm, understanding and constructiveness, a conscious cooperation to get out of the crisis. The political killings of recent days have deeply shaken both Albanian and foreign public opinion.
Former political prisoners in the USA have decided to begin a hunger strike in protest against the grave situation in Albania and against the injustices that continue to be committed against the victims of the dictatorship.

STATEMENT
We have been informed that on 6 August 1991, the presenters and editors of the newspaper “Koha jonë” were not allowed to enter the printing house to collect their newspaper, that the police and SHIK blocked their work, that the printed issues were subsequently seized and illegal pressure was exerted on the staff.
We strongly condemn this arbitrary and anti-democratic act, which constitutes a blatant violation of press freedom and fundamental human rights.
We call on the authorities to abandon the practices of administrative and police terror and to guarantee the normal functioning of the free press.

THE KOSOVO ASSEMBLY DECLARES KOSOVO A REPUBLIC - AN INDEPENDENT AND SOVEREIGN STATE
It is decided that the referendum in Kosovo will be held from 26 to 30 September.
PRISHTINË. — At yesterday's extraordinary session, the Kosovo Assembly approved the constitutional Declaration of Kosovo as a sovereign and independent state, by which Kosovo secedes from Serbia. The text of the Declaration states:
Constitutional Declaration for Kosovo as a sovereign and independent state
Starting from the expressed will of the absolute majority of the people of Kosovo for Kosovo's independence and at the same time for a position of Kosovo within the framework of alliances and associations of sovereign states in Yugoslavia, expressed through the “Resolution for the independence and sovereignty of Kosovo” as an act approved by the Kosovo Assembly on 2 July 1990,
Based on the fact that Kosovo, under the 1974 Constitution in the Yugoslav Federation, was a constitutive element of the Federation as an independent and equal unit of the federation,
And starting from the fact that the Yugoslav Federation as a whole is disintegrating, while the republics as constitutive units are emerging as independent and sovereign, the only way to preserve the federal character and to guarantee equality among peoples and republics is for Kosovo too to become an equal subject within the community of independent republics and equal units,
Faced with the danger of the imposition of solutions by force and with arbitrary and occupying acts by Serbia over Kosovo,
Starting from the right of self-determination of the people of Kosovo, including the right to secession,
The Kosovo Assembly, at its session held on 22 September 1991, approves this
Constitutional Declaration
Article 1. Kosovo is a sovereign and independent state.
Article 2. Kosovo, as a sovereign and independent state, is an equal subject with the other republics within the community (community) of sovereign states (the confederation) in Yugoslavia.
Article 3. Kosovo is a state of the equal members of its citizens, of Albanians, Serbs, Muslims, Montenegrins, Croats and members of other nations and nationalities living in it.
Article 4. The Kosovo Assembly shall issue the constitutional acts and laws by which the legal-constitutional and political relations of the Republic of Kosovo will be regulated.
Article 5. Until the adoption of the Constitution of Kosovo, the Assembly and the Executive Council of the Assembly shall perform the respective functions under this declaration.
Article 6. This Declaration enters into force on the day of its approval.
The Kosovo Assembly, 22 September 1991.
There were 111 delegates present at yesterday's session.
