We are presenting the full text of the report, written by Elez Biberaj and broadcast the day before yesterday by «Voice of America»: In an extraordinary development, the best-known public figures of Kosovo have publicly declared their support for the Albanian Democratic Party and the other opposition parties. Apparently convinced that the Albanian communists are now incapable of governing the country, Kosovo’s leaders fear that a communist victory in the forthcoming elections would have catastrophic consequences for the country and for the entire Albanian nation. They are convinced that a victory for the Workers’ Party, now the Socialist Party, would lead to a further deepening of the crisis, while a victory for the Democratic Party would lead to the restoration of order and calm and to increased comprehensive support for Albania from democratic countries. Kosovars have also been influenced in their support by the similarities between Albania’s Socialist Party and Serbia’s Socialist Party, led by Slobodan Millosheviçi. In addition, Kosovars are disappointed by the fact that the information media controlled by the communists have paid no notable attention to them (Continued on page 2)

The PS’s «Y jet» THE RISE AND FALL OF MR. NANO For ten years Mr. Nano was moulded in the laboratories of the Institute of Marxist-Leninist Studies. There he enjoyed the complete trust of Comrade Nexhmije. Her Benjamin crisscrossed Europe. He drafted economic lectures. Ga- by the leader of the WP with this statement: «We value Enver Hoxha for the years of the War, for agrarian performën, for the industrialization of the country, for education and culture». Politically and diplomatically, with a shrewd mind, just as the distributed leaflet valued him… He devised the new economic mechanism. He also spoke about creating joint ventures. Everywhere, the conviction took hold that Comrade Fatos Nano was the greatest economist trained in the era of socialism. But this was only the visible part of the iceberg. Comrade Nexhmije had prepared something else. Only time would determine when the moment came. And the time came. The year ’91 should be considered Mr. Nano’s year of glory. Once secretary of state and twice prime minister of governments formed by the Workers’ Party. After a scenario skillfully prepared by rallë, Tosi took over leadership of the Socialist Party at the 10th Congress of the Workers’ Party. From that moment, the economist disappeared and the politician took the stage. A new politician, dressed in the garb of the Institute of Marxism-Leninism. Mrs. Nexhmije was calling for applause. Her Benjamin came out on top. And Fatos has character; he does not forget acts of kindness. At the first Conference of the SP, he denied his inheritance from Enver Hoxha for the years of the war, for the agrarian reform, Politics and diplomacy with a shrewd mind, just as the leaflet distributed on the eve of the elections of 31 March last year valued him. ...But Mr. Nano’s glory did not last long. Now it was his career’s turn to fall. The people understood this sooner than anyone. We offer two examples. Mr. Nano dared to go to Tropojë. He was disappointed by the reception the people gave him. At least five hundred thousand confidence. At the meeting held by academician Rexhep Qosja in Shkodër, he did not go himself, but sent a message. Mr. S. Stanka began reading the message. The entire hall erupted in (applause)?... No, Mr. Nano, but in shouts: «We can no longer tolerate hypocrisy». «Get off the podium»... Bad signs on the eve of the election. A year earlier, Mr. Nano had barely become a deputy in the second round of the elections. This time only proportional representation might save him... A crutch for a false rise, after the real fall.

WE WILL HELP THE SOCIALIST PARTY TOO, AMERICA

The vice-president of the Christian Democratic International, which has 75 member parties from around the world, Italian Senator Mr. Bernasola, informed the chairman of the Democratic Party, Mr. Sali Berisha, by telephone that Italian Prime Minister Mr. Xhulio Andreoti was postponing his visit and would come to our country after the elections to meet with a democratic government. The reason for postponing this visit, which had been planned for 21–22 February, is that the Christian Democratic prime minister does not want his visit to be interpreted during the election campaign as support for those in power, so- his party and Mr. Andreoti’s government have ultimately supported only the democratic forces and the establishment of democracy in Albania. The vice-president of the Christian Democratic International, Senator Bernasola, asked Mr. Berisha to inform the members and supporters of the Democratic Party and Albanian democratic public opinion of this decision. The chairman of the Democratic Party, Mr. Berisha, asked Mr. Bernasola to convey his warm greetings to Mr. Andreoti and to assure him that after the elections he would be welcomed in Albania as a distinguished friend of our country.

The Stability Government reduces the PS’s properties. The Labour Government increases them. The government headed by former Prime Minister Ylli Bufi issued a decision on the valuation of the parties’ principal assets. Decision No. 402, dated 4.11.1991, grants the Socialist Party 10 offices, 3 passenger cars and the hall in the building of the former executive committee, and says nothing about the other parties in the district of Mat. We protested vigorously against this improper action. A letter from the Council of Ministers, No. 2625, dated 13.11.1991, stipulates 5 offices and 1 passenger car for the Socialist Party. But, strangely, a later letter from the Council of Ministers... (Continued on page 2)

«ZP» reveals the secret «ties» between Sofia and the PD — In Bulgaria, according to information obtained from «TANJUG», a «witch hunt» against the socialists has begun — «ZP» claims that «Bulgaria is a fascist state»! In the lead article of «Zëri i Popullit» dated February 12, 1992, entitled «The PD and Bulgarian Scenario», a friendly country toward which Albanians have always felt particular affection is suddenly attacked. From the very headline, the reader is taken aback by the thoroughly Leninist way in which the issue is framed. Let us analyze the accusations in the order laid out by Mr. Ulqini, secretary of the PS for Tirana. First accusation: It is put in the form of a rhetorical question: «What has happened, what order has come, what scenario is being repeated that the PD was forced to change its tone and language now, on the eve of the election campaign?» The clear explanation that follows is that Bulgaria is giving direction to the Albanian opposition leadership and directing the PD. Second accusation: The Bulgarian opposition used spectacular tricks to come to power. It was very fierce at first, then softened during the campaign, only to become fierce again after winning the election.. Third accusation: The Bulgarian opposition lied to the people, saying it would not give them the land of the esta- (Continued on page 4)

Sunday, February 16, 1992, could not have been an ordinary day for the city of Shijak. Six periods of 24 hours had passed since the great heart of this builder, such an honest man and deputy, Petrit Llaftiu, had beaten for the last time. And now we recall nostalgically our last contact with him: it was a FAX, written in his hand, in difficult, anxious handwriting, reflecting the very event he described in it. It was addressed to the PD information office two days before the tragedy. He asked for drivers to be sent urgently to collect 14 trucks of aid waiting in Trieste. From the depths of his heart and humane spirit, he cried out: «They are gifts for the people. Hurry!...» We cannot fail to remember our broadcasts from Parliament, where we also brought you his simple discussions, full of popular wisdom, conveying the democratic and corrective thinking of the PD deputy, Petrit Llaftiu. MUSA DOBROVODA AND TANJUG Or the copy and the original Comrade Musa Dobrovoda (the pseudonym «Ulqini»), one of the leading figures of the Socialist Party, apparently representing the «cream» of the socialist intelligentsia in this party, refers in two paragraphs of his famous article entitled «The PD and the Bulgarian scenario», with the subtitle «The copy and the original», to the Yugoslav (Serbo-Slav) news agency Tanjug. Although Comrade Dobrovoda does not mention it, it is not difficult to find out that the quoted news item came from the Tanjug agency on February 7. Musa calls on Tanjug for help. This is hardly the first time Albanian communists have sought help in Belgrade. Comrade Dobrovoda seems to find this an easy thing to do, because, it seems, even his surname comes to his aid. We thank «Comrade» Dobrovoda, especially for the subtitle, which says it all, clearly: I am the copy; the original is in Belgrade. Hvala, Comrade Dobrovoda!

If we refer to the statements, clarifications, and comments of the Socialist Party spokesperson, as well as the leaflets «Zëri i popullit» and «24 orë», the following have so far made it onto this party’s blacklists: 1. American Ambassador W. Ryerson 2. Academician Prof. Dr. Rexhep Qosja These two are listed because they did not allow the lies fabricated in the «Palace of Dreams»—pardon us, in the Central Committee of the PPSH—pardon us, in the PS Steering Committee—to be swallowed by everyone else as well. 3. Dr. Ibrahim Rugova Because he declared that he supports the opposition’s victory in the upcoming elections. That is all so far. It is expected that the following will soon also be added to this list: 4. Adem Demaçi Because in his latest interview given to «Zëri» of Prishtina, he declared: «I will vote for the PD». 5. Xhulio Andreoti, Because he announced the cancellation of his visit to Albania next week, so that it would not be interpreted as support for the socialists. Mr. Andreoti made it clear that Italy supports the victory of the democratic opposition in the upcoming elections. We forgot to mention that this list has long included... 6. The writer Ismail Kadare, who, in an interview given to the newspaper «Zëri i rinisë» some time ago, described the PS’s eagerness to remain in power- (Continued on page 4)
