PS on trial by the numbers Many political analysts claim that the voter base of political parties in Albania has never corresponded in any significant way to the number of their members. Starting from this, it seems that PD discovered its own shortcomings already in the first days after its creation, defining the electorate rather than membership as the priority. In fact, as early as June 1991, under conditions of a rather sharp contradiction in the electorate's outlooks, when through ideological semantics PD was being identified by some as the party of the communists, while PS as an anti-communist party, the size of their electorates, in percentage terms, was approximately equal. Nevertheless, the period June '91–March '92 marks a continuous growth in PD's electorate. Thus, only during January 1992, according to a Gallup survey apparently commissioned by PS, more than 53 percent of the Albanian population favored or were more likely to vote for PD. This figure is also given by results obtained from 20 interviews conducted in the districts of Tirana and Shkodra. Likewise, internal PS(?) polls, which are often not made public, that is, confidential ones from 46 branches, show that 18.4 percent would vote for PS, while 53 percent would vote for PD. This has been influenced not only by the policy-making of the PD government but also by the demagoguery, behavior and maneuvers of the PS leaders, which only in recent weeks has taken on megalomaniac forms. This is also clearly seen in the latest PS(?) statements about the village vote or the exploitation of certain strata. (Continued on page 4)

A Pyrrhic victory? Indeed, a successful fight against corruption, a thorough rebuilding of the market economy, of democratic order, and the non-discriminatory, transparent building of an administration and social service: at the very least, the opposition finds it hard to imagine its removal. Let us recall just one thing: so far the government has shown that it understands the country's problems step by step, that it acts, and that it is capable of solving them. It has proved to be much smarter and more pragmatic than opposition propaganda portrays it. It has not governed through ideological confusion, but with clear objectives. There is no populism and no empty rhetoric, but concrete actions. Far more than anything else, the first pluralist elections will show who has been able to bear the burden of the state.
