Why we should not vote for Socialist Party candidates
WHY WE SHOULD NOT
VOTE FOR
SOCIALIST PARTY CANDIDATES
For the PS to win as few seats as possible in the 26 July elections and for the PD victory to be as decisive as possible, in the final week of the election campaign democrats from all districts should explain, convince and persuade socialists, and especially the groups most exposed to their pressure, that a vote for the PS would not only be a wasted vote, but also a vote against their interests.
Much has been said about transforming the PS into a social-democratic party. But in fact it has remained far from such a force. Since the 22 March elections it has not only failed to reflect on its defeat, but in many cases has revived the old practice of pressure, manipulation and stirring up discontent. Instead of cooperating for democratic stability, it has often chosen the position of sabotage and political tension.
The PS tries to present itself as a reformed party, but its structures, language and many of its figures remain tied to the past. In the administration, in enterprises and in the countryside it continues to rely on old networks and on the influence of the former apparatus. Its promises of social protection and economic justice are not accompanied by responsibility for the crisis inherited from the regime it represents as a political continuation.
A vote for the PS would mean strengthening those who obstruct reforms, delay privatization and fuel confusion in public opinion. It would encourage the return of the old spirit, the culture of no accountability and a politics that seeks power without clearly breaking with the past. By contrast, a vote for democratic candidates is a vote for change, for opening toward the West and for deepening democratic processes.
For precisely this reason, in these elections one should not vote for the PS candidates.

At PS meetings they shout “Party-Enver”
AT PS MEETINGS
THEY SHOUT
“PARTY-ENVER”
Another day, as yesterday, slogans, denunciation, panic and organization. In many PS election meetings, especially at the grassroots level, calls are being heard that directly recall the language and spirit of the dictatorship era. Among them stands out the slogan "Party-Enver", which cannot be explained as folkloric nostalgia, but as a sign of the strong presence of Enverism in this party’s gatherings.
This call shows that the claimed break with the past has not really taken place. Instead of a serious reflection on the crimes and failures of the previous system, meetings and mobilizations continue to revive symbols, phrases and political behavior that aim to mobilize militants through fear and blind adoration.
The fact that this is tolerated or even encouraged in election meetings is indicative of an identity crisis within the PS and of its inability to turn into a modern democratic left. Where distancing was expected, there is an emotional return to the figure of the dictator and to the propaganda mechanisms that accompanied the former regime.
This is a warning bell for voters, who must understand that behind the renewal slogan there still lie structures of mentality and political ties to the totalitarian past.

Steps toward organized emigration
Steps toward
organized emigration
Interview with Mr. Veni Mima,
General Director of Emigration and Consulates at the Ministry of Foreign Affairs,

(Continued on page 2)
The issue of emigration is becoming a predictable phenomenon, and the challenge is how much effort the state organization should make rather than leaving it to the wishes of individuals, since activity around emigration is taking on a new form. In general, during the transition period, emigration has become one of the main concerns of citizens. Hence the need for the government to have a clearer, more organized and more humane policy in this field.
The interview addresses the legal possibilities for departure for work, forms of cooperation with host countries, the role of consulates, and the need for bilateral agreements to prevent abuses against Albanian citizens. It is emphasized that emigration cannot remain merely the result of economic despair, but must become a regulated process, with proper documentation and institutional responsibility.
Concern is also raised about trafficking, scams by intermediaries, illegal crossings and the insecurity experienced by many Albanian families. Organizing emigration is seen as a necessity of the new democratic state.

The Communist Party

by law
- A CALL FOR THE PS TO BE HELD INDEPENDENTLY RESPONSIBLE,
AND FOR THE FULFILMENT OF ANTI-POPULAR DEMANDS -
THE MANIFESTO OF THE ALBANIAN COMMUNIST PARTY
By demanding as early as 5 December 1990 in its resolution the creation of a new Communist Party, with Enver Hoxha and its old, illegitimate content, the Enverist clique appears to have acted not only illegally but also under the cover of various organizations and as part of the PPSH and later the PS, making today a clear and open proposal to reform the communist parties on 8 July, in order to make the Communist Party legal on 26 July, a date that coincides with the 50th anniversary of the founding of the Albanian Communist Party. Of course, this party has preserved its former grassroots organization and, although kept away from the public sphere, it is acting as usual, but now openly. Addressing the poor strata and the masses left forgotten by the weak central and local administration, it seeks to exploit the real dissatisfaction created in the country. Its manifesto, published in recent days, tries to revive nostalgia for the past, present the period of dictatorship as an order of stability and social equality, and blame the democratic processes for today’s poverty.
The text stresses that Albania has supposedly been placed under an "exploitative capitalist system," that the new power has abandoned workers and peasants, that industry is being destroyed, and that national wealth is being plundered. Likewise, the Communist Party demands the return of state control over key sectors of the economy, the banning of privatization, the restoration of agricultural cooperatives, and a stronger role for the state in income distribution. In harsh language it attacks pluralism, the new parties and the independent press, calling them instruments of the bourgeoisie and hostile forces.
The manifesto also demands that the Socialist Party break away from social-democratic reforms and move closer to its program; otherwise, according to the authors, the Albanian left will fragment and leave the field open to domestic and foreign capital. It calls for organizing workers, youth and women into political and social structures inspired by the communist tradition, as well as preparing a broad anti-government front. In the end, the document speaks of the need to rebuild the "party of the working class" and to bring Marxist-Leninist ideas back into public life.
Under today’s Albanian conditions, this manifesto shows that the Enverist core seeks political survival through the social crisis and through blurring the historical responsibilities of the former regime. By aiming to rehabilitate the symbols, methods and old language, it hopes to bring back into circulation a political project already rejected by the majority of Albanians.
