Dear Mr. Andersen, Mr. Chairman of the declaration, ladies and gentlemen, Allow me first of all to thank from the bottom of my heart the Group of 24 and its member countries for the constant support they have given and are giving to Albania. This support has become a factor of extraordinary importance in the democratic developments of my country. Albania spent 47 years under a Stalinist dictatorship, one of the most barbaric in the world, in total monolithic [?] isolation. A country with great human and material resources was turned into the poorest country in Europe. The Albanian people were deprived of the most elementary human, religious, national, and political rights. Private initiative and the market were denied. The country was imposed with an entirely centralized and command economy. Under these conditions, my country, when it was freed from dictatorship, was the poorest country on our continent. But in these first months of freedom, we have begun deep democratic and economic reforms. The support of your countries has been vital for stabilizing the situation and avoiding catastrophe. Today Albania is determined to build a functioning market economy, the rule of law, and democratic institutions. We have undertaken bold measures to liberalize prices, privatization, and agricultural reform. We know that the road is difficult. The sacrifices are great. The responsibility being assumed by the so-called 'rebirth' of the 'socialists'... In order to successfully carry out the elections of 26 July 1992, the forces of the left-wing coalition are using all the old and new tools of propaganda and deception. They are trying to create confusion in public opinion, presenting themselves as new forces, while in reality they are the direct heirs of the former regime. In many districts, efforts have been observed to intimidate voters, manipulate the administration, and use deceptive symbols. This tactic aims to split the vote and weaken confidence in the democratic process. The Albanian people must be vigilant and not fall victim to this political game. DEMOCRACY IS THE WILL OF THE LAW The voting time once again circles around and we place our personal hatred aside, always for the realization of the great undertaking for the future of the country. According to our analyst, the main problem is that an old propaganda has entered the hands of some Albanian politicians, aiming to distort the will of citizens. Once again, for all citizens, in our view, stability and the enforcement of the law are the condition for moral and political calm. They will be indispensable for the democratic Albania that is being built. THE LAW. At all times and everywhere, the Law, which makes parliament, is applied with the same force and the same authority. The person who wavers before the law undermines the freedom of everyone. Therefore the law must be defended with persistence and democratic conscience. In the end, everyone must know that, without respect for the law, neither elections nor institutions have stability.
