THE STATE EXISTS, BUT HOW DO THEY ACT? To stop Sahim Krevati of the municipality acting in the cooperative municipality Once, when asked about the occurrence of [?], they replied that it had been done through proposals made by technical specialists and that the order of the Chairman of the Council of Ministers exists. This law had been made according to decision and order No. 205, and all of this was in implementation of the law. Such a case was in the center of the cooperative. Such orders have been issued by people who have also seized the cooperative's property. At a time when the people know well that decisions on land, housing and property must be implemented by law and not according to the orders of people who violate rights. Numerous problems have been raised in the village, but no one is taking responsibility. One of the residents said that these actions involved serious violations and that common property had been damaged. These issues require intervention by the relevant bodies. (continued on page 3)

Second, I would like to inform you that Albania's foreign policy, which places at its center the establishment of good relations with all countries on the basis of mutual interest, is a policy of cooperation. Albania is being reformed and is inviting the world and foreign investors to come to Albania. Our country is open to foreign investment. We are laying the foundations of the rule of law and the market economy. Albania has entered the path of democratic reforms. On behalf of the Albanian delegation, I thank you once again for the warm hospitality. The citizens of Peshkopi, the residents of the district and the town, had come out to welcome the President of the Republic. More than 10,000 citizens had filled the square in front of the Executive Committee. The meeting of the distinguished body was organized with the residents of the district. The President greeted those present and spoke about democratic reforms, the economic situation, and the sacrifices demanded by the times.
