WITHOUT PUBLIC ORDER THERE IS NO REFORM
The situation of public order in Albania has recently continued to be marked by criminal acts. Even now, in these first days of October, the press and radio-television report numerous cases of robbery, rape, kidnapping, murder, destruction, etc. The situation is particularly serious in several cities and districts of northern and southern Albania. This situation creates a sense of insecurity among the people and hinders the normal development of social and economic life in the country.
Under these conditions, strengthening public order and citizen security remains a top-priority task for the democratic state. It is essential for the competent bodies to act decisively against crime, restore the authority of the law, and guarantee the lives, property, and freedoms of citizens.
A free people cannot build democracy on fear. Economic and political reform cannot move forward in an atmosphere of anarchy. Therefore, the fight against crime, against carrying weapons without a permit, against banditry and corruption, is an indispensable condition for the success of reform.
The law-enforcement forces must be cleansed of incapable and compromised elements and supported by all of society. Faced with crime, there must be neither hesitation nor tolerance. Only state decisiveness and civic mobilization can bring the country out of this serious situation.
Albania needs public peace, security, law, and the state. Without these, there can be neither a market economy, nor functional democracy, nor European integration.
The President of the Parliamentary Assembly of the Council of Europe will visit Albania
A delegation of experts led by the executive director of the IMF, Mr. MICHEL CAMDESY, arrived in our country
The President of the Parliamentary Assembly of the Council of Europe, our country has submitted its request for membership in this important European institution, and a delegation of experts from this Council will come to Tirana on 9 October this year. The Parliamentary Assembly of the Council of Europe has tasked its president, Mr. Miguel Angel Martinez, with presenting a report in Tirana. Regarding this visit, the President of the Republic, Sali Berisha, had a discussion with the executive director of the International Monetary Fund, Mr. Mishel Kamdesy.

"Tirana, 6 October (ATSH) - The President of the Parliamentary Assembly of the Council of Europe, Miguel Angel Martinez, will visit Albania on 9 October this year. The visit is taking place as part of the examination of Albania’s request for membership in the Council of Europe. Official sources from the Ministry of Foreign Affairs announced that a delegation of experts from the Council of Europe has arrived in Tirana, in order to become acquainted first-hand with the situation in our country. The delegation, led by the executive director of the International Monetary Fund, Mishel Kamdesy, held meetings today with the President of the Republic Sali Berisha, with the Speaker of Parliament Pjetër Arbnori, and with the chairman of the parliamentary Commission on Foreign Affairs Sabri Godo. In these meetings, Mr. Kamdesy was briefed by the Albanian authorities on the democratic processes under way in Albania, the progress of economic reforms, and the problems facing the country." ATSH’s correspondent at the Council of Europe in Strasbourg notes that Albania’s membership in this institution has been viewed with great interest and that there will be developments soon in this regard.
Together we will create a press for all Albanians
Yesterday, Mr. Teton [ ? ] Kumbari, head of the British industrialists’ branch of the Conservative Party, accompanied by the director and general manager of the prestigious British newspaper “The European,” held a meeting with the President of the Republic of Albania, Sali Berisha. At this meeting, as reported by ATSH, the problems related to the press in Albania and the possibilities of cooperation for its development were discussed. Particular emphasis was placed on the need for a free, pluralistic, and professional press that serves all Albanians.
The interlocutors expressed their willingness to help modernize the press technically, improve management, and train journalists. The importance of creating a stable infrastructure for periodical publications and for their distribution throughout the country was also emphasized.
According to the statement, President Berisha appreciated the interest of the British friends and underlined that a free press is one of the pillars of the new Albanian democracy. He said that cooperation with Western experience would help the Albanian media achieve higher professional standards.
Belgian businesspeople in our country
A Belgian delegation, led by the Belgian envoy [ ? ] of Flemenco to Belgium, has been in talks with senior officials for several days regarding the conditions for investments. At the head of the delegation there are those who oversee companies and the Belgian enterprise in Albania. The Belgian representatives valued the new climate created in the country and expressed interest in expanding the presence of their capital in various sectors of the Albanian economy.
The talks have focused on opportunities for cooperation in industry, construction, trade, and services. Albanian officials have presented the priorities of economic reform and the legal guarantees for foreign investors.
The meetings are expected to continue in the coming days.
