Students’ problems are not solved by the unscrupulous articles of “ZP.” — While the government is resolving the problems of students’ unpaid wages, “ZP” continues with its deceptions, this time in the name of the students. The problems of the students, of the “Student City”… Much has been written and said about them, especially in recent days. Just the other day, “ZP” published another article about the “problems” of the students. From the article, it seems as though there is only “a good intention” to let the students express their problems in their own words, but in reality, as with everything done in “ZP,” the purpose of this article is to produce as much as possible and sling mud at everything positive that is being done. The “ZP” journalist who took the trouble to climb all the way up to “Student City” should also have gone into the dormitories to verify whether the general situation was as he presented it, and whether the students he had found were representative (it would have been better if he had also mentioned those students who refused even to speak with a “ZP” journalist); he should have met with the dormitory supervisors and the leaders of Student City to present the situation as accurately as possible. All of this is part of professional ethics. The journalists of “ZP” surely know this well. Continued on page 4

The organizational structures and the general laws and rules on which a party is built are things the DP cannot avoid either. Within this universal principle—which includes new admissions to a party’s ranks as a normal process—the DP has also acted accordingly. But while “RD” continually publishes long lists of new members joining the DP, mainly creative intellectuals from various fields of science and art in Tirana, nothing of the sort is happening in the DP’s poorer branches. When we asked a party leader (who was on the eve of the DP branch conference) whether his party had admitted new members, he answered in the negative. It is true that the DP has a large number of committed members, widely spread throughout every corner of Albania, who have contributed to organizing their party, but this should not be regarded as a permanent condition. A party needs new people, continually arriving in response to political and social developments. Recognizing this as a necessity, it cannot be viewed as carelessness, but rather as a lack of seriousness in the work of the sections, as a manifestation of bureaucracy. It is true that a great social ideal has brought and continues to bring people to the DP, and thus to its membership: freedom and democracy, human affirmation and the future. It is true that these members have exemplary passion and commitment to the party line and its historical radiance. But it is unforgivable for some section or branch leaders to narrow the party and block new admissions by failing to bring people in. Many parties are currently active on the political scene, and all seek to recruit members through vigorous campaigning. I would say that this is no way to consolidate one’s ranks, increase their numbers, or promote one’s policies properly. The DP’s historical alternative is one thing that naturally attracts people, and we must understand the weaknesses of the DP branches. A party works every day, and the moment it stops engaging in political contest, it loses one member and draws another into its ranks. Today, many leaders with government responsibilities have left the DP ranks, particularly its branch leaderships in the districts; in some cases, almost the entire leadership has left. This example has not only had a negative effect within and outside party circles, but has also left the party branches without leadership for almost four months. This makes new admissions to the DP essential, particularly of new members from the intellectual strata, who will contribute to the organization and leadership of the DP. New admissions must be seen as a vital process for the party, as its duty. Formalism in this respect will affect the party’s work in the future. Yesterday morning, on 14.10.1992, Mr. Viktor Gabor, representative of Macedonia in Tirana, held a press conference for the media and information outlets in Albania, concerning the development of Albanian-Macedonian relations. Mr. Gabor, opening the press conference, recalled the often shared historical fate of the two peoples. In addition to these reasons, our peoples must make new efforts to understand one another, to develop Albanian-Macedonian relations, removing anything negative and abnormal that might emerge. On this occasion, Mr. Gabor continued, we wish to welcome the decision of the Albanian government that allowed our representative office to operate in Tirana. New companies are being established Under the auspices of the Municipality of Tirana, NN “Banesa” and “Ko i Insarium Ballkan” of Sofia have agreed to establish the joint company “TISOKO,” which will operate in the construction sector. Initially, it has been agreed that each party will contribute capital of 300,000 dollars, which will serve as the basis for starting operations. This enterprise will meet demand for private and public construction, such as housing, hotels, commercial units, infrastructure, etc. As the director of NN “Banesa,” Mr. Sula Hamzai, explained, the enterprise is ready to begin work as soon as approval is granted by the relevant department. New local government structures begin operating These days, the new local government structures began operating under structure No. 1, laws 5, 6, 7, within the former regions 1, 2, 3, 4; within the former regions 5, 6, 7; within former region No. 2, neighborhoods 8, 9, 10, 11, as determined by the Municipal Council. Thus, in the former region No. 3, residents have been asked to direct complaints and problems to the relevant offices in the buildings of the former regional executive committees, in accordance with the applicable laws. Tirana Municipality provides free assistance to 500 families According to information received from Mr. Gugaş Muci, a specialist in the public supply section at the Municipality, around 500 families with no income have begun receiving cash assistance amounting to 430 new lekë for the head of household and 320 lekë for each dependent family member. This assistance comes from the total fund of 600,000 lekë that the Government has allocated to Tirana for this year. The cash assistance will continue to be provided regularly every month. If it is found that someone is receiving this money outside the established criteria, the person responsible will be required to repay five times the amount received unlawfully.

In every café you enter in Tirana, you will find only “foreign” beer. And yet, there is a brewery operating in the capital that produces quite a lot of this kind of beverage. So where does it actually go? No! A good quantity is sold in Tirana, but consumers do not know this; they drink Tirana beer while paying for Bulgarian beer. The whole “secret” lies in the bottles: once they have been used for imported beer, their labels sell Tirana beer at a higher price too.

According to data obtained in kilograms concerning the supply of the population from the Municipality, and confirmed by Mr. Isuf Duka, a specialist at the Ministry of Internal Trade, around 1,250 tons of powdered milk have arrived, of which 600 tons were allocated to Tirana. The price of 75 lek per kilogram has caused it to remain in stock; for this reason, discussions are also under way at the Ministry of Economy and Finance so that this quantity can be sold regularly every month. Likewise, of the total quantity of 1,900 tons of meat received as aid from the European Community, Tirana is guaranteed a two-month supply. The meat is 30 percent fat and will be distributed in 25-kilogram boxes. Also, 2,100 tons of butter have been contracted and are expected to arrive in November.

In foreign policy, Parliament and the Government have acted with states and in international organizations in support of a just solution to the national question of the Albanians of Kosovo and the achievement of national and democratic rights for all Albanians in Kosovo and Çamëri. They have taken a principled position toward allies and enemies, with the objective of national unification, using as their basic criterion the positions those states take toward the Albanian nation. The Albanian state has defended the right to the pan-national unification of Albanians through peaceful and democratic means, using political instruments and dialogue with the parties concerned, in accordance with the fundamental documents of international law, the UN Charter, the Helsinki Final Act, the CSCE documents, etc., without undermining the development of democratic processes in the Balkans, Europe, or further afield. The Albanian state has publicly declared that it will not remain indifferent or neutral in the event of serious violations against the Albanian people in Kosovo and in other Albanian lands in the former Yugoslavia, but will take all necessary measures to ensure pan-national support and prevent such an inhumane act. The Albanian state has taken and is taking all legal measures to ensure that the question of Kosovo is not the monopoly of any particular group for secret agreements and negotiations hidden from public opinion. It has become a pan-national and popular issue. Efforts have also been made to prevent practices that cause problems and tragedies within the country whenever the broader tragedy draws near and becomes present, using it as an alibi for failing to engage in resolving its issues. In Albania, “ZP” seeks to foment division and mistrust between parts of the nation. The Albanian state is using every means to foster among the people a spirit of love for their brothers and to recognize the border, to feel and understand their hardships, and to facilitate human contact, continually pressing neighboring states on this matter. A determined struggle is being waged for the spiritual and economic recovery of the country. The process of democratization and implementation of economic reform have begun to increase the people’s confidence in a secure and prosperous future. The path of rapid privatization of the economy in all sectors will soon bear fruit. Likewise, the struggle against the remnants of communism and destabilizing forces is under way. The members of the Patriotic Political Association “Kosova” express full confidence in the successful implementation of the reform and the foreign policy of the Albanian state, a genuine policy serving national interests and supported by strength. They once again call on all Albanians within and outside the artificial political borders of 1913 to support the processes of fully democratizing the country and to implement the domestic and foreign policy of the Albanian state.
