Can Unity Exist in the Ranks of the PS?

CAN UNITY EXIST IN THE RANKS OF THE PS? — Nano comes out again in the transition period and anathematizes his party — — Socialist unity is proposed only by those who dominate the communist commands; in s[?] The new-generation socialists continue relentlessly, even though they call themselves reformers; in essence they are the team of yesterday. They are the recycling of the communists, whom the people have not divorced and will by no means give their trust to the government of yesterday again. Yes, some of them want, or claim to want, to do this in order to become more politically acceptable. And yet, that is very far from the truth. PS called itself “socialist” after the collapse of the communist system, in order to adapt to the new circumstances and gain support, especially from the poorer layers of the population. By using new slogans, they tried to preserve their old political influence. In reality, this party inherits the structures, mentality and a large part of the cadres of the PPSH. In its politics, PS has often played two roles: on the one hand it has spoken in favor of pluralism and democracy, while on the other it has tried to sabotage reform processes, especially when these threatened the interests of the old apparatus. In many cases, its leadership has used double language, seeking to appear moderate before public opinion and foreign partners, while preserving a confrontational spirit toward the democratic government. Fatos Nano remains the most prominent figure of this political force. His public appearances have been accompanied by accusations, anathemas and efforts to present himself as the guarantor of left-wing unity. But this “unity” seems to mean submission to a certain group of leaders, who see the party more as an instrument of power than as a modern democratic organization. If PS were truly reformed, it would need to make a clear break with the communist past, acknowledge historical responsibilities and offer sincere social and economic alternatives. Without this break, any rhetoric about unity remains merely a cover for an internal political and ideological crisis. There are voices within it that call for openness, change and a departure from the communist commands. But as long as these voices remain marginalized, the question remains open: can real unity exist in the ranks of PS?

Bureaucratic displays: A THREAT TO DEMOCRACY

Bureaucratic displays A THREAT TO DEMOCRACY The time of overthrowing the old system and building the new democratic order requires an administration freed from old bureaucratic habits. In many institutions, behaviors inherited from the past are still visible, hindering the normal functioning of the rule of law and undermining citizens’ trust. Bureaucracy appears not only in endless delays and dragging things out, but also in arbitrariness in decision-making, lack of accountability, and contemptuous treatment of the citizen. These phenomena create the impression that the administration is not in the service of the public, but that the citizen must serve it. In a democratic society, an institution must be open, transparent and efficient. A state employee must understand that the post is not a privilege, but a duty. The mentality of stamps, closed counters, “come back tomorrow,” and frightening citizens with meaningless procedures is unacceptable. Administrative reforms must be accompanied by public oversight, individual accountability, and punishment for any misuse of office. Only in this way does democracy gain real substance, and the state becomes one for the citizens. Otherwise, bureaucratic displays turn democracy into an empty formality and fuel nostalgia for authoritarianism. Therefore, the fight against bureaucracy is part of the struggle for freedom, dignity and a democratic state.

The truth about Qyteti “Studenti”

The truth about Qyteti “Studenti” — interview with the dean Z. GJIN PROGNI — Question - In the area of the student buildings there has been much discussion regarding the way they are administered and various claims about the use of the premises. What is the truth? Answer - Qyteti “Studenti” has been and remains a matter of public importance, because it concerns the interests of students, universities and the state administration. During this period, efforts have been made to establish order, identify abuses and create better conditions for student living. Question - Illegal interventions and unfair gains have often been mentioned. Did these exist? Answer - Yes, there have been cases where different people tried to take advantage of the lack of control and the chaos created during the transition period. For this reason, measures were taken to inventory the premises, verify usage rights and remove those who were occupying them without right. Question - Were students affected by these measures? Answer - Our aim was precisely to protect the student. Every measure was designed to ensure the normal functioning of the dormitories, the preservation of common areas and their use for the real needs of students. Question - What is your message to the public? Answer - There should be no political speculation with a problem that directly affects university life. Transparency, the law and responsibility are the only ways to resolve this issue fairly. (continues on page 4)
