AUTUMN 1992 and... politics The autumn of 1992 will seem very difficult for the economic situation in the country, but also for the political situation, with a tendency toward serious tensions. This is a time when social costs will rise, while people’s expectations will be put to new tests. The transition will deepen and, if stronger political and economic mechanisms are not created, the country may enter a dangerous period of instability. In this sense, the coming autumn is linked not only to the balance sheets of reforms, but also to the political climate of the months ahead. Political forces will be tested in their ability to manage discontent, avoid conflicts and guide public opinion toward real solutions. If rhetoric replaces responsibility, the consequences could be serious for society as a whole. Supply problems, unemployment, social tensions and weak institutions will directly affect political developments. In the autumn it will become clearer how stable the governing majority is and how effective the opposition is. For precisely this reason, the autumn of 1992 is not just a difficult economic season, but a major political test for Albania.

Evidence of humanism and generosity

OPEN LETTER TO THE EDITORIAL OFFICE OF REPUBLIKA AND SALI BERISHA I am writing these lines because, through a telephone call from the deputy chairman of SHA Vlorë, Mr. Fatmir, I learned that the “United Voice Association” will send a shipment of supplies and medicines. Last Wednesday, during the visit to our city by Mr. Kim Eduards, accompanied by Mr. Adrian Duni, I became acquainted with the work of VSA and with the concrete assistance for the disabled. I was amazed by the hospitality and dedication. On behalf of the Democratic Party branch of the Vlorë district and in my personal name, I wish to thank you warmly. I feel honored that you and the association you lead devote so much attention to humanism and to the troubles of our people. I am convinced that this cooperation will continue in the future and will bear good fruit. Respect for the simple democratic man

NOTE On 26 February 1992, our beloved husband, parent and friend, Pëllumb Lala, passed away suddenly. He was a wise, honest man and a devoted democrat. With his calm demeanor and his love for people, he earned the respect of everyone who knew him. Pëllumb was an active participant in the democratic movement and always remained close to the ideals of freedom. In family and society he left behind good memories, the example of a hardworking man and an honest citizen. His loss is a heavy blow to his relatives, friends and political comrades. In these moments of sorrow, we express our most sincere condolences to his family and honor the memory of the simple democratic man.

Is the law on housing privatization late?

This law is awaited with great interest by citizens, because it directly affects one of the sharpest problems of the transition: ownership of housing. The delay in its approval has caused uncertainty, different interpretations and obstacles in resolving many concrete issues related to housing. In the conditions of the move toward a market economy, the privatization of housing is considered a necessary step to clarify property relations and to give families legal security. However, any delay in drafting and implementing the law creates fertile ground for abuses, unequal treatment and social discontent. The question is whether the institutions are acting at the necessary pace to respond to citizens’ demands. If the law arrives late, the cost is paid by the families waiting for a solution, while uncertainty remains present.
