THE MILITARY REFORM LAW
The country has had to bear not only most of Albania's problems, but also the reform of the army.
The preparation and compulsory military service of our young people, the removal of older soldiers from the army, etc., seem like a modern paradox. Especially in the coastal city of Vlora, young people of this age are not sent to the army at all, since neither the military units and detachments nor the commands and offices of the defense commissariat can provide food and clothing for them.
The old army had things more organized and more disciplined. The former state strictly controlled movements and supplies. The current state has lost this rhythm. Across districts and regions there is a shortage of equipment, depots, funds and responsibility. This situation has produced great dissatisfaction among families and among the young people themselves, who are caught between insecurity and uncertainty.
On the other hand, the legal structure of the army reform is not moving at the same pace as the needs of life. The military reform law, awaited with great interest, is not managing to provide quick answers to the concrete conditions of the Albanian transition. There is a clear lack of regulation, powers, responsibilities and material resources.
Within this framework, a double crisis is emerging: a crisis in defense administration and a crisis in the implementation of the reform. Young people do not know when they should report, units do not know how to accommodate them, while local authorities often do not even have the basic means to provide minimum services.
This serious situation requires not only administrative intervention, but also a clear, realistic and workable law. The army cannot be maintained with improvisation, nor with general promises. Discipline, funding and precise planning are needed.
If this is not done quickly, the army reform risks remaining only on paper, while the burden of the crisis will once again fall on the Albanian citizen and family.
The USA will support Albania
At the beginning of next week, the U.S. Deputy Secretary of State, Rozuel Gilpatrik, will arrive in Tirana, informed sources said. His visit is part of a Balkan tour and is expected to be followed by talks with the highest representatives of the Albanian state.
Diplomatic sources say that the center of the meetings will be U.S. support for democratic processes, the market economy and the institutional stabilization of the country. The visit comes at a time when Albania is facing major economic difficulties, shortages in supplies and social tensions.
According to the same sources, the USA believes that the reforms undertaken so far are important, but require continuity, consensus and concrete assistance. In this sense, new forms of cooperation, technical assistance and economic programs are expected to be discussed.
In the political circles of Tirana, this visit is seen as a positive signal for bilateral relations and for greater Western involvement in support of Albanian transformations.

One of the villas on Elbasani Street, Tirana, has become the focus of public attention because of the security measures and the frequent presence of law enforcement forces. Sources close to the residents of the area say that former communist leader Ramiz Alia is being held there under house arrest.
According to the same sources, movement around the building is restricted and entries and exits are strictly controlled. Residents say that for days police vehicles and special services have been seen in that area.
The issue has aroused great public interest, since Ramiz Alia is considered the highest figure of the former regime. In the conditions of transition, any information about the location, treatment and legal procedures concerning the former leaders is followed with great attention.
However, no full official details have been made public regarding the decision, the duration and the conditions of the house arrest. The competent authorities are expected to clarify to the public the legal basis and further course of the case.

The election of Bill Clinton to the post of President of the USA has been met with interest in Albanian political circles. Chairman Rugova sent a congratulatory message to the president-elect, stressing the importance of his victory for democracy and for peace issues in the region.
In his message, Rugova expressed his conviction that the new American administration will show understanding for the rights of Albanians and for the peaceful resolution of political problems in the former Yugoslavia.
