- Speech by the President of the Republic, Mr. Berisha, at the rally in the Flag Square - Ladies and gentlemen, Brothers and sisters, In the history of the Albanian nation, dozens and hundreds of notable events have been recorded, but 28 November 1912 in Vlora of Ismail Qemali is the most historic hour of the Albanians in centuries. Closely linked to this glorious history is the other historic hour, that of the Albanians of Kosovo on 27 and 28 November 1912, the proclamation of the independence of their republic in Kaçanik, when the citizens of Kosovo challenged and defeated the infamous committees of Belgrade and the enemies of democracy. Today Albanians and Albania have in their history the day of the most important event of their century. By decree of the President of the Republic, 120 students who have graduated from the most distinguished universities and academies of the free world will tomorrow be members of this parliament. In this way, the final curtain falls on the Albanian drama, which had begun 50 years earlier. With this solemn act, this parliament, this people, this nation finally closes the era of exclusion from Europe and opens the doors of the European family to Albania. With the decree I signed today, with the decision you took, we put an end to discriminatory attitudes, divisions and prejudices that had left Albania on a long and painful road far from civilized countries. Dear citizens of Vlora, brothers and sisters, We, the Albanian people, have sacrificed greatly for freedom and independence. Entire generations have shed their blood for the red and black flag, for national honor and dignity. This day is the day of the crowning of our dream to become part of Western civilization, part of the family of free nations. We are building our democracy on the finest human values, on the rule of law, on respect for the human being, on freedom of thought and belief. Only in this way will Albania become strong, respected and prosperous. Today, from the Vlora of independence, I appeal to all Albanians wherever they may be: let us unite in the ideal of freedom, work and construction. Let us not miss this historic chance. Let us move forward with faith in ourselves, in our nation and in Europe. Glory to 28 November! Long live democratic Albania! Long live the Albanian nation!

In the hall of the "Petro Marko" theatre of the city of Vlora, under the special care of the Council of Ministers, the jubilee meeting was organized on the occasion of the 80th anniversary of the proclamation of Independence. At this event, high-ranking representatives of the state, culture and education delivered greetings.
