After breaking away from the past and the collapse of the dictatorship, the country enters the path of reform belatedly. Two years were needed for this separation, since during that time we did not have an anti-communist government. Thus today we are trying to shorten considerably the road traveled by other Eastern countries and return to normality. It is precisely here that misunderstandings and confusion in public opinion arise, even though they are widely discussed. This propaganda is not entirely spontaneous, but is driven by a mentality that has still not broken with the past. In some cases it is used by people linked to the old order, who seek to frighten the public and portray the government as merciless. What are they trying to present? The distinction between reform and revenge is clear. Reforming the state, the economy and the administration is an objective necessity. Any delay means an increase in social costs. Whoever opposes this is in fact defending old privileges. In this framework, the discussions about purging the administration, vetting compromised officials, enforcing the law, and trying not to leave people who were active participants in repression in key positions must also be seen. This is not about collective exclusion, but about personal and political responsibility. Citizens have suffered for a long time from ideological deception. Therefore today the new anti-reform propaganda uses terms similar to those of yesterday, calling normalization "extremism," or decommunization "purge." With this language it seeks to create the impression that the country is becoming destabilized, when in fact the opposite is intended: the establishment of order, law and accountability. If reform is stopped, the country remains hostage to the old structures. Therefore the debates must be held openly, but without giving legitimacy to a propaganda that seeks to preserve the status quo of the past. It is, in essence, an expression of communist conservatism.

THE CHANGE IN MINDSET FOR THE TRANSITION TO A MARKET ECONOMY IS RADICAL

Within the framework of cooperation with the American Peace Corps mission, the Institute of Geology and Mining, in cooperation with the American-British mission, is organizing a seminar on market prospects and economic development. Leaders of the economy and specialists have stressed that the transition to a market economy requires, above all, a change in mindset. It is not enough to change laws or administrative structures; attitudes toward property, work and private initiative must also change. According to the discussions, the experience of other countries shows that enterprises cannot function according to old practices and that competition, responsibility and efficiency must be accepted as new norms. This requires time, but also political determination. The seminar also discussed the problems faced by the Albanian economy: lack of capital, difficulties in privatization, outdated technology and the need for public economic education. The participants stated that a change in mindset is a condition for the success of the reforms.

THE PROSECUTOR DECLARED THE SUSPECTS FACTOR

On 21.1.1993 the Tirana District Prosecutor's Office questioned several persons in connection with an ongoing investigative case. The official notice states that the procedures were carried out in accordance with the law and that the summoned persons appeared to provide explanations. The Prosecutor's Office stated that any decision will be taken after the documentation has been completed. Regarding public comments on the case, the prosecuting authority declares that no individual can be considered guilty without a final court decision. The investigation continues. The notice emphasizes that political or media speculation does not help uncover the truth and that the public will be informed in due time.

The first day of President Clinton

Bill Clinton has begun his duties as President of the United States. In the official inauguration ceremonies he stressed the need for change and national unity. According to foreign agencies, the new administration is expected to focus on economic recovery, social policies and America's international role. In early comments from the American press, it is noted that the new president will face major domestic and foreign challenges. Special attention is paid to the economy and employment. Other reports state that the ceremony was widely followed both inside and outside the country.

A PERSON FOUND ALIVE AFTER A PHONE CALL

The police stated that a person reported missing was found safe and sound after a phone call that helped determine his location. According to the notice, family members had reported the disappearance several days earlier. After checks carried out by the police forces, the person was located and returned to his family. The case is under investigation to clarify the circumstances of the disappearance.
