ACHIEVEMENTS ARE VISIBLE, THE TASKS ARE GREATER

SPEECH BY MR. EDUARD SELAMI AT THE MEETING OF THE PD NATIONAL COUNCIL The National Council is meeting again at a very special time for the Democratic Party and the country. We began governing the country after the victory in the elections of 22 March, at a moment when it was on the verge of economic catastrophe. The difficulties were countless. In one year, very major changes have taken place both in the country and in the world. From an objective perspective, it is acknowledged that the results of the reforms and of the efforts made by the government and the people are bearing their first fruits. The crises and their consequences cannot disappear immediately, but it is clear that confidence has returned that things are changing. The country has opened up and is gaining new international support. There is still much to do along this path. The Democratic Party must maintain a close connection with the people, listen to their voice, and support the government in facing the major social and economic problems. Reform requires sacrifices, but it remains the only way out of the crisis. The National Council must responsibly analyze achievements and shortcomings, strengthen the organization of the party, and further clarify the political objectives in the new conditions. Albania needs stability, democratic order, and greater civic engagement. The Democratic Party must remain equal to its historic duty. (Continues on page 4)

Mr. RUGOVA TOMORROW IN TIRANA

BELGRADE-JULY On Monday, at the invitation of the President of Albania, Mr. Sali Berisha, the President of the Republic of Kosovo, Dr. Ibrahim Rugova, will come on Monday for a three-day visit to Tirana. On the agenda for the exchange of views he will meet with President Sali Berisha, Prime Minister Aleksandër Meksi, and will also hold meetings with representatives of political forces. At the center of the talks will be the consolidation of the Albanian state and the role of the Albanian factor in resolving the Kosovo crisis. RD Correspondent

Resolution of the PD National Council

The National Council of the Democratic Party, having analyzed the political, economic and social situation of the country, assesses that during the past year important results have been achieved in stabilizing political life and in implementing democratic reforms. The activity of the government in dealing with the severe inherited crisis, in opening the country to the world, and in strengthening democratic institutions is positively assessed. At the same time, it is emphasized that the difficulties remain great, especially in the economic and social fields, and that greater involvement of the party and state structures is needed. The National Council calls on the party membership to strengthen ties with the electorate, fight negative phenomena, support reforms without hesitation, and be at the forefront of defending the constitutional order. The resolution also calls for greater efficiency in the administration, the fight against corruption, the preservation of political unity, and the expansion of democratic dialogue. The success of reform, the key to the fate of democracy

FROM THE NATIONAL COUNCIL OF PD On 23 January 1993 the proceedings of the PD National Council meeting were held. Representatives from the party branches in the districts, deputies and members of the government discussed the progress of reforms, the economic situation, and the political climate in the country. In the discussions it was stressed that the success of economic reform remains decisive for the consolidation of democracy and for avoiding a return to the past. The participants called for greater responsibility in the administration, strengthening of order, and the determined continuation of structural changes. The need for greater support for the groups in difficulty and for closer communication with citizens was underscored. (Continues on page 4)

Who kills the truth in the name of the baby

Through a statement, prompted (?) fabricated (?) the public opinion is presented with a distorted version of an event that has provoked reactions. The author of the article rejects the accusations and asks that the facts be treated responsibly and without sensationalism. According to him, the truth cannot be sacrificed for propaganda effect or for political gains. He calls on the media and institutions to investigate impartially and not to manipulate the feelings of the public. (Continues on page 4)
