IMF confirms the success of economic reform in Albania
Yesterday in the conference hall of KIN, the cited conference was given by several international experts. The newly arrived IMF director for Albania, JAN VAN HOUTFEN, the representative of the World Bank, the head of the PHARE office, Prof. MIDDLETON and Prof. SHMIH [?,] gave a clear and scientific presentation of Albania’s economic situation. According to the new IMF director, the Albanian economy is successfully moving out of the stabilization crisis. IMF data show that inflation in Albania fell from 237 percent in 1992 to 31 percent in the last quarter of the same year. At the same time, the state budget deficit has been reduced and exports are increasing. The IMF representatives praised the policy of price liberalization, agricultural reform, land privatization, the increase in real wages and the creation of conditions for the private sector as a success. They emphasized that although difficulties remain great, the Albanian economy has entered the path of recovery. At the end, Mr. Middleton expressed the conviction that with the continued support of international institutions and the commitment of the Albanian government, the reforms will bear even more visible fruit in 1993. COURT RULINGS
Nexhmije Hoxha 9 years’ imprisonment, Kino Buxheli 4 years
On 27.1.1993, in court, the five-judge panel of the ruling issued a sentence of 4 years against the former General Director of the Economic Center of the Central Committee of the PPSH, Naxhmije [?] Buxheli. The charges are abuse of office and theft through falsification of bank documents. As for the defendant Nexhmije Hoxha, the trial panel of the Tirana District Court sentenced her to 9 years’ imprisonment and confiscation of movable and immovable property. At the same time, N. Hoxha was stripped of the right to exercise state functions for 5 years. She was accused of abuse of office, appropriation of monetary funds and theft through falsification of bank documents. The sentence imposed is 11 years and 6 months’ imprisonment, but due to her age it was reduced by 25 years [?], resulting in a sentence of 9 years’ imprisonment, with the reduction of the sentence under Article 49 of the Penal Code. She also benefited from a one-third reduction in the sentence because of the shortened trial, so her final sentence is 9 years’ imprisonment. Letter from ARBEN SYTI to “RD”
In a monologue that erupted in my home on the evening of 11 November, while I was still in a state of severe emotional distress after the events of 26.01.1993, it seemed to me as if, for a moment, the dark past of the dictatorship had been resurrected before me. The past had returned again in an unbelievable form, but this time not through prisons or internment camps, but through psychological pressure intended to frighten me and make me fall silent. In these circumstances I am addressing you, the editorial staff of “Rilindja Demokratike”, in order to make the event known and to ask public opinion not to remain silent in the face of such acts. What has happened to me is not simply a personal problem, but an alarm signal about the climate of insecurity and revenge that still hovers over our country. I believe that only transparency and public reaction can help uncover the truth and protect the citizen. (Continued on page 4)
