IT WAS DECIDED THAT THE OPERATION OF THE PRESENCE OF ALBANIAN REFUGEES BE INTERRUPTED

After a telephone conversation between the Albanian president, Sali Berisha, and the Greek prime minister, KOSTANDIN MIÇOTAQIS - Contrary to the traditional practices of international relations, Greek police are arbitrarily expelling hundreds and hundreds of Albanian emigrants from Greek territory, using violence at the border with Albania. As reported by the Greek newspaper “Katimerini,” their deportations are being carried out as reprisals for the killing of at least two Greek soldiers in Southern Albania, and for this reason other such measures are also being undertaken. From this tragic situation it has resulted that eight people from Albania have been killed at the border while 16 others have been injured. - In violation of all international laws and conventions, the Greek government is expelling not only people with proper documents but also emigrants holding residence and work permits in Greece. - While it is still unclear what may happen to them in Albania, and while they constitute a discriminated and persecuted human group, the Greek government is driving Albanians out in the middle of winter, without shelter, without work, without any means of subsistence, at a time when most of them earn their living through manual labor. Even more serious is the fact that this operation is being used in a climate of terror and insecurity for all Albanians who are in Greece. - In the situation created, the President of the Republic of Albania held a telephone conversation with the Greek Prime Minister Kostandin Miçotaqis, during which he expressed deep concern about this situation and requested that the operation be stopped. A SECTOR CHIEF IN A MINISTRY CHALLENGES THE MUNICIPALITY OF TIRANA (!)

- The fate of an Italian investor became known - On November 8 of last year, Mr. Lorenc Xhuzepini, a representative of an Italian company, came to our country. Having also received a recommendation from specialists in our government, he submitted a request to the Municipality of Tirana to be given land on lease for the construction of a leather-processing factory. After presenting all the relevant documentation and making all the required payments, on December 4, 1992 he was issued the decision of the Mayor of Tirana, by which a plot of land of 1000 m2 was leased to him, as well as the decision of the Technical Council for the Regulation of the City Territory. Later, after obtaining the necessary permits, yesterday he had gone to begin the foundation works for the factory. But what did he see? The land where the factory was to be built was fenced off. The fence had been put there by order of Mr. Ferdinand Poni, a sector chief in the Ministry of Industry. Mr. Xhuzepini, not wanting to believe such an absurdity, asked for the reason and was told that all of this was being done by order of Mr. Poni, who claimed the land for himself! These days Mr. Xhuzepini has been making constant inquiries at the Municipality of Tirana, but his problem has not found a solution. How is it possible for a sector chief to openly challenge the capital’s municipality and its authority? Or could there have been intervention from above as well? We inform public opinion that the Ministry of Public Order and the relevant institutions must take measures to restore the violated right and put an end to this scandal, which seriously harms the investment climate in the country.
