Why do conservative communists call for destabilization

As reported by the organ of the true socialists of Albania, «Zëri i së Vërtetës» (while preserving its anonymity, the author under the pseudonym «Skënderbej»), for the first time a «strong voice» is being directed against the government with the declared aim of overthrowing it. In the Albanian press, it is becoming fashionable to use masks and pseudonyms in order to hide certain messages that are all too clear. This pseudonym is chosen by some who write against the government, but also by others who promote destabilization in the country. In the article in question by Zëri i së Vërtetës, there is an allusion to the government's inability to lead the country and to the need for it to step down. The article comes at a time when the government that emerged from the elections of 22 March is undertaking difficult but necessary reforms, and when certain elements of the past are trying to create an atmosphere of distrust. It is no coincidence that the article indirectly calls for a new state of confusion, so that old people and old structures can return. Instead of analyzing the real economic and social situation, such authors try to feed illusions and stir up discontent. Meanwhile, the Albanian people have clearly voted for change and cannot accept a return to old methods. The government is not infallible, but it must be judged responsibly and not with calls for disorder and division. Those who today call themselves true socialists remain, in fact, prisoners of the conservative communist mindset. Destabilization is their only path because they have no real alternative for reforms and democracy. (Continued on page 4)

Zhelev's visits to Albania forced a hasty reminder of the closeness between Albania and Bulgaria

TIRANA, 15 February. For the umpteenth time, the newspaper of the Greek communist party, «Rizospastis», publishes an article in which Albanian-Bulgarian relations are deliberately distorted and unjustified suspicions are stirred up about President Zhelev's visit to Tirana. Instead of seeing this visit as a normal step in cooperation between two neighboring countries and as an expression of the will for good regional relations, it is presented as a hidden move against Greek interests. Albania and Bulgaria have a history of well-known and natural relations in the Balkans. The visit of the Bulgarian President has been welcomed in Tirana as an opportunity to expand economic, political, and cultural cooperation. Any attempt to interpret this visit in an hostile spirit does not serve peace or understanding in the region. The article revives old propaganda stereotypes and calls on certain circles to rekindle distrust toward Albania. This shows that some media outlets have still not broken away from the language of the Cold War and from ideological prejudices. Relations between Albania and Bulgaria should develop on the basis of mutual respect and common interest. (Continued on page 4)

Misunderstandings about the repayment of a debt

Many residents are concerned about the non-payment of a debt by Albania to Egypt. Interest in this issue has grown after reports in the foreign press, which mention different figures and different interpretations of the nature of the financial obligation. Official sources in Tirana say that talks are being held to resolve the issue in a spirit of understanding. In some comments, it has been suggested that failure to repay the debt could affect future economic relations. However, the Albanian side stresses that the difficult financial situation inherited from the past requires time and realistic mechanisms for resolution. The government asks that speculation be avoided and that the matter be handled through institutional channels. (Continued on page 2)
