PRESIDENT BERISHA RECEIVES THE PRESIDENT OF TURKEY TURGUT OZAL TIRANA, 19 February (ATA) — On Friday afternoon in the Reception Hall of the Brigades Palace, the President of the Republic, Sali Berisha, received the President of the Republic of Turkey, Turgut Ozal. At the start of the meeting, President Berisha and President Ozal held a face-to-face conversation. The talks then continued in the presence of delegations from both countries. The Albanian side was represented in the talks by: Prime Minister Aleksandër Meksi, Minister of Foreign Affairs Alfred Serreqi, Deputy Minister of Foreign Affairs Pellumb Xhufi, and the Director of the Directorate for External Relations in the Presidency, Behar Arllati.[?] The Turkish side was represented by: State Minister Yildirim Aktuna, Minister of Foreign Affairs Hikmet Cetin, Minister of Defence Nevzat Ayaz, and the Director for External Relations in the Presidency, Safa Giray.[?] President Berisha expressed his satisfaction at the visit to Albania of Turkish President Turgut Ozal and thanked him for the help Turkey has given Albania during this period of transition toward democracy, both bilaterally and within multilateral frameworks. President Berisha praised the traditional friendly relations between the two countries and said that this visit is an important contribution to strengthening them in all fields, especially the economic one. President Ozal pointed out that this is his second visit to Albania. He said he is pleased to be visiting our country at this stage, during which Albania has made major steps toward democratization and the development of the market economy. He praised the positive developments observed in our country and expressed his conviction that reform and the democratization process will advance in Albania. He underlined that the Turkish government will continue its support and assistance to Albania. President Ozal also emphasized that the traditional and cultural ties between the two peoples constitute a strong basis for expanding cooperation in all fields. (Continued on page 4)

Talks of Mr. Ozal with Mr. Meksi TIRANA, report for our office. Turkish President Turgut Ozal became yesterday morning the interlocutor of Prime Minister Aleksandër Meksi. The long meeting with the Albanian prime minister in a pavilion of the Dajti Hotel enabled President Ozal and Mr. Meksi to be informed[?] at close hand, to some extent, about the latest political and economic developments in Albania. The Turkish president asked the Albanian head of government to inform him[?] about developments in Kosovo and to give his assessments in that regard. After the clarifications of the Albanian prime minister[?], President Ozal praised the stance in defense of the Albanians of Kosovo and expressed his country’s readiness to continue supporting Albania. The Turkish president particularly valued efforts to strengthen relations with neighboring countries as a factor of peace and stability in the region. (Continued on page 4)

SPEECH OF MR. PETER ARBNORI IN THE PEOPLE’S ASSEMBLY Honourable Mr. Chairman, Representatives of the Albanian people, Today we will examine the draft law “On the status of former political persecuted persons and those sentenced to imprisonment for crimes against humanity”. Let us clarify the words. Wealth may not deviate — for[?] intervention, creating the idea as if several governments or states had passed into responsibility. On this issue, we have a clear picture, but I will speak briefly, because we all know what Albania was like before and after the war. The state before the war was an independent state, a state with a stable population, a market economy, and a certain cultural development. After the war, a totalitarian regime was established that destroyed political freedoms, the market economy, private property and a large part of the national elite. In this sense, former political persecuted persons and their families are victims of a criminal system. They must be rehabilitated morally and materially. This is an obligation of the democratic state. (Continued on page 4)

PS - a party that defends the interests of its leaders and members — Agreements, deals, differences...[?] 2 - Return properties with special...[?]... but known 4 - Failure of governance...[?] In my country I became a cooperative member, and later the rights I had were taken away from me as well. Today we are seeing how some former leaders seek to protect their own interests and those of their political circle. They speak of equality and justice, but in reality they oppose the return of property, the rehabilitation of the persecuted, and the moral punishment of the crimes of communism.
