APOLOGISTS OF STATE OWNERSHIP OF LAND AGAINST OWNERSHIP OF PROPERTY

What, even by way of a brief shortcut with no cover, leaving no one out for the 6 years of Albanian property, seeks the whole world, democracy and trade to move forward differently, and production to be unreachable, compared to be controlled and separated for 2 years and such etc., to pass into new property creations of Sali Berisha while opposing particularly important layers for the people. The place of the dominant problem, under the conditions of Albanian political pluralism, in this post-dictatorial period had to be broken down into separate meanings and its solution clearly defined. The new Albanian leaders imposed that this issue be resolved through land reform, which was followed by a special right, namely the recognition of private property rights over land. This reform, freed from a deep hostility toward the former legitimate owners, already impoverished and badly prejudged even earlier, required the restoration of confiscated property. All this was happening amid a severe economic crisis, a ruined state, and under great social pressure. For our time, the necessity of returning land to former owners has been strongly raised, but at the same time there is also the need to protect the interests of the poor peasantry that benefited from the division of land. The problem could not be solved with slogans, but with a fair legal and moral balance. At the heart of the agrarian reform project lies the question of ownership. If land is not recognized as private property, the peasant does not become its true owner. Without this guarantee, every investment, every dedication, and every sense of responsibility toward the land remains incomplete. Therefore, opposition to private property over land is essentially opposition to economic freedom. If we return to recent Albanian history, it must be acknowledged that private property was denied by force for decades. This denial brought about a continuous degradation not only economic but also moral. Man was cut off from ownership and, together with it, from civic responsibility. Thus, the return of property is not merely a legal act; it is a restoration of human dignity. In the discussion about land, there are voices that defend state ownership as a modern solution. But this thesis, dressed in new words, is nothing other than a remnant of the old collectivist mindset. It does not serve agriculture, but political control over the countryside. And where politics takes the place of the owner, production falls, freedom fades, and corruption flourishes. In Albanian conditions, where the tradition of property has been strong and where state theft has left deep wounds, every apology for state ownership of land sounds like an insult to the people’s memory. It is an attempt to relativize yesterday’s injustice and to hinder today’s justice. Therefore, the defense of private ownership of land is not merely a political program; it is a moral duty toward history and toward the Albanian person. (Continues on page 4)

Albania’s results are of interest to all the organizations of the European Community and Brussels

TIRANA, 26 February — At the press conference held yesterday at the European Community press center, the spokesman for the European Commission assessed the latest developments in Albania and the results of the democratic processes. He emphasized that Albania is going through an important phase of institutional consolidation and that support from European organizations will continue. According to him, the results achieved in the field of economic and political reforms have been noted with particular interest in Brussels. The need to continue efforts toward macroeconomic stability, the functioning of the rule of law, and the development of the administration was also underlined. At the meeting it was said that cooperation with Albania remains a priority within relations with the countries of Southeast Europe. (Continues on page 4)

SOME THOUGHTS ON THE DRAFT

“Return and compensation of property to former owners” To help and guide the handling of the draft law on the return and compensation of property to former owners, several thoughts and remarks have been presented. The property issue is among the most sensitive in the Albanian transition and requires careful legal and social solutions. The experience of other post-communist countries shows that the return of property or its fair compensation is an essential element in building a market economy and restoring citizens’ trust in the law. The draft law must clarify the categories of assets, the review procedures, the deadlines, and the responsible institutions. Likewise, it must determine the cases where physical return is possible and the cases where compensation must be the solution. One of the most delicate issues remains the balance between the owner’s historical right and the realities created in the previous period. This requires not only justice, but also state prudence. “DEMOCRATIC ALLIANCE”, announces its electoral program As is known, the two electoral coalitions, “social-democratic-socialist” and “social-ecologist,” after yesterday’s meeting with the PAD spokesman, after yesterday’s meeting with the PAD spokesman, presented their representatives yesterday in the television debates. ACTIVE BODY OF THE DEMOCRATIC PARTY

On Thursday, 26 February 1993, the Democratic Party’s active body met at the Palace of Congresses to analyze the elections and set objectives for the referendum campaign. The President of the Republic, Mr. Sali Berisha, was also present at the meeting. In his speech, Mr. Berisha analyzed in particular the importance of these elections, as well as the need for an unquestionable victory of the democratic forces. Based on the President of the Republic’s guidance and the numerous discussions held in this active body, it was concluded that the overall potential of the DPA should be increased, as well as coordination of all its components with its allies in these elections, in order to present themselves as an organized and unified front.
