Werner: “I agree with increasing the efforts of the international community to help Kosovo regain its autonomy...” NATO will act only with a UN mandate also in the crisis in Bosnia.”
Berisha: “We will greatly value the position that NATO, led by the US, should influence the application of two standards toward Milosević in order to bring it to an end as soon as possible.”
Werner: “NATO will offer concrete assistance to Albania to help it on the path of reform and the modernization of the armed forces.”
Berisha: “With this cooperation, we all aim, by putting forward our candidacy for NATO, that at the appropriate moment we have our consideration for this very important act by the Albanians. We aim through this decision to bring Albanians closer to the Albanian government and to ensure the continuation of this policy.”

Tonight and yesterday, the statements of the verdict of the preface of Mr. Manfred Werner, Secretary General of NATO, and on the other hand those of the President of the Republic, Mr. Sali Berisha, have been intertwined. They have received an immediate response from the President of Kosovo, Dr. Ibrahim Rugova.
In the afternoon, after the meeting with the President of the Republic, Mr. Sali Berisha, the NATO Secretary General, Mr. Werner, at the end of the joint press conference, declared that the Kosovars have not lost even a single hope for a solution to the Kosovo issue. The people of Kosovo are not abandoned and they can rely on the international community. Responding to a journalist's question about the possibility of restoring Kosovo's autonomy, Mr. Werner declared that it is a constant concern of his and of the international community to help Kosovo on the path to its autonomy. Albania can also rely on NATO and EEC assistance in overcoming economic difficulties and problems.
He considered the visit to Albania by Mr. Werner important and positive as a symbol of Albania's inclusion in Euro-Atlantic structures.

15, in a quantity of the palace of the secret[r]y of registration of NATO, Mr. Manfred Werner will come to Albania. The visit of the head of the North Atlantic Alliance is the first in our country by such a figure and takes on a special symbolic importance with the de jure membership of our country in the North Atlantic Cooperation Council. Mr. Werner's visit also comes at a time of major turning point in Albanian-American relations and the complete overcoming of the bitter past. According to informed sources, the main purpose of the visit is to guarantee security for the acceleration of economic reforms in Albania.
MANFRED VERNER LEFT OUR COUNTRY
One day after the departure of the President of Italy, Oscar Luigi Scalfaro, the NATO Secretary General, Mr. Manfred Werner, left Albania yesterday afternoon.
During his stay in Tirana he held talks with the President of the Republic, Mr. Sali Berisha, with the Speaker of Parliament, Mr. Pjetër Arbnori, and the Prime Minister, Mr. Aleksandër Meksi.
At the end of his talks, Mr. Werner gave a press conference, stressing that Albania is close to NATO's open doors, but for the moment our country is not prepared to enter this organization, since our state still does not have armed forces built according to NATO standards.
When asked whether two standards have also been applied to Milosević in order to bring an end to it as soon as possible.
