Yesterday morning, Parliament continued its work with members’ discussions of the draft law “On the Fundamental Rights and Freedoms of the Human Being.” Various DP deputies who spoke once again stressed the importance and necessity of passing this draft law as soon as possible, and condemned the PS’s opposition. In an effort to reach a consensus, Parliament Speaker Mr. Arbnori asked around 12:00 for the chairmen of the parliamentary groups to meet and discuss the matter, but Namik Dokle said: “We can meet, but our position is settled and we will not change it.” In his speech, DP Chairman Mr. Eduard Selami pointed out that delaying the passage of such a law delays Albania’s integration into Europe and the democratization of the country. He said that the Socialists know that “Albania cannot be accepted into the Council of Europe without this law.” Mr. Selami also said the reason the Socialists were not approving this law was clear: they would no longer be able to conjure up clouds and fantasies about so-called revanchism or a new dictatorship. During this visit, the Albanian delegation led by Mr. Eduard Selami met prominent German political figures. They met MPs Klaus Franke and Klaus Byler of the Christian Democratic Party, Erich Riedel of the Christian Social Union, and Peter Gloc and Peter Roshenbah of the Social Democratic Party. They also met important state officials, including Mr. Peter Hartman, head of the Department of Foreign Policy, Foreign Policy and External Security at the German Chancellery, one of the ... On the party level, they met with ... The Albanian delegation, at the initiative of Christian Democratic Party MPs and the Konrad-Adenauer Foundation, extended its visit by a further ... [and met] the Christian Democratic Party’s Secretary-General, Mr. Peter Hinse, and MPs from the same party, Stefan Shvarc. Throughout these meetings, they discussed the success of political, economic and social reform in Albania during a year of DP governance. It was stressed that although Albania had been the last country by various measures to enter Europe’s democratic processes, it is now a stable country. The reform is progressing ... an important contribution to the assessment of the DP Government and the Albanian people. Both sides emphasized the need to preserve this stability and move quickly through the democratic process, setting an example to show that the transition from communist dictatorship to democracy can be made with less upheaval and less pain, at a time when Europe is facing ... The Albanian delegation stressed to the Secretary-General of the German Christian Democratic Party, Mr. Peter Hinçe, the priority the Democratic Party gives to relations with the German Christian Democratic Party, both within the framework of the European Democratic Union and in direct relations between the two parties. Mr. Eduard Selami stressed that although the DP is ... although the DP is one of the most successful parties in Eastern Europe, it needs the support, assistance and experience of the German Christian Democratic Party, which governed Germany for most of the postwar period. The need for concrete assistance to the DP in organizational and operational matters was also stressed, because Albania lacks long experience of democratic pluralism. For his part, Mr. Hinçe expressed the German Christian Democratic Party’s unreserved support for the DP, as the party leading the process of establishing democracy in Albania. Particularly important was the meeting with the Chairman of the Foreign Policy Committee, Mr. Hans Shterken, with whom Mr. Edward Selami, at his request, held NTN and gave a joint live interview about the conflict in former Yugoslavia and Albania’s position on this issue, on Wednesday, 24.3.1993. Also quite important were the talks with the Konrad-Adenauer Foundation office and its Chairman of the Department of Foreign Cooperation, Burkhard Dobie. ... with the DP and polit... Both sides emphasized the necessity of maintaining this stability and making rapid progress in ... the economy, not only as an example showing that it is possible to move from communist dictatorship to democracy conscientiously and with less pain, but also because this is the challenge now facing Eastern Europe; and because the stability of Albania is a very important factor for Europe’s peace, as the Balkans are at the center of the crisis. Thus, both sides expressed the conviction that the strengthening of Albania’s stability depends primarily on the Albanians themselves, but their efforts cannot succeed without the assistance of the European Community, Albania’s neighbors and, especially, Germany, in which Albania has urgent hopes for very special historical reasons and because of particular past and future developments. Today I would like to ... impose those principles whatever institutional system is to be built, whether presidential, monarchical or parliamentary. Looking at the draft law, I observe a transmission in conformity with the principles of these well-known international conventions in this bill. Today I would like to ... direct my discussion by commenting on and presenting arguments regarding several issues around which the opinions of quite a few discussants are currently polarized: 1.-Should this bill be approved separately? Or must it necessarily be submitted in its entirety together with the constitution? 2.-Does the violation of human rights in Albania today constitute a condition and a sufficient necessity and reason not to approve this bill? 3.-Can this bill be implemented in practice? In other words, is there an institutional basis for its implementation? Below I will present arguments on these issues: 1. I fully agree and call for the constitution to be presented as necessary. In fact, we are faced with the reality that this parliament is working without a solid and established foundation, a fact that has shaken its decisions on more than a few occasions. I criticize the delay in presenting it, a delay that places this parliament under an obligation to demand and insist that it be presented quickly. But I commend the President’s constitutional, pre-legislative initiative to submit this bill. I consider the submission of this bill acceptable. a) Because whatever constitution we adopt, we will have the package of human rights as a universal package, identical in its fundamental principles. A democratic state has those principles imposed upon it ... b) I believe there are many cases of human-rights violations and one of the reasons is precisely the absence of this package. Should we wait several months until the complete constitution is adopted without this package? This is a good opportunity to say: No! Albania needs this package, and urgently, in fact. 2. I believe that the violation of human rights in Albania does not constitute grounds for rejecting and not approving this package (for several reasons): a) because there is an organic connection between the causes. I do not mean to say that there are no human-rights violations in Albania; otherwise, I would contradict the nature of the democratic state we are building. I say that such violations occur in the USA too; otherwise, why would human-rights protection organizations be needed, precisely in those countries?! Even more, I would truly fall into the position of the monist state, where the people lived freely … Now, I would speak of reality. 3. To be more honest with myself ... (continued on page 4)

He took part in the meeting of the defense ministers of NATO member countries and of the North Atlantic Cooperation Council.
