Fatos Nano will take his vacation with the help of the Greeks

FIGURES FOR AN UNCONSTITUTIONAL DECLARATION OF THE SP Only a few days after the publication of the declaration by the PDSSH and OMONIA groups, which presented the conditioning of the vote for the rule of the monarch achieved after communist syndromes, the modernized Party of Labour into the SP is publishing a declaration in which it clearly and without hesitation expresses itself, without even mentioning its responsibility as the successive cause of this parliament and of this republic. The SP declaration in the interview section yesterday with its chairman, Mr. Fatos Nano, published last night in the Albanian M-1 under the title “Fatos Nano on vacation in Greece,” has the merit of clearly stating that “the SP will not take part in the referendum,” adding that “you know that there are other parliamentary forces that are boycotting it too.” This is precisely where the next deception begins. First of all, it should be clarified that in Tirana there is only one other parliamentary party, that of the People's Alliance, and its representative has still not declared his position so far. Even if the SP were to take part in the referendum, its political force could never constitute a “parliamentary force” whose size would impress and frighten not only the opposition, but especially the government of Prime Minister Majko [?]. Further on in the declaration it is said that “the SP deputies will keep their status and will not hand over their mandate because in this way they serve better the ideal of true change in Albania.” But whom do the Socialist deputies serve better? Whom do they serve better, the ideal of true change? Whom do they serve when they leave the people they represent speechless? Whom do they serve when they feel no responsibility before their voters? Whom do they serve when, taking advantage of procedure, they keep the parliamentary seats and refuse to be part of the most normal and democratic mechanism for expressing popular sovereignty? Instead of confronting the electorate, the Socialists try to hide behind legal formulas and behind a language that in essence justifies the boycott of the referendum. This is not only a wrong political stance, but an openly unconstitutional one, because it aims to undermine a proper institutional process. The SP tries to create the idea that the referendum is a one-sided act, but the truth is that this referendum is linked to the citizens’ right to express themselves. By refusing to take part, it deprives itself of the moral right to speak afterward in the name of the citizens. The Socialist Party has lost the right to present itself as a defender of democracy when it openly calls on people not to take part in a democratic process. If it had confidence in popular support, it would choose the path of confrontation, not the path of avoidance. (Continues on p. 9)

DECLARATION

Of the People's Assembly of the Republic of Albania Following with concern the developments of the past few days in Kosovo, which culminated in the killing of 4 young people by the Serbian occupiers, the People's Assembly of the Republic of Albania, with deep indignation and great sorrow, strongly condemns the barbaric and criminal act of the Serbian police authorities against the Albanian population in Kosovo. The Serbian opposition, which is now in power in important cities and in Skopje, offers an example of the lack of democratic culture. Following the same anti-civic methods and practices, no civic reaction was seen to be felt over the killing of the young people and the repressive Serbian policy in Kosovo. Neither the Government nor any country and nor the international organizations gave a clear position on these developments and inhuman acts, thereby encouraging the Serbian regime to carry through to the end its aggressive and anti-Albanian policy. It continues to be accompanied by Machiavellian arrogance and cynicism. The latest sign of the stance of the Serbian authorities and the anti-Albanian police is the imposition of ultimatums that also undermine the last elements of freedom and human rights for Albanians in Kosovo. It cynically addresses the elected representatives of the Albanian people, warning them not to attend the workplaces in the assembly of Kosovo any longer, otherwise they will be arrested. Such criminal and anti-democratic acts are highly telling of the atmosphere of terror and the unbearable suffering to which Kosovo and its Albanians are being reduced. The People's Assembly of the Republic of Albania calls on the Albanian people in Kosovo to remain calm and not fall prey to provocations and toads, inspired by the Greater-Serb nationalism of the Yugoslav military circles. The People's Assembly of the Republic of Albania considers that overcoming this very difficult and critical situation can form the basis of a solution to the problem of Kosovo and the Albanians in the former Yugoslavia, so that the right of self-determination of the Albanian people is once and for all established and re-established as a necessity for peace and stability in the region. The People's Assembly of the Republic of Albania appeals to international organizations and circles, as well as to public opinion, to exert pressure on the Serbian regime to stop this aggressive and criminal policy against Albanians and their most basic rights.
