. It does not take much thought to understand that the newspaper «KJ» has declared itself anti-Albanian, pro-Greek—and pro-Serbian. Whereas on other occasions the staff of this newspaper expressed this obligation of theirs somewhat covertly, lately it has come out openly in support of the Greek thesis that «the south of Albania is Greece». Concisely and without any ambiguity, it declared this in the newspaper of 30 June, in the article «23 million drachmas to expel 10 thousand Albanian refugees», where, at the end of the piece, it states that «the “Authorities” would have reacted differently to the priest decorated in Gjirokastër, bearing in mind that more than 300,000 Albanians work in Greece... Statements such as Albanians would rather go hungry than betray their Homeland, statements that make one think of Enver Hoxha, are outdated». As can be seen, the staff of this newspaper seeks to conceal its subservience to the interests of the Homeland by invoking Enver Hoxha’s name, which it uses as an alibi to present itself as people defending Albania, allegedly violated by the dictator’s ideas. According to them, «for the sake of Enver Hoxha’s ghost, we would give Greece the south of Albania». This is how they supposedly save 300,000 Albanians from poverty! The misfortune, however, is that this is not a slip, but a carefully conceived strategy, drawn up on the basis of anti-Albanian convictions. MENTOR SHEHU

Yesterday at noon, the chairman of the PDSH, Mr. Eduard Selami, who heads the Albanian parliamentary delegation at the 6th part of the proceedings of the 44th session of the Parliamentary Assembly of the Council of Europe, where, among other things, economic assistance from the European Community to Albania will be discussed, requested a meeting with the President of the Parliamentary Assembly of the Council of Europe, Mr. Martinez. At the meeting, the main concern was the mistreatment, robbery and mass expulsion of Albanian emigrants from Greece. Mr. Selami reported that around 14,000 economic emigrants, a good number of whom held valid documents issued by the Greek authorities, had become victims of the policy of Greek chauvinist circles. He asked Mr. Mar—A solution must absolutely be found, Mr. Selami continued, to put an end to such actions and acts as soon as possible. Actions of this kind, Mr. Selami concluded, further exacerbate the situation in the Balkans, which is already quite tense. I understand your legitimate concern, Mr. Martinez emphasized, among other things. Such actions are unacceptable, all the more so when undertaken by a country like Greece, which belongs to European institutions. I request regular, documented and detailed information regarding the situation that has arisen, Mr. Martinez continued; Mr. Selami promised to provide him with the documentation that same day. I will use, Mr. Martinez assured him, all my influence as president amid suspicions of Greece. Mr. Selami informed him that around 14,000 economic migrants, a considerable number of whom had been issued valid documentation pursued by Greek chauvinist circles. He asked Mr. Martinez to seek the intervention of the Council of Europe to put an immediate stop to these acts, which brutally violate the Charter of Human Rights and Freedoms and the agreements on refugees. ... instead of Greece, whose conduct is irregular even within European institutions. “I request,” Mr. Martinez continued, “regular, documented, detailed information concerning the situation that has arisen”; Mr. Selami promised to provide him with this documentation yesterday. as to resolve and stabilize the situation that has arisen.” Press and Information Office of the Albanian Democratic Party

NOTE ON AN ANTI-NATIONAL STATEMENT BY THE PS Just a few days after the publication of the blind statement by the PSSH and PASOK, which preceded the successful campaign and the brutal treatment of defenseless Albanians in Greece by Greek chauvinists—a statement that makes a dirty bargain with the human fate of our compatriot emigrants for the sake of political capital—the PS publishes a statement of the kind of messages once devised for domestic consumption by the Institute of Marxist-Leninist Studies and the colorless “Cuba” of PSSH internationalism. In this statement, you cannot find a single passage that consistently defends the national cause. The PS statement takes no position on the justified expulsion of the Greek citizen by the local authorities of Gjirokastër, given that his activity was in conflict with the laws and Constitution of the Republic of Albania, and given that this activity... At the session of questions addressed to the head of the State Audit Commission by the PS and PSD, held on 30 June, only the deputies of the PS, PSD and PBDNJ were absent. At this session, Mr. Blerim Ceta answered around 60 questions, most of which concerned matters raised by the Socialist deputies who had submitted the questions (and who were not in the chamber). Of all the questions and answers, we are highlighting a few that we believe are of interest, since it is impossible to present them all and bearing in mind that many of the facts, as mentioned above, have already been proven. Question: What documents have you received from the Italian investigative and judicial authorities that shed light on the accusations you have made, and have you left any other documents unexamined besides those in the files you presented at the interpellation session? Answer: I exchanged documents with the Italian judicial authorities under a bilateral agreement, as well as with the «Corte Dei Conti», which sent us the lists of goods on the basis of which «Levante Co» received the money from the Italian Ministry of Foreign Affairs, as I reported during the interpellation. I have received invoices and other documents, which are now with the investigating authorities. Question: Why, in your view, should the Ministry of Trade and Industry have handled the distribution of aid, and did Fatos Nano issue written orders concerning Sollarat and Paluka? Answer: The Ministry of Trade should have handled the aid. The Ministry of Trade, together with other organizations, shifted responsibility away from the 11 Hajn, paving the way for speculation by Levante Co. All these actions were carried out on the orders of R. Alia and F. Nano. The documents proving this are with the investigating authorities. Question: What percentage of the goods on the amended list consisted of marmalade, jam, peas and fruit juice? Answer: In the amended list, jarred peas, fruit juice, marmalade and jam accounted for 30 percent of the goods, while, it seems, fruit and chicken in gelatin made up another third; the percentage rose to 64 percent, or nearly two-thirds of the aid. - A distinguished “diplomat” and analyst of international relations scrawls in the pages of «ZP» that the return of the refugees and recent events are supposedly the result of the DP’s foreign policy - O Ismailaq, we know who you are; we also know the corner you’ve crawled into, from which you haven’t even dared to emerge because you’re afraid of the light. You certainly don’t have the courage to write openly signed letters, because for you that would mean death; as for secrets, they have always been and remain your style. In the rubbish you have written, your disgusting delight at the misfortunes of Albanians is plain to see, and that is understandable: you hope this misfortune will be blamed on the PD. But where were you, Ismailaq, when Albanians were expelled in 1991, while today you rub your hands with glee? By accusing the PD and President Berisha of responsibility for the refugees’ misfortunes, you openly reveal your sympathies. With the “ability” of an Enverist diplomat, you, son of E. Hoxha in foreign policy, presume to analyze the foreign policy of a democratic state. With that same ability, you dismiss the causes President Berisha presented at the press conference concerning recent events, thereby directly accepting the Greek side’s justification for its anti-Albanian chauvinist actions. So, according to your subtle diplomacy, this whole wave of anti-Albanian sentiment arose solely because the self-proclaimed Greek archimandrite was expelled? But, after all, let us suppose the only cause was the Greek man’s expulsion. Do you really think the democratic government would act as you did and allow the country’s integrity to be violated for narrow interests? According to you, someone engaged in anti-Albanian activity should be cuddled just because he is a priest and a Greek. As for the recognition of Macedonia, you should know that your party, Sallatë, agreed with it too. But your “poor” party couldn’t even manage to get a single point, so nothing would have come of it. In your last sentence, O Ismailaq, you also speak the truth. In this way, you acknowledge that the PD will not play secret cards, since «they are used successfully by those who know how». That is what you write; but this is no great revelation. Your foreign or domestic policy has always been conducted with secret letters. Just be careful: if those letters catch fire, that dark corner of yours won’t save you. It seems you were pleased by the killing of the Albanian officer by anti-Albanian forces in Macedonia. We buried this son of Albania with a ceremony. An entire people honored him. Under Enver Hoxha, you killed Albanians in secret and buried them in secret. Criminals like you are accustomed to hiding in corners. Above all, I advise you not to dare come out of your corner, because then you will answer for all the crimes committed before the competent authorities. EDI PALOCA

The Albanian public as a whole, as well as international public opinion, is aware of the new anti-Albanian wave being carried out these days by the Greek Government through the mass expulsion of Albanian emigrants, an action not officially legalized and contrary to every legal and humanitarian norm. This position is even more complicated when one takes into account that it is being carried out in a tense situation in the Balkans, as a consequence of the massacres and ethnic cleansing in the former Yugoslavia. Such a campaign is being undertaken under the pretext of removing from Albania, as an undesirable person, the self-proclaimed Archimandrite of Gjirokastër, Kristos Stamos. The Greek citizen Kristos Stamos, throughout his stay in Albania, engaged in intensive anti-constitutional and anti-Albanian activity. His removal was not carried out for religious considerations, because the Albanian people are civilized and religious, and have a commendable religious tolerance. The Albanian people have historically demonstrated that they have always known how to respect and help neighboring peoples, serving in every era as an example of tolerance, trustworthiness and hospitality. Guided by these virtues, they sheltered Italians, Greeks and Jews during the Second World War, without any prejudice based on nationality, race or religious affiliation. This is part of their character and tradition, and they will preserve it in the future as well. In the difficult situation they are going through after a long communist dictatorship, they are and will remain grateful to the International Community and, in particular, to neighboring peoples who are helping them; the Government and the President of the Republic have also made these expressions of gratitude known throughout the world to the Greek Government. Nevertheless, we regret to observe that individuals and government circles are seeking to exploit this difficult situation and, through a theocratic policy, are working to destabilize Albania and the Balkans. The mass expulsions of Albanians, threats, reprisals and torture, in violation of all elementary human-rights standards and all international documents and conventions officially recognized to date and signed by the Republic of Greece itself, also serve this policy. Under these circumstances, the Albanian Parliament, as the highest body representing the people, expresses its goodwill to employ every effort toward normalizing and harmonizing relations with all neighboring peoples on the basis of the democracy we are building. We have, and will always have, sacred respect and esteem for one another and, in particular, for neighboring peoples. But we also have the right to demand the same from others toward us. We hereby inform the Greek Parliament and Government that they must not allow this noble sentiment to be abused, even in difficult periods such as the one we are going through. We also call on the Greek Parliament, the Government and all democratic forces to put an end to such action, which has dangerous consequences and harms the interests of both our peoples. The PDSH strongly condemns the shameful, criminal acts of tracking and persecution, beating and torture, robbery and violence, and the mass expulsion of Albanian emigrants. It openly and firmly pronounces itself against the dominance of Greek chauvinism in official policy and in Greek clerical circles. It is regrettable that these barbaric acts are being committed by a country that has recognized and signed the European Charter of Human Rights, international agreements on emigrants, the Council of Europe Convention for the Prevention of Torture and the relevant United Nations conventions, as well as other agreements of this kind. The acts of recent days are not isolated incidents. They continue the repeated expulsions imposed on Albanian emigrants, the calls issued by Greek ultrachauvinist circles, the pressures and ultimatums, and the systematic interference in Albania’s internal affairs. The self-proclaimed archimandrite of Gjirokastër, Krisostomos, also served these circles and this policy, now made official. His departure from Albania, announced at the Greek Consulate in Gjirokastër, complies with the norms and procedures followed by every state when it establishes and proves the anti-constitutional activity of a foreign individual. To this normal action, recognized in international state practice, the Greek authorities have immediately responded by arresting, robbing, torturing and sending back thousands of Albanian emigrants—acts without precedent in relations between countries. And as if that were not enough, the Albanian Embassy in Athens is provoked with anti-Albanian slogans and attacked with stones, while the Greek police, through its silence and inaction, indirectly encourages and supports such actions. Meanwhile, Greek television, apparently placed entirely at the service of Greek chauvinism, deliberately spreads disinformation and tries to portray as aggression a people that has always been hospitable and humane. The PDSH will make no compromise, and will allow none, in the face of any act or action that undermines Albania’s independence and integrity. It unreservedly supports the positions of the President of the Republic and the statement of the Albanian Ministry of Foreign Affairs. Albania is a model in its respect for minorities, and this is clear to all individuals or political circles who genuinely wish to see it. In law and in practice, it respects the rights and freedoms of the minority, and naturally seeks partnership in respecting the rights of its economic emigrants. The overwhelming majority of Albanian economic emigrants have known how to settle in, adapt and respect Greek legal norms and laws governing employment and life. Through their presence, they have become another source of the traditional friendship between the Albanian and Greek peoples. To toy with them, with their poverty and their work, to mistreat, rob and expel them, is not only contrary to humanitarian principles but also directly against the friendly spirit of the two peoples. While recognizing the hospitality and assistance that the Greek people have given to Albanian democracy, the PDSH appeals to all progressive Greek public opinion and to the genuine democratic forces in Greece to compel the interested Greek chauvinist forces to stop these shameful and criminal acts and actions, to exert strong influence toward normalizing the situation, and to respect and recognize the work and sweat of the expelled emigrants. At the same time, it distinguishes religion and sacred religious institutions, as well as clergy sworn and consecrated to God, from impostors who use the cassock for base and immoral chauvinist purposes; it appeals to the former, in the name of love for humanity, for one’s neighbor, for one’s Greek and Albanian neighbors and others, to contribute to… the return of thousands of Albanian emigrants—acts unprecedented in relations between the countries. And as if this were not enough, anti-Albanian patrols provoke and stone the Albanian Embassy in Athens, while the Greek police, through their silence and inactivity, encourage and indirectly support such acts. Greek chauvinism, deliberately misinforms the public about the situation in Albania, creating impressions of imaginary confrontations between the Albanian people and the Greek minority in Albania. This entire shameful policy aims to destabilize the southern Balkans and realize the chauvinistic dreams of Serbian and Greek circles. TIRANA, 1. 7. 1993
