OF THE EUROPEAN COMMUNITY

The program of the visit in Brussels, in
agreement with the President of the EC
Commission, Mr. Delor, underwent a
small change, transferring the high-level
meeting to the Vice-President of the EC
Commission, the renowned professor,
Sir Henning Christophersen. As a result of
this decision, the Albanian Prime Minister
Aleksandër Meksi and the deputy chairman
of the economic council near the president,
Professor Gramoz Pashko, met with Vice-
President Christophersen in his office,
where other participants were also the
chief of staff of the Commission, Mr. Ene
Kul, the Deputy Director-General for
External Relations, Mr. Jan Truszczynski,
and the Director for Albania in the Com-
mission, Mr. Greg Corstin. The official visit
of the Albanian delegation in Brussels
began with the dinner given last Saturday
by the Ambassador of Albania in Belgium,
Mr. Bashkim Pitarka. Also present at the
dinner was Mr. Christophersen, who
addressed greetings on behalf of the Com-
mission. During the talks at this dinner,
Prime Minister Meksi informed Mr.
Christophersen in detail about the problems
of the reforms, their implementation
progress, and the difficulties still encoun-
tered in Albania in these processes.
At the official meeting of the delegation
with Professor Christophersen, as head of
the EC delegation on one side, and Prime
Minister Meksi as head of the Albanian
delegation on the other, the progress of
economic reforms in Albania was discussed.
Prime Minister Meksi, for the first time
speaking at this level, briefly and clearly
set out the nearest objectives of the
Government of Albania, including the new
privatization program. Professor Christo-
phersen welcomed the successes of the
reforms, especially the achievements in
macroeconomic stabilization and in the
resumption of private investment. He said
that the Commission of the European
Community will continue to help Albania
with technical and financial assistance and
that the launching of the employment
office project in Tirana financed by PHARE
is an example of fruitful cooperation. He
also expressed the EC's interest in the
rapid stabilization of agriculture in Albania
and pointed out that this sector marks the
biggest delay on the road of reforms.

A warning to the Greek government by some
Albanian intellectuals
Our concern, as members of the democratic movement,
as intellectuals and as citizens of this country, is great.
Many of us have taken part as protagonists in the
process of building the rule of law and democracy.
Some of us have also been protagonists in the
defense of human rights and of our national identity.
We have raised our voices and rebelled since the
dark times when a single word was enough to suffer
seriously, to oppose arbitrariness, violence, political
and ideological oppression. We have raised our voices
and defended the truth even when our reaction was a
moral and physical impossibility. We believed in dialog
and not in hatred. We sincerely thought and kept
thinking that the democratic traditions of our country,
rooted deeply in the soul of the Albanian people, would
naturally guide the behavior of people, political forces,
and institutions, making the level of social and political
conflict in such cases not as high as it has been,
unfortunately, in many other Eastern countries.
However, recent events, the manifestations of nation-
alism, aggressiveness, intolerance and anti-Hellenism on
one hand, and Hellenocentrism, anti-Albanianism and
expansionism on the other, are of a nature that carries
a danger that cannot be ignored.
2. We assess that the cause of the recent events is also
highly complex and linked to various aspects of political,
economic and social developments. Drawing attention in
this context to the causes that produced and triggered
them is also necessary in order to understand the degree
of irresponsibility and to avoid in time and appropriately
a further worsening of the situation, which could have
unwanted consequences. Such factors are many.
First, the severe social and psychological crisis in which
Albanian society finds itself has created a state of mind
that is favorable to nationalist manifestations. The lack
of a tradition of democratic culture has made it possible
easily to create an aggressiveness charged with nationalist
and anti-Hellenic impulses. This is being favored,
especially, by other factors, such as the lack of clarity in
political and state orientation, but also the fragility of
culture and civic awareness, the unjustified haste of
certain political forces and groups to raise the temperature
of the Greek-Albanian conflict, a conflict that has a
perilous resonance in the circles of a part of public opinion,
but also, unfortunately, in some of our media.
