When the PS left parliament, no one had any doubts. Their departure is the departure of failures. When the PSD left, some thought it was a misunderstanding, but the days have passed and the MPs from the PS and PSD lists have abandoned the “temple of justice” to take over the “Temple of Health.” This is another adventure by PS-PSD MPs, this time again in the name of the people! The MPs from these two parties, who came to parliament on lists of party loyalists, with votes gathered partly in Skrapar and partly in Fushë-Arrëz, have been at the beach for days and have blocked it with their absolute votes. The coastal sand, endless waters, sunrays and warm seawater are more important to them than the endless articles of the Constitution. Better a country without a constitution than MPs from the lists of Fatos and Skënder without a beach! This act, seen as an unlawful abandonment of parliament, a mockery of their voters’ trust and a blockade of the beach, shows their high degree of irresponsibility better than anything else. It is sad to see that, at the party’s command and in the name of Enverist unity, they have been joined by the weary MPs who contributed to democracy. The parliament’s deserters, in the name of the people upon whom they were imposed through party lists, continue deliberately to take the state’s roads, imitating the PPSH politburo members in every respect. And, from the beach’s high temperatures, the deserters send contemptuous and demagogic messages to the electorate through “ZP” and “Alternativa SD,” assuring them that they continue, and will continue, to work and think in the name of the people and for the people!!! — This year, more than 12 thousand tons of wheat were produced in the district of Shkodër In the district of Shkodër, the wheat harvest is complete. The wheat on 185 hectares was harvested within 25 days. According to information from the district agriculture directorate, more than 12 thousand tons of wheat were obtained, as had been forecast before the campaign began. Carrying out the harvest under normal conditions helped avoid losses. Twenty-six combine harvesters were deployed in this campaign, all present, so many that they made people whisper about the harvesting campaign. Good work was done in the communes of Bushat, Laç, Hajmel, Guri i Zi, Berdicë and the other areas around the city, which had larger areas of wheat to harvest. The highest yields were obtained in the communes of Velipojë, Bushat, Guri i Zi and Berdicë, and in the outskirts of the city. The collection of wheat by the collection enterprise remains a troubling problem; so far, only 32 tons have been collected. The enterprise is making efforts to persuade private farmers of the profitability of the state’s purchase price for wheat, which for now is among the highest in Europe. With the campaign over, the combines left yesterday for other districts, and around 15 combine harvesters went to Devoll to help harvest wheat there. (ATSH)

Compared with the 1,600 court cases tried last year by the Durrës District Court, the number of court cases in just the first six months of this year has reached 2,000. Thus, each of the seven judges assigned to the court has been given two or three criminal and civil cases a day. This heavy workload also requires a larger number of judges, says the head of ATSH, the District Court chairman, Agim Moxha. Speaking about the situation and the initial shortfall, he says that 206 criminal cases have been added, in which 145 people were sentenced. Of these, 128 were sentenced to prison, 12 were fined, and 124 others received supplementary penalties, including the employment of young people in one of the public work institutions. The number of criminal offences among young people is also noteworthy, as it indicates the extent of the preventive work being carried out with them. It should also be mentioned that, out of 2,000 court cases, only 43 were referred to the second instance for retrial, and 140 cases exceeded the time limit. A citizen regarding the fact that in Durrës there are 32 professional lawyers for every 7 judges, Mrs Hoxha spoke respectfully of the work of her fellow lawyers, despite the great pressure of the cases they handle in court together with the other judges. In an official statement issued the day before yesterday, 14.07.1993, the Albanian government announced that it welcomed and supported Security Council Resolution 833 of 1993, which endorses the decisions of the Commission for the Demarcation of the Boundary between Kuwait and Iraq. According to the statement, the Albanian government bases its support for this endorsement on the universal character and role of the United Nations, and on its safeguarding and respect for peace, stability, sovereignty and the inviolability of states’ borders, in accordance with its commitments to respect and implement the Charter and all other documents of this Organization. On this occasion, the Albanian government calls on the government of Iraq to recognize and respect the border with Kuwait and to declare its respect for the Commission’s decisions and Security Council Resolutions 773 of 1992 and 833 of 1993 concerning the border issue between the two states. In this statement, the Albanian government expresses a positive view of the Commission for the Demarcation of the Boundary’s adoption of this decision and emphasizes that these highly important decisions, which are final and whose inviolability is guaranteed by the Security Council, constitute a major contribution to peace and stability and to reducing tension in the troubled Persian Gulf region. In the district of Durrës, 17,819 hectares of land have been distributed, or 98.2 percent of the total area. This process has not been completed in only a few villages, such as Manzë, Rrashbull, Hamallaj and Ishëm, where ownership disputes and land seizures by former owners continue. After the village commissions established for this purpose completed the land distribution process, 5,781 deeds were given to private farmers, out of the 11,780 deeds to be distributed in total. On 13 July at 10:00, at the Ministry of Labour, Emigration and Social Support, a Cooperation Protocol Agreement was signed between the Ministry of Labour, represented by Minister Dashamir Shehi, and the Italian company “Sommerit SpA” (ENI Group), represented by its president, Mr Loizzo. The agreement concerns the development of a programme to encourage and develop Small and Medium-sized Enterprises in Albania, with the aim of creating new jobs. “RD” correspondent

After the unloading of the ship «Fortune Bell», carrying 8,400 tons of wheat as aid from the European Community, and the ship «Panega», which brought 3,200 tons of kerosene as aid from the Libyan Government, the ship «Gotia» entered the port of Durrës with 11,500 tons of wheat, aid from the European Community. The ship has begun unloading, and the wheat is being sent immediately to the districts. (ATSH)

Yesterday at midday, at ATSH in Tirana, Kuwait’s ambassador to Albania, Faisal R. Al-Shais, held a press conference. In his opening remarks, the ambassador thanked those present for their hospitality, which gave him the opportunity to talk with the Albanian media. “I am visiting Albania for the first time, at the invitation of your foreign minister. This is a special occasion for me. I have come here to speak to you about the very good relations that have been established between Albania and Kuwait, and secondly to talk about the latest situation between Kuwait and Iraq. “Our country, and all the countries of the Persian Gulf, have always held Albania and its people in high regard. In the past, for well-known reasons, we had no relations with your country,” the Kuwaiti ambassador continued in his presentation. “But with the establishment of democracy in your country, everything changed for the better. We express our sympathy to the Albanian people for these excellent achievements. In addition to good political relations, we also have good economic relations with Albania. Recently, three weeks ago, [text unclear] Albania received 9 million dollars, which will be used to build Albanian ports. “There are other aspects of economic assistance to Albania as well. Kuwaiti investments have begun. For example, the construction of the Sheraton hotel in Tirana is an important investment made by Kuwaiti investors.” The ambassador then spoke about the situation on the Kuwait-Iraq border, stressing that Iraq was trying to keep the Kuwait issue permanently open so that it could use it at any time as a means of pressure and diktat. “We are very grateful to the government of the Republic of Albania for supporting the decisions of the Commission for the Demarcation of the Boundary between Kuwait and Iraq. We regard this as a very just aspect of Albania’s position in international relations.” The ambassador, Faisal R. Al-Shaisi, then answered journalists’ questions. Asked how many prisoners were currently being held by Iraq, he replied that more than 800 were there, held in unequal conditions in Iraq. “Many of them are not Kuwaitis, but citizens of the Third World who were seized during the war.” Asked whether, as part of the aid Kuwait would give Albania, there was a possibility of employing Albanian citizens in Kuwait, the ambassador said that Kuwait was a friend of Albania and, as such, was open to every Albanian. “Who are your allies in the Middle East and around the world?” was another question. “In the Middle East, all countries that are not aggressors are our allies, and you know which ones these are. As for the world, I can tell you that we have now signed several important agreements with the USA, Great Britain, France and Russia. Mr Mema, in defence of Idajet Beqiri, “arrests” Mr Luan Malltezi too (?!). In recent months, Brisida Mema, a journalist at the newspaper «Drita» and for some time a correspondent for the French news agency AFP, has also become a columnist for the family newspaper of the Pashko clan against Albanian democracy. It seems it was destined that, to some extent, Albanians themselves would cook up Albania’s bad luck! We do not know what kind of “professionalism” this sort of “relationship” falls under (?!). She did this the other morning, since for some time, and systematically, Mrs Mema, not using a pseudonym but her position as an AFP correspondent, has been transmitting opinions about the Albanian economy to the international arena (naturally, with Gramoz Pashko’s anonymity), opinions that today no one in their right mind believes anymore. Of course, Mrs Mema is obliged to respect the duties arising from ties based on the gentian code of family co-operation. Like every other journalist, she also has the legitimate right to hold the political and party leanings she prefers. But, when working for a foreign news agency, the lady in question must not forget that she is the face and credentials of a serious agency like AFP, and that she undermines its credibility when, through her reports from Albania, she sends “serial” fabrications and lies to the international arena within the same day. Thus, in one report, in order to take the side openly of Idajet Beqiri, this ordinary forger and swindler, she describes him as the chairman of the party that came third in Albania’s last elections (?!). And, according to her, he was sentenced because he accused President Berisha, or because he was working for national reconciliation?(!)... Since you, esteemed lady, followed the trial of the “legendary chairman Beqiri” in person in the courtroom, with such emotion, it would naturally—and would also be morally and honestly right—to tell them in your text what you said along with the others: “Idajet Ntjet?!” That would be fine, but not if you are trying to deceive public opinion in Idajet Beqiri’s favour through AFP! The other report you gave and AFP transmitted is also scandalous and immoral (to say nothing of professional ethics): according to it, the Director General of the Albanian State Archives, Mr Luan Malltezi, has been arrested (?!). Without asking about your Albanian identity, we are obliged to ask you what kind of “professionalism” this is. It has only one name: deception!... You can continue again with reports of this sort, “united” and “capital-city” [text unclear], to promote some friend of yours, but you should keep one thing firmly in mind. (Since you also talk so much about democracy, human rights and freedoms, and the rule of law): in a state governed by the rule of law, deceivers and forgers (especially professional ones) are always held accountable under the law. And, to Albania’s shame, this passport, in the hands of people like that, is valid until 1996(?)... So, in order to further complete and identify the criminal’s profile and [text unclear], the Italian INTERPOL National Central Bureau is interested in ... completing [the information]. … Bardhyl Fasko had declared to the Italian authorities that his profession was “diplomat.” Oh God! Our customs officers at Kapështicë and Kakavijë report that, based on statements made by hundreds of emigrants who travelled from Greece, the Greek police seized more than 1 MILLION AND 200 THOUSAND DRACHMAS from them! The amount in question is not accurate, because it is higher: some of the refugees, forcibly turned back, did not want to declare the money STOLEN by the Greek police.
