TWO CHANGES THAT ARE OF
INTEREST
Note paragraph 17
In accordance with: 1) the state has the right to demand accountability from public and private persons who receive money from public funds for the use of those funds;
2) if necessary, they are subject to military service by decision of the People’s Assembly.
Article 1
In Article 39 of Law No. 7698, dated 15.4.1993, "On the state budget for 1993", the following amendment has been proposed:
"The funds for programs and activities in the fields of culture, health, science, education and sports are financed from the state budget, according to criteria established by the Council of Ministers".
Note paragraph 17 provides for the moral right of all persons who receive money from public funds to account to the competent bodies. This provision is indispensable in the conditions of a market economy and of responsible management of financial means.
Article 39
a) it is the state’s right to report cases where its funds are misused, but it is essential that this be done not only administratively, but also through parliamentary oversight;
b) with this amendment, the path is opened to strengthening the accountability of the public administration to the budget;
c) at the same time, misunderstandings that may arise regarding the status of beneficiary entities are avoided.
The paragraph of Article 39 cannot leave aside the obligation for state structures to enforce the law meticulously, regardless of the type of institution.
Article 2
In Article 17, paragraph 1, the following amendment has been proposed:
"In order to be equipped with a weapon, persons called up for military service must have completed all verification and training procedures in accordance with the rules in force".
This proposal aims to avoid the ambiguities that have arisen in practice and to establish a clearer standard of legal responsibility. Under democratic order, the issue of arming cannot be treated merely as a technical matter, but also as a matter of public safety.
Article 17, paragraph 1, is of interest because it links the right to be equipped with a weapon to the responsibility of the institutions that carry out the control. This is especially important at a time when the country is trying to strengthen order and the rule of law.
Article 17, final paragraph
This amendment should not be understood as an unjustified restriction, but as a measure aimed at disciplining procedures and preventing abuses.

The general opinion regarding the political future of the two main figures of the PS, Sali Berisha [?] and Fatos Nano, is very well expressed by Mr. Vangjel Dule in an interview for the newspaper "Zëri i Popullit", on 23 July. After breaking away from the old dream of the socialist era and the confusion of words about the future of this party, he assesses that Fatos Nano is heading for a very heavy defeat. These statements made in yesterday’s issue of the socialists’ newspaper reinforce the belief that the crisis affecting this party is becoming ever deeper.
According to the public’s observation, this is also the reason why voices within the Socialist Party are growing stronger in favor of strict measures against those who carry weapons without a permit, especially against figures who may become active in the upcoming political developments. In this context, the need for a harsher regime toward the socialists’ guns is mentioned, which is linked to the fear that their radicalization could create tensions.
In various political circles it is said that the Minister of the Interior and Local Government is being asked to remain attentive to this situation. These days’ discussions portray the situation as complicated, while the socialists try to maintain internal balances.

Yesterday at a press conference, all the measures taken by the Albanian side were made known, in response to the anti-Albanian declarations and actions of the Athens government. In particular, Mr. Serreqi emphasized that Albanian-Greek relations must be based on the principles of good neighborliness, mutual respect and non-interference in internal affairs.
He stressed that Greece is trying to distort the truth about the situation of the Greek minority in Albania and to present as an international issue a matter that should be dealt with within the framework of the country’s laws and European standards. According to him, the Albanian side has been and remains ready to guarantee the rights of every citizen, regardless of nationality or religion.
Mr. Serreqi also declared that the defense of Albanians’ rights does not constitute an act of chauvinism. On the contrary, it is a legitimate right and a duty of every state that takes care of its citizens and national interests. In this context, he also highlighted the need for a clear diplomatic stance toward any provocation.
At the end of the conference, the minister called for no unnecessary tensions to be created and for calm to be maintained, stressing that Albania seeks normal relations with its neighbors, but cannot remain silent in the face of insults and unfounded claims.
