Lifting immunity—the first step toward uncovering the NANOGJËSIT

— From Mr. Eduard Selami’s speech in Parliament — I think the request submitted is justified, and I agree with the committee’s opinion on this issue, because from the outset I believe that the material from the State Audit was complete and clear, despite the claims by the SP and its deputies that it was a biased report. I say it is a very clear technical report, based on factual material containing three rather stubborn points. They directly accuse Ramiz Alia’s former prime minister, today the chairman of the SP. To this day, these accusations have received no answer of any kind. I think that, rightly, the General Prosecutor’s Office is asking the justice authorities to pursue this matter further. The issue is that while he was prime minister, procedure was violated and, contrary to Italian law, assistance was arranged to be distributed to dubious companies with which the Nano-Alia clan and the other PP clan had direct ties, even family ties. The destination of this aid was changed at a time when the people needed bread and other basic necessities. We were sent fruit juices and other unnecessary things, and these fruit juices were obtained at prices three times higher than those on the actual market. So there are 3 centuries without any kind of consequence, without any kind of economic [unclear]. To understand this, you do not need to be a lawyer at all. As a result of this practice, 8 million dollars are unaccounted for, and Mr. Nano must at least answer for abuse of office. No one is accusing him of putting them in his left or right pocket, but when he was prime minister, 8 million dollars in Italian aid disappeared after procedure was violated three times consecutively and the law was broken. We say they were stolen. He says no. Let him go before the courts and resolve it there. That is all there is to it. Why does all this have a political character? In a case like this, how could it be otherwise, and there is no reason to be afraid. The political significance of this issue is different from what the SP and its allies are making of it. The political motive has been and remains this: we will not back down from the fact that the Socialist Parliament still contains an old clan from that criminal gang that destroys and massacres this people. This clan has now hidden behind pluralism and democracy and continues to work along the same lines. We are against this. And when we demand accountability, at least for the thefts committed and the violations made in recent years, the SP jumps up and down, shouting that there is dictatorship, no democracy, fascism, and other absurd accusations. This is a communist mentality. The time when these people could kill and butcher, do whatever they wanted, and give no account has passed. If Comrade Dokle is asking me to call on myself, perhaps, to say that I am heading toward dictatorship and so on, on the contrary, I think that the DP, which I represent, has (continued on page 4) With the lifting of deputy Fatos Thanas Nano’s immunity, justice, freedom, democracy and the rule of law are strengthened and consolidated in Albania; the life and work of the people are further calmed, and national unity is strengthened—so necessary in order to uproot once and for all the remaining communist-Enverist remnants of the Nano End Company type.

STORM IN JULY

Being a party chairman does not mean you are not SUBJECT TO the law

The decision of the Albanian justice system to shed full light on the Nano case was viewed by the SP and its mouthpiece, «ZP», as a «threat to citizens’ freedom» and «pressure on the SP». It should be said from the outset that it is not uncommon in the history of world politics for a politician to submit to justice, whether to uphold his authority or to stand trial for crimes, corruption or violations committed. The bringing before the courts of the chairman of the SP, Mr. Fatos Nano, has been experienced and is being experienced quite differently. This shows, first, the SP’s communist scheme and, second, the madness of Nano and the other leaders in trying to cover up the crimes, corruption and legal violations of the PP (S) by practising the scheme of untouchability. In a democracy, in a state governed by the rule of law, there are no first-class or second-class people. They are all citizens of the democratic state, and from this comes the right that everyone, whether politician or former prime minister, authority figure or man in the street, be subject to the same justice and its laws. Being a party chairman does not mean that you are not subject to the law. In this sense, Mr. Nano can be no exception either. Otherwise, the justice system and the rule of law would be called into question.

A Fatos at AUCTION!

The little Fatos of the PP and the big one of the PS decided to put himself up for auction. of the PS waiting for the latest auction announcements from the Privatization Agency, «ZP» reports a new auction. The word is about F. Nano, who is assessed according to the parameters of his contribution and enthusiasm for communism and the PPSH. Before becoming a pioneer, this Fatos became Albania’s ambassador to advertise his own worth; now the «fates of the nation» have taken him to Albania’s beaches to discuss the articles of the constitution. It is not known whether Nano will go up for auction to become a pioneer or to promote Nami i Mikut (Na-mikut) in his presidential candidacy.

The foreign press on events in Albania

The Soviet, Chinese and Cuban press of the 1960s–70s is [sic] presented in a short study on yesterday’s «ZP» page, where theoreticians of communism write about imperialism’s attacks against the PPSH and its Marxist-Leninist line. Their aim is to eliminate from the political arena the First Secretary of the Central Committee of the PPSH, that is, me — says the leader and ideologue of Albanian socialism, F. Nano. Meanwhile, in the illegal offices of the PPSH and its communist sister parties throughout the Asian, African and Central American world, telegrams of solidarity with the PPSH and leader Nano were prepared, to be published in the coming days. It is also learned that Cuba has announced a week of national mourning, in tribute to Idajet and Fatos. «RD» correspondent

Of many masters

A scapegoat for Fatos Nano - Herald of social-communist revanchism - Nano sees much farther than Dokle - Fatos Nano’s stance, rage and blindness after the discovery of corruption involving Italian aid, which is connected to his signature and will, are understandable and justifiable. This took place during his brief premiership, brief in duration but extremely intense and fertile for the flourishing and consolidation of red corruption. Fatos Nano stands to lose a great deal, perhaps everything he has built and achieved so far, with his complete exposure and possible legal punishment. He loses the beloved and productive chair of PS chairman, is branded a standard-bearer of red corruption, brings his political career to a shameful end, and sees his dreams of becoming prime minister or president once again extinguished—dreams that have lulled him for so long. His castles in the air collapse precisely when he thought that all that remained was to settle forever into the chair of the sovereign and all-powerful ruler, who can ruin you and bury you seven fathoms underground, like his father or teacher, the great Enver Hoxha, with a word or even a cold glance blazing with anger or vengeance. And so that he does not fall and never rise again, regarding his personal end as the end of the world, he is ready and determined to set fire to or trample everything: the party he leads, the country, and to walk over the bodies or corpses of his opponents, from the party chairman down—deputies, chairmen and others. Before this orchestra of virtuosos, this political and financial business, Namik Dokle has also appeared. We cannot fully uncover the motives that drive or command Dokle to play this role, but some are easy to infer. Perhaps Dokle has old debts to repay to the party and its current chairman, Fatos Nano; perhaps the latter has lured him in, or made him an accomplice and co-conspirator with some juicy bone or crumb; perhaps he has promised to make him President or chairman of the PS. He is being promoted and presented as one of Nano’s most zealous defense lawyers, a disgusting parrot of his demagoguery, hypocrisy, hysteria, revanchism and destructiveness. Namik Dokle, as far as can be understood, is ... (Continued on page 4)

The Socialist Party HAS LOST its head!

- Nano’s end is not the end of the socialists, but of their disorganized and corrupt clan. Nano makes an apologia for Enver. Democracy is defined as «the rule of law». Every individual, regardless of civic position, number of eyes, or height, is obliged to observe the most elementary condition of democratic conduct: facing the law. In this respect, many men of finance and politics in Europe and beyond have regarded confession before the law as their most sacred principle. Facing the law has also befallen political career statesmen such as Italy’s G. Andreotti, and the prime ministers of France, Japan, Greece and Spain, as well as even the presidents of Brazil, Peru and the Philippines. Now G. Bush and M. Gorbachev, too, have been summoned as witnesses in trials arising from the political and financial scandals of the Third Republic[?]. Close to us, in Greece, A. Papandreou was accused and investigated over banking scandals connected with him and, after long and exhausting scandals, he once again won his political mandate. Thus the example of F. Nano, former prime minister under R. Alia, is neither the first nor the last, and our justice system, which has accused him, has done no less or more than the American, Brazilian, Japanese, French, Italian or Greek systems. Prosecutor M. Haxhia’s immunity was lifted and his guilt was proven. Thus the removal of immunities, which had so traumatized and polarized the parliamentary situation at the time, «excommunicated» nothing false, nothing unlawful; on the contrary, justice gave its confirmation and each person, having escaped legal punishment, is today named in the positions preferred in their profession. The Albanian parliament removed another immunity. The votes in favor came from PD, PSD, PR, PAD and PBDNJ, or in other words, the parties that F. Nano calls revanchist-Ballist or his new political dictatorship. Fatos Nano accepts the rules of the game in a democracy. Just as PD respects the PS electorate, so PS must respect the electorates of PD, PR, PSD, PAD and PBNDNJ. And it is no uniquely unprecedented occurrence in the world for an Albanian party leader in parliament to accuse five other parties of «dictatorship». Thus, pluralism and democracy are attributed only to his own caste—so, one against five parties, somewhat fair! In this way, Nano’s 38 MPs attack the «dictatorship» of the 102 MPs from the other five parliamentary parties! Secondly, in this speech of his, Fatos Nano presents himself as a ... [illegible] ... in politics. He himself has been, and by his friends. (Continued on page 4)

The guilty party FEARS justice

As soon as you look at the front page of ZP dated 27 July, you feel that this newspaper is experiencing a day of mourning. The alarm bells are ringing as if the world were about to collapse because Fatos Nano’s immunity is to be lifted. Honest socialists would come to their senses if they understood that only the guilty fear being reminded of justice. So if Fatos Nano and his corrupt clan believe they are innocent, why are they afraid and raising such a noisy alarm among others? Lifting immunity is the ideal opportunity for Fatos Nano to prove his innocence. Therefore, instead of making noise and protesting, it would be more honest for him to request the lifting of his immunity himself. REPORT Of the Committee on Mandates, Immunity and Rules on its review of request no. 1117, dated 26.7.93, from the Prosecutor General addressed to the Presidium of the People’s Assembly, seeking the lifting of deputy Fatos Thanas Nano’s immunity— Gentlemen Deputies! Pursuant to Article 17 of the Rules, which states that in the absence of the committee chairman his duties are performed by the deputy chairman, and Article 16, which states that meetings of standing committees are convened at the request of no fewer than one quarter of the committee’s members; and with the agreement of the Presidium of the People’s Assembly, we decided that the meeting of the Committee on Mandates, Immunity and Rules would be held on Tuesday, at 12:00, 27.7.93. All 9 members of this committee took part in this meeting. (Continued on page 4)

The Prosecutor’s Office SAVES Fatos Nano!

For more than two months, an accusation has been hanging over Nano. An accusation concerning not just a little, but 9 million dollars stolen from the people. Such an accusation is of such moral significance that the only way to counter it would be for Nano to demonstrate courage by voluntarily surrendering his parliamentary mandate. And when he failed to do so, out of anxiety the General Prosecutor’s Office rescued him by deciding to verify this accusation. The organs of justice base their work on the law of contradictions. Thus, by requesting the removal of Fatos Nano’s immunity, they brought an end to the state of limbo: both this way and that; neither this way nor that. Now the situation concerning the accusation under whose pressure Nano finds himself will be clarified. He will prove to be either this way or that (meaning either guilty or innocent). SHPËTIM LUKU
