They are trying to bring destabilization and bloodshed to Albania, only THOSE WHO ONCE FELT THE PLEASURE OF IT!

Interview with Mr. Anton Çeta Destabilization and bloodshed are being tried to be brought to Albania, only THOSE WHO ONCE FELT THE PLEASURE OF IT! Question: Professor, you came out of the July 2 government meeting in Golem of Kavajë with a statement in which you called those who seek to create a fascist-populist movement in Albania “anti-national and anti-Albanian forces.” Were you referring only to the positions of a particular group, or did you also have in mind the recent statements of some intellectuals after returning from the London Conference? Answer: First and foremost, I am concerned by organizations or groupings that have just emerged on the scene and are trying to present themselves as representatives of the entire nation. There are people who live in the world of political myths and believe they can bring back, through slogans, what history has already overthrown. These tendencies are dangerous. In Albania people need calm, work and order. Question: Are you alluding to specific names? Answer: Yes, I can even mention names. There are individuals who have lived for a long time in the West and have become used to speaking in the name of the nation, but in reality they do not know the everyday problems of this people. There are others who, relying on the disappointment of part of the people, stir up hatred and clashes. That is playing with fire. Question: Can you tell us whom you specifically have in mind? Answer: Frankly, in the recent interviews and articles I have seen quite a few formulations that come close to primitive populism. There are also desperate people who once benefited from the privileges of the former regime and now want chaos so that they can return as saviors. These are the most dangerous, because they are ready to plunge the country into bloodshed. Question: Do you see this risk as imminent? Answer: Every society in transition has this risk. But I believe that Albania also has a great reserve of wisdom. Our people have suffered a lot and know the price of peace. The noise of the minority must not be allowed to replace the voice of the calm majority. Question: What is the role of intellectuals? Answer: The intellectual must speak responsibly. He must not become an arsonist of public debate. Today more than ever we need restraint, civilized language and respect for institutions. Democracy is not won by setting the state on fire. Question: Do you think there is outside interference in this climate? Answer: Nothing can be ruled out. Albania is in a space where the interests of others often intersect. But in the end the main responsibility is ours: not to become anyone’s tool. Those who once felt the pleasures of power without law are now trying to bring back destabilization. This must not be accepted. Question: What would be your message to the public? Answer: Let us keep calm and not fall prey to provocations. Albania needs work, the rule of law, and unity around the national interest. Destabilization and bloodshed are wanted only by those who once felt the pleasure of them. (interview continues)

European Community Observer Mission on incidents on the northern border

EUROPEAN COMMUNITY OBSERVER MISSION on incidents on the northern border TIRANA: The official conclusions of the MVEKE regarding the border incident in Albania, 6 July and 7 August, were announced on Wednesday evening in Tirana. In the conclusions of the European Community Observer Mission it is stated that there are 1200. Ali Pllana with 1200 persecuted, with the name 1100, Ndre (GENVEK) when he presented in Greece 'group with residence in the village of Aramicë/Andon Poçi, about 20 km southwest of Gjirokastër. On 6 July 1993 at 8:30 p.m., a group of 30-40 people dressed in military uniforms came to the village. At least one of them spoke Greek and asked about residents of Greek origin. They then gathered around 110 of these residents and headed south. They later returned and asked the residents about their sons, especially those living in Athens or who had gone there for a visit. On 7 July, at around 2:30, this group was joined by 6-7 vehicles and 100 to 150 people. The local residents, with a few exceptions, were gathered again. After being released, they were ordered to sign several statements, written by hand in Greek, with anti-Greek content. Some young men were taken away. Gunshots were heard and the villagers were shocked. Our correspondents in Sarandë, Delvinë and Gjirokastër reported the above versions of the events of 6 and 7 July. Yesterday MVEKE presented its official version of the incident. The report says that the victims of the robbery and kidnapping of 4 boys filed complaints with the Albanian police in Delvinë. The local police were transferred to Sarandë. On 5 August there were further threats. These events prompted the dispatch of 25 international journalists from Athens. The MVEKE report says that the Greeks who came from Athens were not armed, let alone having attacked Albanian police officers. It adds that the version of the Greek authorities was completely different from that declared by the Albanian side. According to MVEKE, the situation on the border deserves an impartial investigation. Regarding the information that 3 buses with Greek tourists came from Greece to follow the trial of the five Albanian nationalists in Ioannina, the MVEKE representative told 'L. DEYDER' today: 'I serf 1 padires ksagioulo, te VENVEK, Tirana'.

What are the monks demanding?

“An act of aggression was not committed anywhere, Naco should not also be put in prison” What are the monks demanding? “An act of aggression was not committed anywhere, Naco should not also be put in prison” Recent reports show that the editor-in-chief of the Greek newspaper “Stohi” and two deputies from “Asfida”, Çamër[?], Haxhi Jorgji and Kryebardhi, organized a propaganda “spectacle” in Kakavijë, on the basis of which they claim that Greek soldiers were killed “in ambush” by Albanians. In the neighboring republic, the fervent nationalist campaigns are taking on increasingly dangerous proportions. For this we can recall a series of theses produced by the Greek press, in order to psychologically prepare public opinion for possible intervention. “Kakavija is being bombed,” “the Albanians are attacking Greece,” “border guards have been killed,” etc. On these is built a set of interpretations presenting Albania as an aggressor country. No more than 1,300 years ago, some tribes coming from North Africa crossed into the Iberian Peninsula, conquered present-day Spain, and remained there for 8 centuries. No one has thought of claiming Spanish territory today in their name. But these days, after the events on the Greek-Albanian border, there is persistent talk of “Vorio-Epir” and of the need for Greece to give “a harsh response.” Today in the newspaper “Eleftherotypia,” which serves as a kind of barometer for the mood of certain circles in Athens, it is written that “Albania must receive the proper lesson.” This language is alarming. In any case, it partly explains the hysteria spreading among certain segments of Greek public opinion. If this pace continues, the propaganda spectacle at the border may turn into a pretext for a political adventure. Albanians expect calm, not nationalist howling.

Housing privatization, a process that must be guided by legal improvements VIII

31 percent of housing units have been privatized Housing privatization, a process that must be guided by legal improvements VIII 31 percent of housing units have been privatized - Tirana and Durrës have privatized only 20 percent of housing. - Dark data are making housing matters drag on. [?] The data obtained from the Ministry of Infrastructure on housing privatized during the period from 1.11.1992 to 31.7.1993 reflect an unsatisfactory progress of the process. The discrepancies between the ministry’s report data and the assessments of the regional directorates show that in some districts the work has moved slowly and without coordination. The Tirana district and the Durrës district show the lowest privatization percentages, at around 20 percent respectively. This is linked to the large number of state-owned dwellings, the lack of complete documentation, and delays in preparing the relevant decisions. In some areas, problems have also been encountered in determining the land parcel. According to official sources, by the end of July around 31 percent of housing units nationwide had been privatized. The pace varies significantly from one district to another. There are places where the process is moving well, but also others where the delays are serious. Experts believe that legal improvements are needed to clarify the status of the buildings, land ownership and the responsibilities of local authorities. Without these clarifications, the process risks dragging on and creating unnecessary dissatisfaction. Article continues on page 6

The anti-Albanian newspaper “SHQIP” is lying

The anti-Albanian newspaper “SHQIP” is lying In the final week of publication of the social-communist newspaper “Shqip”, one of the most sensational pieces was the one titled: “Mandela of the socialist republic in Albania[?]”, by Sefir Zaganjori. In this 2,000-2,500-word piece accusing Sali Berisha of “invention”, “misuse”, etc., the most striking features were fabrication and insinuation. The material was seen as part of a campaign against the opposition. At the end of the article, the newspaper returned to a familiar thesis: that Mr. Berisha supposedly came to power with foreign support. Shaping public opinion through bombastic headlines is a well-known method of the tabloid press. But when this is done in the name of a newspaper that claims seriousness, the deception becomes even more serious. For this reason, the reader must know how to distinguish between criticism and slander. Tirana, 9.8.93
