- Nikolla Arsidi, offspring of the post-communist governments of Shehu, Carçani, Nano, Bufi - - The «Arsidi» affair is still open - As the trial of the defendants Vilson Ahmeti, former Prime Minister, Agim Saliu and Agim Tartari continued, the «experts’» hearing opened yesterday in the Tirana courtroom. At the start of the hearing, experts Llazi Balliu and Nelson Hicka answered many questions put to them by the defendants in question and their defense lawyers. They then also answered several other questions posed on the spot by defendants Ag-ron Salitu and Agim Tartari. Next, lawyer Sanxhaku asked for the interpreters and handwriting experts to be summoned. Prosecutor Marku deemed this request unnecessary. The panel of judges decided to hear the defendants’ submissions and rejected the request for handwriting and translation experts. - Defendant Agim Tartari gave his explanations regarding the charge against him. «The charge against me,» he said, «does not first set out the new purpose of the Commercial Bank of Albania under the conditions of a market economy.» He then spoke about the bank’s activities as a whole and the chronology of the facts in this case, making logical arguments in his own defense. Lawyer Pajt im Hoxha asked several other questions: - What role did the mandates issued serve? - To whom were these mandates addressed, since they were in French? The reply was that, in fact, all documents and correspondence come in Albanian, but in this case we accepted them in French...? At this point lawyer Sanxhaku intervened, but to no effect. After the recess, the other defendant, Agron Saliu, also presented his submissions: Defendant Saliu, too, brought his counter-evidence to the hearing and tried to refute the prosecutor’s indictment. During the third part of yesterday’s hearing, the prosecutor presented documentary evidence. There was debate during its presentation with the two defense lawyers, Sanxhaku and Hoxha, who tried to refute some of the prosecutor’s evidence. At this point, lawyer for former Prime Minister Ahmeti presented a document, No. 2486, dated 20.08.93, obtained from the archive of the Council of Ministers of the Republic of Albania, which states: «The archive of the Council of Ministers contains no decisions concerning the negotiation of the foreign debt, but only a letter from Shane Korbeci dated 27.03.1991, addressed to Comrade Fatos, consisting of two sheets, which contains the request that Mr. Arsidi serve as adviser for international trade.» That Arsidi was the offspring of post-communist governments, from Shehu to Fatos Nano, is also confirmed by some new documentary evidence submitted by defendant Agim Tartari. The central figure in this matter continues to be Nikolla Arsidi. Lawyer Pajt im Hoxha requests that, under international rules, it would be necessary and helpful to justice for the Frenchman Arsidi to appear as a witness at the trial. The court finally decided to conclude the investigation into this case. WASHINGTON - On 23 August, the Department of State issued a statement on the activities of the CSCE (Conference on Security and Cooperation in Europe) in Kosovo, Sandžak and Vojvodina, released in Stockholm the same day by the CSCE Chairman, Sweden’s Foreign Minister Margaretha Ugglas. The Department of State statement noted that the United States shares the CSCE’s assessment of the situation. The text of the Department of State statement follows. The following statement on the activities of the CSCE in Kosovo, Sandžak and Vojvodina was issued in Stockholm on 23 August United States shares the CSCE’s assessment of the situation. «We have alarming reports of a growing number of repressive actions by the Serbian authorities in Kosovo, Sandžak and Vojvodina. Local staff of CSCE missions and persons associated with the missions have also been targeted by these actions. The increased repression by the local authorities causes grave concern and constitutes a violation of the fundamental principles of the CSCE. «These actions can only serve to increase tension. The Government of the Federal Republic of Yugoslavia (Serbia and Montenegro) must consider its own responsibility for increasing the risk of the spread of ethnic violence in its territories through these actions. The CSCE condemns the increased repression, including any persecution of its former employees. Let us instead refer to the facts to show that the specters of revanchism, fascism and dictatorship are simply the products of the imagination of opposition leaders and their propagandists, who even now, in the era of democracy, are driven by an obsession with persecuting their heirs. Who is being put in prison? - Former bloc leaders, historically and presently responsible for the 50-year political genocide of the Albanian people, for monstrous abuses of the country’s economy, wealth and finances, those who ruined Albania worse than all the occupiers put together during this century. - Ordinary thieves and criminals — rapists, murderers, those who gravely break the law and terrorize the people with intolerable acts of vandalism, the corrupt who conduct unscrupulous business at the expense of the people and out of their mouths and meager pockets. Should they be punished with prison? According to the most common public reasoning, the arrest and imprisonment of these groups is a completely just, lawful and necessary act. This is how the people’s security and peace, and public order, are strengthened. This is how it is done, and they must be imprisoned even in the world’s most democratic countries; no one objects or accuses them of dictatorship and terror. According to the reasoning of Albania’s communist-socialists — champions, not only in Europe, of the harshest dictatorship — these groups of criminals and corrupt people should be left free; the corrupt want to be answerable to no one. Their aim is clear: to institutionalize these ... as a government ... - The security forces and the justice system must act strictly against those who corrupt and rob the people. - Punishing without mercy those who deserve it is not revanchism or dictatorship. If the law is properly enforced in Albania and genuine judicial arrests are made, this will block the paths of organized crime and the institutionalization of the Mafia. We are neither the first nor the last to do this. Modern democracy, without aspiring to it, is ultimately the enforceable dictatorship of democratic laws, before ... ... «Farewell, democracy! Long live dictatorship and revenge! The Nanonists follow the Enverian experience of original, unwritten ways. The fight against corruption is being waged more fiercely and at every level in Italy, too. People have been arrested or ... Meanwhile, our oppositionists want democracy according to their own concept: democracy and unlimited freedom for them alone, as they enjoyed for nearly 50 years. But they will never be allowed to have it that way again. These other facts also expose the falsehood of the opposition’s propaganda about the creation of a dictatorial state in Albania. - A former Spaç prisoner turns the former bloc leaders into «confessors». One of the employees who «looks after» the former bloc leaders and others in Tirana Prison was a political prisoner and served his 15-year sentence in the infamous Spaç prison. Every morning he takes all the former bloc leaders and Fatos out of their cells and lines them up, then squeezes their feet with a sliding motion. But he tortures them in comparison with the horrific conditions of his own hellish prison. - «A photograph of Fatos Nano with his hair cut has come out of prison. These days a photograph of Nano with his hair cut came out of prison. It is not known how or from where it came out, but there is plenty of truth to it. The photo shows the pointed and somewhat peaked head of the PS chairman. The photograph is not of good quality, but perhaps soon you will be able to see a better copy published. - Hekuran Isai in the role of foreman. Being «obedient» and «more disciplined», Hekuran Isai has been assigned the task of foreman for the bloc leaders in prison. Thus, the «Iron Man’s» charges now include Nexhmija, and even former President Alia himself. In addition, Hekuran Isai has won a flag for the cleanest cell. - Pali Miska persistently asks to «be put in the force». On the day the last group of bloc leaders was arrested, which also included R.
