WHO BROUGHT ARSIDI TO ALBANIA?

Comrade Ados, attached we are sending you the request made by Mr. Nicols Asidi to obtain financing for our country. Our view is that this mandate should be granted for a period of 6 months. Comrade Ados, Attached we are sending you the request made by Mr. Nicols Asidi to obtain financing for our country. Our view is that this mandate should be granted for a period of 6 months. Tirana, 27.3.1991 KASMASE'S NOTE: I saw it signed by Fatos Nano with 5 opposing states dated 30.3.1991. It says: From the three countries, that is, from the Ministry of Foreign Trade, to present their proposal. To be done by 31.3.1991. In the people's country, Mr. Honi has stated that Mr. Nikolas Asidi was known to the former government. After meeting with Mr. Kambanis, he asked to be brought into trade with Albania. We decided that Mr. Kambanis should appoint a permanent representative and that representation should handle all business contacts with Albania. However, I have not given any authorization for him to represent the government, as is stated. Regarding the matter of obtaining the status of trade representative, I told Asidi that he could submit an application through our mission. The government would decide on that. Asidi would come to Albania for private reasons. The government would examine the possibility of the presence of such a person and the need for an economic representative. I did not know what right was being referred to. If the government agreed, he could come as a temporary representative. In fact, the matter should have gone through the Ministry of Trade and the relevant bodies. In connection with this: In early 1991 I met Asidi in Athens at the office of the Albanians, where we discussed the possibility of his return to Albania and economic activity. He expressed interest in making investments or mediating trade links. Later he submitted a request to be recognized as a trade representative. This request was forwarded to the competent bodies. I did not sign any special personal mandate for him, but I gave my opinion that the matter should be considered within the 6-month deadline. Later, according to press reports, various interpretations were made regarding his role. These interpretations do not match the fact that any decision had to be approved institutionally.

THE "EXPERTS'" SESSION

Nifon Asidi, plans of the post-communist governments writes Ger- sani, Huno, the owl. Yesterday, personally or in broadcasts on tele- post-communist Albanian. Ger- They do not come to Albania to become experts in non-democracy and save the state. ... [?] From what is stated in this file, it is clear that it was not the government that asked for Arsidin, but that he himself sought to rise within Albanian economic structures. Coming from Greece and with links to various circles, he presented himself as a man capable of securing financing, credit and contacts. But from the documents and official reactions it appears that his request had to be examined carefully and not treated as an automatic appointment.

WHO IS NEXT?

...In the part related to movement in the documentation, in the economic correspondence, it is made clear that some of the names appearing in the documents were also used for other intermediations. It speaks of persons, firms and institutions that were seeking to enter Albanian trade. The author then raises the question of who will bear responsibility and who is next to face the documents. The text has a polemical and critical tone toward the former officials and their links with foreign business. OLD SONG
