APRIL 2 - A PRELUDE TO DEMOCRACY
(Commemorative message from President Berisha addressed to the parents, family members and relatives of the martyrs of democracy)
Ladies and gentlemen,
On behalf of the President of the Republic and in my own personal name, I express to you my deepest condolences for your sons and daughters, your children, your brothers and sisters who gave their lives in the name of a great ideal, the ideal of freedom and democracy.
Two years have already passed since April 2; two years have passed since the ugly crime that took place in the city of Shkodër, yet their memory is even more alive, more moving, our pain is such that it is like those first days of mourning.
Today this pain and this feeling of spiritual solidarity with you and your families have embraced the whole Albanian society. We all bow with respect before their deeds and ideals.
Shkodër was a city of resistance, a center of the democratic movement and of independent trade-union action. The first clashes with the police forces and the power of the old regime also began in Shkodër. They reached their peak on April 2. Thousands of angry citizens of Shkodër protested peacefully with tears and with dignity against the manipulation and violation of the vote. A regime that could not survive with a free vote decided to take human lives. Innocent blood was shed. Many citizens were killed and wounded.
Today we remember with pain and respect the defenders of democracy. We remember the fallen as martyrs of it.
We consider April 2 to be the prelude to Albanian democracy.
It will always remain an unforgettable moment in the Albanians’ struggle for freedom, justice and democracy.

SHKODRA COMMEMORATES THE MARTYRS OF APRIL 2 WITH DEEP GRATITUDE AND RESPECT

With their participation in the large commemorative rally, thousands of citizens of Shkodër once again expressed their determination to carry forward the cause of freedom and democracy for which the 4 citizens killed on 2 April 1991 gave their lives. The large rally in memory of the martyrs of democracy was held yesterday in Shkodër’s "Demokracia" Square.
On behalf of the President of the Republic, Mr. Albert Brojka, as head of the government delegation, announced that Sali Berisha would confer the title "Martyr of Democracy" on the four citizens killed on 2 April 1991. Prime Minister Aleksandër Meksi was also present at this ceremony. The podium also included representatives of local government, leaders of the Democratic Party and of social organizations.
Brojka said that Shkodër’s 2 April was the prelude to Albanian democracy. He praised highly the resistance of Shkodër’s citizens and the sacrifice of the victims’ families.

No doubt that the question stands out at the Albanian center in socialist? but in any case unquestionable. General interest on the macro level. Greece and its socialist parliament imposed. Albania embraces the same path. Inter-Balkan cooperation? Difficult. An alliance or simply coordination? In the political space of the new years, a new social-democratic axis seems to be taking shape.
Old Turkey and the new ones? In Athens, Istanbul and Tirana, recent political developments have prompted many analyses of the role of the left-wing forces and their regional relations. While each country follows its own historical specificities, shared interests in transition, integration and stability are not lacking.
The outlook of this political triangle remains tied to the relationship of socialist parties with power, with the legacy of past systems and with the expectations of the electorate.

SME ENTERPRISES - THE FUTURE OF THE ALBANIAN ECONOMY
At the center of the economic reform “summit”
“SMEs (small enterprises and enterprises with foreign capital) are the main segment of the Albanian economy,” stressed Mr. Dritan Hoxha, deputy general director for foreigners at K.K.P. He said that so far 2,700 different activities have been approved in Albania, employing 1,200 Albanians. 27 joint ventures with American capital, 65 with Greek capital, 36 with Italian and German capital, etc. have become a reality. “But more is still needed to attract these potential investors even more. The priority use of sectors such as agriculture, livestock farming, construction, extraction and processing of building materials, tourism services, etc., as well as fiscal incentives and credit for private foreign enterprises are the main tools for the development of the economy,” stressed Mr. Hoxha.
A large number of American businessmen who are interested in the Albanian economy, but also want to bring help and a spirit of progress, are in Tirana these days. The economic reform summit, in one of its main sections, devoted special attention to the problems of SMEs, as a key sector for the country's economic future. The main presentation on this issue was delivered by Ms. Jozefina Topalli, head of the SME sector at the Ministry of Finance.
She said that private entrepreneurs form the broadest and most promising base of the economy, with more than 150,000 employed. On the other hand, the 74,000 unemployed, of whom around 76 percent come from the state sector, must be guided toward joining new businesses. In both cases, she said, it is the duty of the government and the private sector to create the proper ground for this category. In fact, according to her, economic development cannot move forward without intervention in three main directions: macroeconomic stability, reducing the tax burden, and solving the issues of the sales market and the labor market. Rapid privatization and the creation of a favorable legal climate will further encourage this process.
