He served as secretary of the parliamentary group for Public Order, Defence and SHIK. EDMOND SHYQYRI SPAHO Born on 13.9.1958 in Tirana. He completed higher studies in economics in 1982. Afterwards, during 1982–1988, he worked as an economist and head of the economic section at various enterprises in Elbasan and Rreshen. of the Agricultural Research Institute, for around of Waters and Irrigation Systems, nearly 4 years in Kamza farm, and he was appointed Deputy Director of the Pluralist Executive Committee of Tirana’s Region 4. XHEZAIR QAMIL TELITI Born in the city of Kavaja on 17.2.1948, where he also completed his secondary education. During 1966–1971, he completed higher studies in Mathematics. After his studies, he began working at the Department of Special Mathematics. In 1981, he earned the scientific degree “Candidate of Sciences.” In 1989, he earned the academic title “Docent.” In 1991, he earned the scientific degree “Doctor of Sciences.” He is head of the Department of Topology and Functional Analysis at the Faculty of Natural Sciences.

Police District No. 3 launched a search with a special operational investigative team and, within 10 hours of the incident, managed to identify and arrest the perpetrators of the theft of 750 blank passports from the passport section of the Public Security Directorate. —More than 70 families housed in just the last three months in excess living space— Public opinion is already aware of Tirana Municipality’s commitment to alleviating the housing problem, at least to some extent, also by redistributing excess residential space. The pluralist committees of the districts are carrying out preparatory work to identify this excess space. On the other hand, strangely enough, these same committees, through decisions of the Committee, made it impossible to liquidate this excess space from its occupants. The machinations involving these families’ civil-status records served this purpose, through consolidations, adoptions, separations, and so on. Generally, those who had excess space were the privileged of the monist system, and it is astonishing how they managed to find common ground with the leaders of the pluralist authorities. To give concrete examples: Vjollca Kasefi, who had excess residential space, was granted approval for her 70-year-old brother-in-law to come from Elbasan and join the household with the status of head of household. Kico Kasapi was granted family reunification with his daughter; Stavri Naqi was granted permission for his son’s father-in-law and mother-in-law to join his family. All these decisions by the pluralist authorities were not only made with compromising intentions, but were also unlawful, since they were made at a time when the Government, by a special instruction, had suspended the adoption of such decisions. Some judges have also come to the aid of those obstructing the process, and their judicial decisions have made them ridiculous. For example, Judge Arjana Fullani, in a document handled in the form of a ruling in the name of the people, without a ruling number, “argues” that a family is separated not on the basis of civil-status documents, but on the basis of cheese ration cards. Those who were as idiotic at governing this country were matched in cleverness by the Communist leaders when it came to securing their privileges. Thus, when the administrative order to take back the excess residential space was about to be implemented, the “Kapo” dynasty put forward as a shield a blue passport proving American citizenship! Meanwhile, the Hoxha family had managed to pay 4–5 foreign and local journalists who would testify to the violation of the rights of... [text as printed: “arrit”]. In any case, despite the authorities’ manipulations and the deployment of the entire defensive arsenal, the excess residential space was taken from yesterday’s privileged, and other citizens, adapted to the monist system, were housed there. And as for their accusing us of violating human rights: that is indeed what happened. At yesterday morning’s session, the People’s Assembly completed its approval of the draft law “On Urban Planning.” Discussion and approval of the draft had begun during the previous week of the Assembly’s work. Article 13, in its final paragraph, stipulates that the appointment of the head of the Urban Planning Office is approved by the minister upon the proposal of the District Council. In the afternoon, the draft law ratifying the “Agreement for the Provision of a Development Credit between the Republic of Albania and the International Development Association” was approved. BEFORE ANYTHING ELSE—WORK —Do journalists have anything to investigate or not?!...— The people have already delivered their verdict once. So why write so many articles to make and oppose calls for “new elections” and the government’s resignation, when the people are not thinking about these things at all?! Their minds are set on getting work started. And they have entrusted this to the democratic authorities. “RD” is indeed the newspaper of the party in power, but this government belongs to all Albanians. Therefore, everyone has the right to defend it, just as they have the right to criticize it when necessary. And the greatest criticism should be this: why hasn’t work started? Hundreds of agreements are signed by enterprises, but they are blocked in directorates and ministries. Why don’t newspapers address this phenomenon?! Local networks and RTV report lists of enterprises that are to be privatized. In concrete terms, not a single one has been privatized. Who is obstructing this? Why don’t journalists investigate this issue, the main issue of economic reform?! In economic enterprises, although no work is being done, the administration is kept on. The notion “we don’t have the technology” has become an obsession. We all know that we don’t have it. But there are no factories in Albania with older technology than the Shkodra Weaving Mill. Think about it: machines installed in the 1920s. And this very factory produced for export. In enterprises that are to be privatized, as well as those that will remain state-owned for the time being, the sequence “renewal-production” cannot be applied immediately. No. They will follow the sequence: production-renewal-production. Another excuse for not starting work is theft. Why aren’t joint enterprises and many others that are already working afraid of it? First, they use accounting systems that bring any losses to light, including losses from theft. Second, they don’t pay guards for nothing. Third, if you’re caught stealing, they throw you out, and there is no “friend” who can get you back in. There are plenty of such issues for journalists to investigate. But apparently our journalists do only one thing: they open one another’s newspapers, and then words quickly form lines, and lines so quickly form pages that even the journalists themselves are surprised. But this surprises their readers even more, and rightly so, as they say: “Is this how the fourth estate is going to help democracy in Albania?!” ENVER NURJA

As part of implementing the Government’s decision to provide economic assistance to families with no or low incomes. During the first three months alone, this municipality spent 6 million and 630 thousand new lekë. So far, 1,980 families, or around 6,000 people, receive this assistance each month, each receiving around 500 lekë. 1.7 BILLION LEKË IN TAX REVENUE We learned from the head of the Tirana tax office, Mr. Luan Pustina, that tax collection targets for the first three-month period of this year have been exceeded. Thus, budget receipts for this period reached 1.7 billion new lekë, and 1.1 billion new lekë were collected in March alone. The aim is to collect 3.8 times more lekë this year than last year.

These days, a television news segment reported that 40 buses from Belgium had arrived at the port of Durres for the city of Tirana. The truth is that only two buses have arrived, carrying various gifts such as computers, etc., while six more buses are expected to arrive by the end of the week. The figure of 40 buses mentioned by the television refers to the total number that has arrived and been received.
