Mr. President, could you make a statement regarding the changes in the Meksi cabinet? How should these changes be understood?
SALI BERISHA:
As far as I read it in the daily paper, Mr. Arbnori may well have indeed at least one such word, which the newspaper quotes him as saying. In the changes proposed by Mr. Meksi, a central place is occupied by the economic team and the economic group. In my opinion, these voices make up the most important part of the government. As I understand it, the changes help consolidate and modernize the government, giving it more flexibility. These are the changes I have also discussed with Prime Minister Meksi, as well as with the President of the National Bank, Mr. Ilir Hoti. In the conditions of a rapid economic transformation, the government must have more functional instruments.
Question: Can you tell us whether there will be other changes?
SALI BERISHA:
At this moment I cannot say more. I believe that these changes represent an important step forward.

It was a necessity for governance in the time of transition. The Minister of Defense, Mr. Pëllumb Xhufi, was a representative of a conservative spirit that did not respond to the pace of reforms. Likewise, the Minister of Culture, Arta Balliçi Studeni, remained at the stage of an old administration. This is not a matter of persons, but of the functions they perform and of the degree of alignment with the requirements of the new stage.

I fully agree with these changes, and perhaps I would even have preferred a broader scale. In recent years I have noticed a kind of indifference to the city's problems and a lack of long-term vision in some ministries. Therefore, I see the prime minister's intervention as a positive sign.

Despite being an influential minister, he does not only oversee the “portfolio” of economic management, but is also a balanced man of authority who knows how to coordinate government affairs. His style is calm, unobtrusive, but persistent. In the new conditions of transition, Meksi is seen as a key figure for the continuation of reforms.
He has shown the ability to lead in difficult times and has earned the trust of many of his collaborators. Criticism of him has not been lacking, but it is more part of political debate than a questioning of his leadership role.

It is now clear that the changes in the governing team, undertaken by Prime Minister Aleksandër Meksi, do not constitute an arbitrary act or an end in themselves. They are the result of the concrete needs of governance and of the responsibility of a majority that has undertaken to administer the country in the conditions of transition from an old system to a new democratic order.
In free societies, the circulation of people in high office is a sign of normality. No one can be irreplaceable. This very culture was absent during the decades of the communist regime, when office was seen as a lifelong privilege and not as a public mission. Therefore, every departure from office was interpreted as a catastrophe, a crisis, or an internal struggle. Unfortunately, this spirit still encourages certain circles to speculate on every move in the cabinet.
There is no drama in replacing some ministers or senior officials. On the contrary, this is part of democratic logic and of the effort to improve the quality of governance. The prime minister has the right and the duty to choose collaborators who best respond to the pace of reforms, the demands of the market economy, and the need for administrative efficiency.
These changes should also be seen through the prism of new economic developments. Albania is entering a phase in which political declarations alone are not enough; specialists, capable administrators, and people who understand the mechanism of the modern state are needed. The restructuring of the government team is an effort to respond to this need.
To oppose today on the argument that the government is changing its composition means not to understand either democracy or the responsibility of governing. At the very least, this shows nostalgia for times when the power chair was not relinquished except by overthrow. Instead of this primitive logic, democracy establishes the principle of efficiency and responsibility.
Thus, the changes carried out are not a sign of weakness, but the opposite: they show that the government is not frozen, that it reflects, and that it is capable of correcting itself. That is precisely what makes a government modern and democratic.
In this sense, the Meksi cabinet is giving an important test of political maturity. It is showing that it understands power as service and not as personal property. And that is perhaps the strongest reason why today's changes should be welcomed as a normal and positive development for the country.

Draft law for the complete ban on Marxist-Leninist propaganda and on terrorist organizations that use violent means to promote their civic ideas.
One of the amendments submitted is also the one to ban the activity of the revanchist organization in emigration, "Vatra", and the Enverist clubs in Albania. This amendment was not accepted in parliament because of its scope and administrative innocence.
