Njofta e Këshillit të Komunitetit Europian, e institucioneve dhe e Këshillit të Ministrave, me të cilën aprovohet hyrja e Shqipërisë në Programin PHARE, përbën një ngjarje me rëndësi historike për vendin tonë. Anëtarësimi i Shqipërisë në Programin e Vendeve të Europës Qendrore dhe Lindore, i cili është në rrugën e transformimit ekonomik dhe demokratik, u bë i mundur me pjesëmarrjen e Shqipërisë në organizata dhe institucione të tilla me karakter financiar e ekonomik. Kjo gjë u bë e mundur me plotësimin e disa kërkesave politike e demokratike. Plotësimi i kushteve ekonomike financiare lidhet me krijimin e një zone ekonomike të lirë në republikë. Komisioni i këtij komuniteti ka përfaqësuesit e vet në zyrën për çështjet europiane pranë Ministrisë së Jashtme. Anëtarësimi i Shqipërisë në Programin PHARE, theksohet në njoftën e Këshillit të Komunitetit Europian, pas vendosjes së marrëdhënieve diplomatike me vendet europiane, përbën një ndihmë për vendin tonë me qëllim intensifikimin e organizatave dhe institucioneve ekonomike, si dhe integrimin në sistemin ekonomik europian. Në këtë kuadër Shqipëria plotëson edhe kërkesën për krijimin e një komisioni të përbashkët mes pas NISO? e të Dymbëdhjetëve, si dhe vendosjen e marrëdhënieve tregtare, e çka shpreh një gatishmëri të re për t'iu afruar më shumë Europës. Shqipëria nëpërmjet këtyre marrëdhënieve, të marra në kuadër të Programit PHARE, thellon kontaktet me institucionet europiane, me ç'rast një perspektivë pozitive po hapet edhe për ne. Rëndësia e këtij anëtarësimi është veçanërisht e madhe, sepse ky program është i lidhur ngushtë me procesin e rimëkëmbjes ekonomike. Komisioni i këtij komuniteti do të ndihmojë vendin tonë me asistencë teknike e financiare konkrete. Në këtë kuptim ai është hapi i parë drejt një procesi më të gjerë afrimi me Europën. ENGLISH: ONE MORE STEP THAT STRENGTHENS DEMOCRACY AND BRINGS US CLOSER TO EUROPE The notice of the Council of the European Community, of the institutions and of the Council of Ministers, by which Albania's entry into the PHARE Program is approved, constitutes an event of historic importance for our country. Albania's accession to the Program of the Countries of Central and Eastern Europe, which are on the path of economic and democratic transformation, was made possible by Albania's participation in such organizations and institutions of a financial and economic character. This was made possible by fulfilling certain political and democratic requirements. The fulfillment of economic-financial conditions is connected with the creation of a free economic zone in the republic. The Commission of this community has its representatives in the office for European affairs near the Ministry of Foreign Affairs. Albania's accession to the PHARE Program, it is emphasized in the notice of the Council of the European Community, after the establishment of diplomatic relations with European countries, constitutes aid for our country with the aim of intensifying economic organizations and institutions, as well as integration into the European economic system. In this framework Albania also fulfills the requirement for creating a joint commission between NISO[?] and the Twelve, and the establishment of trade relations, which expresses a new readiness to move closer to Europe. Through these relations, taken within the framework of the PHARE Program, Albania deepens contacts with European institutions, and a positive perspective is opening for us as well. The importance of this accession is particularly great, because this program is closely linked to the process of economic recovery. The Commission of this community will help our country with concrete technical and financial assistance. In this sense it is the first step toward a broader process of approaching Europe. L'adesione dell'Albania al Programma dei Paesi dell'Europa Centrale e Orientale, che sono sulla strada della trasformazione economica e democratica, è stata resa possibile dalla partecipazione dell'Albania a tali organizzazioni e istituzioni di carattere finanziario ed economico. Ciò è stato possibile grazie al soddisfacimento di alcune condizioni politiche e democratiche. L'adempimento delle condizioni economico-finanziarie è legato alla creazione di una zona economica libera nella repubblica. La Commissione di questa comunità ha i propri rappresentanti presso l'ufficio per gli affari europei del Ministero degli Esteri. L'adesione dell'Albania al Programma PHARE, si sottolinea nel comunicato del Consiglio della Comunità Europea, dopo l'instaurazione di relazioni diplomatiche con i Paesi europei, costituisce un aiuto per il nostro Paese con l'obiettivo di intensificare le organizzazioni e le istituzioni economiche, nonché l'integrazione nel sistema economico europeo. In questo quadro l'Albania soddisfa anche il requisito della creazione di una commissione congiunta tra NISO[?] e i Dodici, nonché dell'instaurazione di relazioni commerciali, il che esprime una nuova disponibilità ad avvicinarsi maggiormente all'Europa.
