REPLY TO “ZËRIT TË POPULLIT” ABOUT THE “MALBORO-91” PACKET PUBLISHED ON 3.6.1993

For anyone who wants to read it to the end, this piece finds itself completely discredited as an act of “exposure,” much like the truck affair with the luggage that it is linked to. This could be achieved without difficulty if two things were kept in mind: first, that the message the background of the ZP article is trying to convey is not at all clear, whether it concerns a deviation from the norm by our man in Geneva, or the State Commercial Enterprise of Shkodër that dealt with this matter. Second, if it is about our man, then we can very simply say that he is not an employee of the Ministry of Trade, nor of any state structure for which the Ministry of Trade should be responsible, but a man appointed in his own business, as far as that is concerned. Regarding the accusation that an employee of our firm in Geneva allegedly behaved rudely with the customs officers of PDSH in Slovenia, and the remark that the economic consular representative of our Embassy in Ljubljana urgently came to get him out of the situation, we provide the following clarifications. In fact, nothing of the sort happened. Our employee came to Albania for private business and, at the drivers’ request, agreed to accompany them to the border with Croatia. At the moment of entering Slovenia, the border police pointed out that he did not have a circulation permit. He, outraged by this conduct of the border police, called our Embassy in Ljubljana. Immediately, two specialists from the Embassy arrived and met with the responsible persons at the border police center and with the relevant service officers. The explanations given showed that everything had been a misunderstanding, since his visa in the passport was in order, for which our employee expressed regret. After the necessary checks were carried out, he left, while the trucks continued on their way. In closing this letter, we emphasize that as far as the official side of the matter is concerned, there has not been and there is not any violation on the part of our government. Nothing in its actions runs counter to any rules, laws, or international norms. And finally, we assure you that all the insinuations, slanders and threats of ZP, made under the name of the “Malboro-91 packet,” will not be able to weaken for even a moment our determination to carry forward democratic and economic reforms.

A DELEGATION OF LDSH FOR CROATIA AND LDK FOR SLOVENIA VISITS ALBANIA

At the invitation of PDSH, a delegation of the Democratic Association of Kosovo headed by Dr. Ibrahim Kelmendi and a delegation of LDK in Slovenia, headed by Mr. Xhemë Xhemajli and Dr. Sabri Fetiu, carried out an official visit to Albania these days. Speaking about current developments, both delegations and the leadership of PDSH stressed that there is a risk of the war in Bosnia affecting Kosovo. In these conditions, it is necessary to institutionalize the political and military forces in Kosovo, in order to avoid chaos and to resist any aggression. In this context, the need to establish the Fund of the Republic of Kosovo and to provide concrete assistance to the Albanian people there was emphasized. The delegation of LDSH for Croatia and that of LDK for Slovenia were received by the chairman of PDSH, Mr. Sali Berisha, and by the general secretary, Mr. Eduard Selami. During the talks, the issues of inter-Albanian cooperation and raising international public awareness of the Kosovo issue were addressed.

“ZP” OPENLY DEFENDS INVERIST AND ANTI-NATIONAL IDEAS

“ZP” calls for the resumption of cooperatives, lower taxes on private activities, restrictions on imports, easing of the law on land privatization, and on the other hand; “ZP” calls for the resumption of cooperatives, restrictions on imports, easing of the law on land privatization, and on the other hand; -In recent times, when it comes to raising the “flag of mourning,” “ZP” continues to issue calls for collapse into “katrazam”: “the victory of Babam and the chief’s Tito,” etc. The reality in the face of the demagoguery of “ZP” and its tragicomic tone, which calls the school and hell’s revenge, agricultural reform and land privatization. The LDK of Slovenia and that of Croatia represented us and also with slanders that “PD is selling the borders,” that “the people are disappointed,” that “the peasant is dying,” “the worker is suffering,” “the economy is collapsing,” “education is in crisis,” “healthcare is being destroyed,” “the state is going bankrupt,” etc. But Albanians no longer believe these old songs of communist propaganda. The very fact that “ZP” calls for the return of agricultural cooperatives, the restriction of imports, and the dismantling of reforms clearly shows that it remains strongly tied to the old social-communist model. This newspaper, the organ of the former PPSH and today’s PS, cannot understand that Albania cannot move forward without a market economy, without private property, without competition and without openness to the world. The attacks on the democratic government and the efforts to create panic and insecurity are part of the same strategy to hinder Albania’s path toward Europe. (Continues on page 2)

The endless words and accusations of the left, reproduced in the usual propagandistic style, cannot hide the truth of the transformations begun in the countryside and in social life. Reforms are moving forward with difficulty, but they are irreversible. Whoever seeks to restore the old practices of collectivization, top-down command, and the party state is in fact seeking to take the country backwards. Public opinion has already understood this and is not deceived by alarmist and anti-national calls. (Continues on page 5)
