"No compromise with the corrupt"

From Rashoved in Fier Meetings of the chairman of the PD, Eduart Selami. The plant of development enterprises of the [ ? ] branch of the insurance office in the city of Fier. For two hours the chairman of the Democratic Party, Eduart Selami, met with residents and workers of the production enterprises in the Fier district. The citizens presented to him their concerns regarding living conditions, privatization, market difficulties, and the need to fight corruption. Mr. Selami said that the Democratic Party would continue without compromise the fight against the corrupt and all those who hinder democratic reforms. He emphasized that the law must apply equally to everyone and that no one should stand above the law. In the meetings held with farmers and workers, the problems of property, supply of agricultural inputs, and credit were also discussed. The residents asked for more investment in infrastructure, improvement of health and education services, as well as greater employment opportunities for young people. (Continues on page 6)

The Draft Constitution has now reached Parliament

"Approving the three draft laws" From the People's Assembly On 12.6.1993 the Chairman of the Council of Ministers, Mr. Aleksander Meksi, sent to the Secretariat of the People's Assembly three draft laws attached: 1) "On certain amendments to Law No. 7491, dated 29.4.1991, 'On the main constitutional provisions'", 2) "On certain amendments to Law No. 7561, dated 29.4.1992, 'On an addition to Law No. 7491 of 29.4.1991 on the main constitutional provisions'", and 3) "On an addition to Law No. 7561 dated 29.4.1992, 'On an addition to Law No. 7491 of 29.4.1991, on the main constitutional provisions'". Considering these draft laws urgent for examination and approval, Mr. Meksi included the relevant explanations in his letter. Through the draft laws it is proposed to move to a bicameral parliament; to define the President of the Republic as Head of State and Commander-in-Chief of the armed forces; to define the Council of Ministers as the highest body of state administration and the executive; to grant the Prime Minister the right to appoint and dismiss ministers; to merge the head of SHIK and the Minister of the Interior into one person; and to define the right of every citizen who has one Albanian parent by birth, etc. These are some of the new changes proposed in the Draft Constitution. Today, at the plenary session of the People's Assembly, the motion of the chairman of the parliamentary group of the Democratic Party, Sali Berisha, is being discussed regarding the holding of a constitutional referendum and the question that will be put to this referendum. According to this motion, the question will be as follows: "Do you agree with the Draft Constitution of the Republic of Albania?" Through the referendum, Albanian citizens with the right to vote are being asked, that is, all Albanian citizens who have reached the age of 18. More than 11,000 Albanian students from all the universities in the country took part in this meeting and, through a petition, expressed their full support and determination for the approval of the Draft Constitution. This petition, which expressed the students' wish to align themselves with democratic developments in the country, was handed yesterday to the People's Assembly through a delegation of 21 people. The education reform is in an advanced phase. According to official data, 2,184 students were enrolled in the first year of the faculties, 272 more than last year. Mr. Meksi emphasized that the constitutional draft laws are necessary to consolidate democratic institutions and create the foundations of the rule of law in Albania. The Assembly is also examining the draft law on human rights, which aims to bring Albanian standards closer to European ones. Rising bread prices are necessary and justified

The increase is presented as an unavoidable measure to avoid the bankruptcy of bakeries and shortages in the market. The material states that the new price will also affect the improvement of bread quality and the stabilization of supply.
