Mr. Atkinson at the press conference: Is there any political party in Europe that would declare itself in favor of non-admission? The question of whether his country should be in the Council of Europe?
ATKINSON: There is no party that would be ashamed for a party in its own country to be so free.
"Albania has made a remarkable progress as a party and Greece of unimaginable comparison in relation to reform. Albania will gain and will perform. In England a party to reach such a consensus with all the progress and democracy that is taking place. The invitation extended to Albania is a major development and this is a great day for Albanians. Albania's progress in reform has been encouraging. Albania has taken important steps toward pluralism and democracy. For us, what is happening is very important for us. Now Albania has won its place in Europe".

ATKINSON: Albania will be admitted next year to the Council of Europe. I am impressed by the progress that has been made in Albania, especially in the presentation of democracy, something Albania had never experienced before.

In the face of the Council of Europe, the Liberal Congress member, Mr. Atkinson, regarding the statements of our government, expresses in this interview that Albania has made very important progress in the implementation of pluralism and democracy. Atkinson notes that there have been very important changes since last year, when he was here for the first time, and that every day Albania is drawing closer to the standards of a liberal democracy. The government must continue moving forward on this path and fulfill those standards that we set for member countries.

Mr. Atkinson, what is your opinion on the changes that have taken place in Albania after the elections of 22 March?
Atkinson: Of course I had been in Albania before, in March of last year. And now I can say that the changes have been truly important. An improved environment is visibly present. Without a doubt, a very good combination of economic and political reforms. There is a clear sign of progress toward democratic standards, compared with those of last year. Albania has made progress in the direction of pluralism and pluralist politics. There are still things that need to be worked on, and your government knows this very well. There are some things that we believe must be done before your country is ready for the Council of Europe. This progress makes us optimistic about the future.

A Chinese governmental delegation in Albania
An economic mission is also expected to arrive.
On the 10th and 11th, an official visit by our government, led by Deputy Prime Minister and Minister of Agriculture Xhelil Gjoni, will be made to China.
Albania is now going through a stage of economic stabilization. During the period of self-isolation there were very limited contacts with the People's Republic of China. Whereas in the last part of 1992 and at the beginning of 1993, a Chinese parliamentary delegation came to Albania. The Deputy Speaker of the Albanian Parliament was received in Beijing.
Today a governmental delegation of the People's Republic of China arrives in our country, headed by Deputy Prime Minister Zhu Rongji. The delegation will have a very busy schedule of talks and contacts with the highest authorities of the Albanian state. The delegation will leave Albania on 12 September.
As part of this official visit, a protocol of economic cooperation has also been concluded. A group of Chinese economic specialists will come to Albania to see firsthand the possibilities for cooperation in industry and agriculture. At the end of these contacts, other missions will come for the implementation of several joint projects.
This economic rapprochement is taking place under the conditions of new market relations and mutual interest.
Within the framework of the new relations, Albania has requested that relations with the Chinese economy not be conditioned on soft loans, or interest-free loans, as happened in the past, but on the basis of realistic economic and trade cooperation.
The framework for this visit was prepared through contacts between the Minister of Foreign Affairs, Alfred Serreqi, and his Chinese counterpart in Singapore, where at the end of July he took part in an ASEAN session. Mr. Serreqi's visit to Singapore is the first visit by an Albanian foreign minister to this country. It was received with interest by the host side, since under conditions of the rapid development of the market economy our country is of special interest.
