FOR A NEW DEVELOPMENT OF ALBANIAN-CHINESE RELATIONS
President Berisha's meeting with Mr. Qian Q. Chen, Deputy Prime Minister and Foreign Minister of China
In order to reach an interim solution to the debt issue, so that the way could be opened for the rapid establishment of Albania-China relations, as well as for good relations of cooperation, yesterday the President of the Republic, Mr. Sali Berisha, received in a special meeting Mr. Qian Q. Chen, Deputy Prime Minister and Foreign Minister of the People's Republic of China. He informed him about the very bold, clear and rapid reforms undertaken in Albania, mentioning as the main measure the liberalization of prices and of the currency exchange rate. These measures have shown that they were undertaken according to the principles and recommendations of the World Bank. Pointing out that Albania already has 10 percent growth in its economy and has a private sector, President Berisha dwelt on the difficulties that Albanian agriculture is still facing. The lack of technical equipment and the excessive number of small farms make it difficult to achieve the proper yield of the land. He also listed many of the difficulties faced by a considerable number of newly formed private enterprises, and especially those that make up the light and heavy industry sectors, which he considered highly important. A particular interest, said President Berisha, is also the possibility of cooperation in rebuilding the infrastructure, which is almost entirely devastated and destroyed, both in the telephone network, radio and TV, and in the field of transport. In his speech President Berisha pointed out that the Albanian government supports the market economy, while protecting and safeguarding the most needy strata and encouraging the rapid privatization of trade, services and industry, bearing in mind that the hardest work in Albania has been reforms in politics and in administration. In his speech Mr. Qian Q. Chen stressed that the Chinese people and government have followed with sympathy and special interest the democratic changes in Albania and expressed high appreciation for the development of economic reforms in our country. Noting that Sino-Albanian relations have been important both for his country and for Albania, Mr. Qian Q. Chen expressed his conviction that with this visit to Tirana a considerable and rapid number of steps will be achieved for economic recovery and the establishment of normal relations between the two countries. Regarding the Albanian personnel located in China, Mr. Chen said that his government is determined to continue helping Albania in the fields of culture and education. Valuing Albania as a country with ancient traditions and a brave and intelligent people, he said that his country's government is convinced that Albania will recover very quickly and that the Chinese government will continue to support its steps. At the end, President Berisha and Mr. Qian Q. Chen expressed the desire to strengthen and expand mutual ties and cooperation in all fields. Tirana, 11.02.1993
We have achieved something great for the Albanian Democratic Party
Statement by Mr. Xhelal Meksi, deputy chairman of the PD
No comment on the cancellation of the Skopje agreement for membership in BI-BI-SI.
As for the political events in Kosovo, we have followed them with attention and will intervene for a joint statement with the Albanian Party of Kosovo. Regarding the meetings on Çamëria, we are aware and they will be taken into account. The Albanian Democratic Party is clear that a new division of political forces is currently taking place in Albania. This has also come as a result of new developments in the region and the need for closer democratic cooperation. Regarding the Skopje agreement, we are of the opinion that it should have been viewed in a broader framework and that hasty interpretations should have been avoided. The Albanian Democratic Party will continue to work to strengthen the Albanian factor in the region and to build bridges of cooperation with all Albanian democratic forces.
The democratic changes in Albania are valued in all their breadth

THE GREEK VETO FOR THE PD MARKS A POLITICAL TURN IN GREECE
It sets a precedent in the politics of Albanian-Greek relations
The issue of Greek-Albanian relations took a special place at the press conference of the President of the Republic, Mr. Sali Berisha in Vienna. Responding to the question of a Greek journalist about how the Greek veto for the membership of the PDSH in the BDI affects things, the Albanian President said that Athens had taken this step under pressure from certain political forces. In his speech, President Berisha said that Albania’s foreign policy is based on the principle of good neighborliness and mutual respect. He stressed that our country is interested in developing good relations with Greece, but not at the expense of national dignity and historical truth. Mr. Berisha stated that the Greek veto is a sign of domestic politics in Greece and of the use of Albanian issues for electoral consumption. He underlined that the Albanian government will not give up defending the rights of Albanians and its European orientation. He further said that Albania will continue to seek dialogue and understanding with Greece, but without accepting pressures or conditions that infringe national interests. In this context, he assessed that the reaction of public opinion in Albania had been natural and justified. The President added that the membership of Albanian democratic forces in European organizations is part of the integration process and cannot be blocked by narrow political motives. He also emphasized the need for a clear and responsible policy toward minorities and regional relations.
You deceivers of people! Last night the social-labor people lied to you. They write that the PD was not accepted into the European Democratic Union because a condition for this was not accepted, since being an ally of this di[rence?] Xh. Kosia, it was not mentioned at all in Budapest. The social-chauvinist elections of "ZP" were so much burned by Xh. Kosia’s initiative that they do not mention it at all in Budapest.
