At this first meeting of the National Council elected by the last Congress, I have above all the pleasure of greeting you and wishing you success in your new and important duty to strengthen democracy and the country's development. The National Council is an important link in the structure of the Democratic Party, and its work has a direct impact on the proper functioning of the party's organization, on the strengthening of its internal discipline, and on defining political positions on the country's major issues.
The Democratic Party came to power after a long and difficult struggle against the communist dictatorship and its legacy. Its victory should not be seen as the end of efforts, but as the beginning of an even greater responsibility. We must know how to govern wisely, cleanse the administration of corruption, strengthen the rule of law, and preserve the people's trust.
Corruption remains one of the most dangerous wounds in our society and one of the main sources of dissatisfaction. By continuing the fight against corruption, we secure our temporary victory and create the conditions for reforms to move forward. This fight is not waged with words, but with concrete measures, with constant oversight, with punishment of abuses, and with individual responsibility at every level of the administration.
On the other hand, we must be careful that the party does not become detached from its base, from the people who supported it in the hardest days. Local organizations must be more active, more connected to citizens' concerns, and more capable of bringing the real problems of society to the center. Only in this way will the PD's activity be ever more perfect and directed toward the public interest.
We still have a great deal of work ahead of us. Economic and political reforms require patience, determination, and cooperation. But I am convinced that if we preserve our principles, continuously improve the work of the party structures, and remain close to the citizens, the Democratic Party will fulfill its historic mission.

KUKËS - The agriculture and development bank in the district of Kukës has begun to implement a new lending scheme for farmers and private businesses in the area. According to its managers, loans are being directed in line with the most urgent needs of production, livestock farming, and local trade. Priority is given to projects that promise a quick impact on production growth and employment.
In the mountainous areas, where economic conditions remain difficult, this policy is regarded as a necessary aid for families trying to expand their activity. Beneficiaries say procedures should be faster, but they nonetheless consider this step a real opportunity to improve their economic situation.

General debate on the agenda
A. A. - Continuing yesterday's session of the People's Assembly and the consideration of the draft law on police reform, deputy Vasil Kati proposed that the agenda also include the report of the chairman of the commission for checking the background of senior officials. In support of this proposal, deputies Spartak Ngjela and Ylli Vejsiu spoke. A long debate then took place about the agenda and regarding the above proposal. Various deputies expressed the need to respect the agenda according to the previously approved program, while others called for the commission report issue to be dealt with immediately. The debate continued for some time and was accompanied by numerous exchanges between the deputies. In the end, the session continued with the scheduled items.

In the communes of the Shijak area, polemics continue over the political positions of the local leaders. According to our correspondents, part of the socialist structures is still following old administrative practices and is hindering the implementation of the new reforms. Residents say that the promises made during the campaign have not been accompanied by concrete improvements in services and investment.
From some villages, complaints are being reported about the selective distribution of aid and about favors with a party background. Meanwhile, representatives of the local opposition accuse commune officials of a lack of transparency and of maintaining ties with former communist structures. The debate remains heated and is expected to be followed by further reactions in the coming days.
Cooperation between Tirana and Marseille expands
Cooperation between Tirana and Marseille is taking more concrete form in several important areas. Representatives of the two cities have held working meetings in which possibilities were discussed for exchanges in local administration, urban planning, public services, and culture. Particular emphasis has been placed on projects related to infrastructure modernization and improving administrative experience.
Official sources indicate that the parties have expressed readiness to further expand relations and to launch concrete cooperation programs. This initiative is seen as a positive step toward institutional rapprochement and the benefit of European experience in local government.

Serious car accident
Three people died, one was injured, and 7 others.
A serious car accident occurred on the road near Shkodër, as a result of which three people lost their lives and seven others were injured. According to initial reports, the vehicle left the road after a wrong maneuver and overturned. The injured were immediately taken to hospital, while the relevant authorities began investigations to clarify the causes of the incident.
Residents of the area and eyewitnesses said that first aid was provided by passersby. The condition of some of the injured is reported as serious. Police have called for greater caution in road traffic.
